การวิจัยครั้งนี้  มีความมุ่งหมายเพื่อ  1) ศึกษาประสิทธิผลการบริหารศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลบะหว้า อำเภออากาศอำนวย จังหวัดสกลนคร 2) เปรียบเทียบประสิทธิผลการบริหารศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลบะหว้า อำเภออากาศอำนวย จังหวัดสกลนคร  ตามคุณลักษณะส่วนบุคคล กลุ่มตัวอย่างที่ใช้ในการเก็บรวบรวมข้อมูล  ประกอบด้วย  ครูผู้ดูแลเด็กเล็ก  จำนวน  12 คน  และประชาชน จำนวน  380 คน เครื่องมือที่ใช้ในการวิจัย  ได้แก่ แบบสอบถาม แบบมาตราส่วนประมาณค่า 5  ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน  การทดสอบค่าที (t - test) และการวิเคราะห์ความแปรปรวนทางเดียว  (One-way ANOVA)

ผลการวิจัยพบว่า

1.  ประสิทธิผลการบริหารศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลบะหว้า อำเภออากาศอำนวย จังหวัดสกลนคร  โดยรวมและรายด้านอยู่ในระดับมาก  เรียงลำดับค่าเฉลี่ยจากมากไปน้อย คือ ด้านวิชาการและกิจกรรมตามหลักสูตร  ด้านบุคลากรและการบริหารจัดการ  ด้านอาคารสถานที่ สิ่งแวดล้อมและความปลอดภัย และด้านการมีส่วนร่วมและการสนับสนุนจากชุมชน

2.  ประสิทธิผลการบริหารศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลบะหว้า อำเภออากาศอำนวย จังหวัดสกลนคร  ตามความคิดเห็นของครูผู้ดูแลเด็ก และประชาชน  สามารถสรุปผล ได้ดังนี้

2.1 จำแนกตามคุณลักษณะด้านสถานภาพ โดยภาพรวมและรายด้าน ไม่แตกต่างกัน

2.2 จำแนกตามคุณลักษณะด้านระดับการศึกษา พบว่า โดยภาพรวมและรายด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

The objectives of this study were: 1) to investigate management effectiveness of the Child Development Center under the Bawah Sub-district Municipality, Akat Amnuai district, Sakon Nakhon province, 2) to compare management effectiveness of the Child Development Center under the Bawah Sub-district Municipality, Akat Amnuai district, Sakon Nakhon province according to the personal background. A sample used in data collection consisted of 12 child-care teachers and 380 citizens. The instrument used was a 5 point rating scale questionnaire. Statistics used in data analysis were percentage, mean, standard deviation, t-test and one-way ANOVA.

Findings of the study were as follows:

1. Management effectiveness of the Child Development Center under the Bawah Sub-district Municipality, Akat Amnuai district, Sakon Nakhon province as a whole and each aspect was at high level. The aspects as arranged in descending order were: academic affairs and curriculum activity, personnel and management, facilities/ environment and safety, and participation and community support.

2. Management effectiveness of the Child Development Center under the Bawah Sub-district Municipality, Akat Amnuai district, Sakon Nakhon province according to the opinions of child-care teachers and citizens can be concluded as follows:

2.1 As classified by status, the opinion of child-care teachers and citizens as a whole or each aspect was found not different.

2.2 As classified by educational attainment, the opinion of both teachers and citizens as a whole or each aspect was found significantly different at the .01 level.
