การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาพัฒนาการของจังหวัดนครพนม เมืองชายแดนจากอดีตจนถึงปัจจุบัน 2) ข้อเสนอเชิงนโยบายการพัฒนา 3) ศึกษาปัจจัยที่เอื้ออำนวยต่อการพัฒนา และ 4) การนำข้อเสนอเชิงนโยบายไปสู่การปฏิบัติการพัฒนา กลุ่มเป้าหมายในการสัมภาษณ์เชิงลึก 20 คน ได้แก่ ภาครัฐ ภาคประชาชน และภาคเอกชน กลุ่มเป้าหมายผู้เชี่ยวชาญ 17 คน ใช้วิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ชนิดแบบกึ่งมีโครงสร้าง และแบบสอบถามชนิดมาตราส่วนประมาณค่า สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและการวิเคราะห์เชิงเนื้อหา

ผลการวิจัยพบว่า

1. พัฒนาการของจังหวัดนครพนมเมืองชายแดนจากอดีตจนถึงปัจจุบัน พบว่า ด้านเศรษฐกิจได้รับผลกระทบจากความแตกต่างของรายได้ระหว่างประชากรในเมืองกับชนบท ด้านสังคมประชาชนเข้ามามีส่วนร่วมและการรับฟังความคิดเห็นและ การรับรู้ข้อมูลน้อย ด้านเมือง มีความล่าช้าปรับปรุงกฎหมาย ระเบียบที่เกี่ยวข้องด้านกายภาพโครงสร้างพื้นฐาน ภาวะมลพิษและสิ่งแวดล้อม

2. ข้อเสนอเชิงนโยบายการพัฒนาจังหวัดนครพนม มี 4 ด้าน 24 กลยุทธ์ ประกอบด้วย 1) ด้านการพัฒนาคุณภาพทางการท่องเที่ยวและบริการ มี 5 กลยุทธ์ 2) ด้านการพัฒนาการเกษตรและอุตสาหกรรมการเกษตรเป็นมิตรกับสิ่งแวดล้อม มี 6 กลยุทธ์ 3) ด้านการพัฒนาการค้าและการลงทุน มี 7 กลยุทธ์ และ 4) ด้านการพัฒนาสังคมและคุณภาพชีวิตเพื่อสร้างความสุขอย่างยั่งยืน มี 6 กลยุทธ์

3. ปัจจัยที่เอื้ออำนวยต่อการบริหารการพัฒนาจังหวัดนครพนม มี 6 ด้าน คือ 1) ด้านนโยบายของรัฐ 2) ด้านการสนับสนุนของภาครัฐ 3) ด้านความเหมาะสมของกฎหมาย 4) ด้านการมีส่วนร่วมของประชาชน 5) ด้านการบริหารจัดการแบบบูรณาการและ 6) ด้านศักยภาพของพื้นที่

4. ผลการนำข้อเสนอเชิงนโยบายไปสู่การปฏิบัติการพัฒนาจังหวัดนครพนม โดยรวมอยู่ในระดับมากที่สุด

The purposes of this study included the following: 1) to investigate the development of Nakhon Phanom, the border city, from the past to the present,  2) to obtain policy proposals for the provincial development. 3) to examine factors contributed to the development of the province, and 4) to study the effects of bringing the policy proposals into practice. Purposively sampling, the first target group composing of 20 interviewees who belonged to the government sector, the private sector and the people in general had been taken to undergo the in-depth interviews. As for the second target group, there were 17 specialists who were also purposively selected.  The instruments used were comprised of the structured-interview form and rating scale questionnaire.  Statistics employed for data analysis consisted of frequency, percentage, mean, standard deviation and content analysis.

The study revealed these results:

1. These results had been obtained from investigating the development of Nakhon Phanom, the border city, from the past to the present.  In light of economy, Nakhon Phanom was affected by the difference of the incomes between the people who lived in the cities and in remote areas. Regarding the society, people did not participate in the provincial development, their voice was not listened to, and the information was rarely given. In terms of politics, there was tardiness in the improvement of relevant legalization and regulations. About the physical structure, there were pollution and environmental problems.

2. Four aspects with twenty-four strategies had been obtained for the policy proposals to develop the province: 1) the improvement of tourism and hospitality services; 5 strategies were proposed for this aspect, 2) the development of agricultural industry to become environmentally friendly; 6 strategies were proposed for this aspect, 3) trade and investment development; 7 strategies were proposed for this aspect, and 4) the development of the society and the quality of life for sustainable happiness; 6 strategies were proposed for this aspect.

3. It was found that 6 factors would contribute to the provincial development and administration: 1) government policy, 2) government support, 3) legal suitability, 4) people’s participation, 5) the management, and 6) the potential of the area.

4. The study demonstrated that these policy proposals, as a whole, were appropriate at the high level.
