การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาระดับสภาพปัญหาการจัดทำแผนพัฒนาจังหวัดสกลนคร 2) เปรียบเทียบสภาพปัญหาในการจัดทำแผนพัฒนาจังหวัดสกลนครตามคุณลักษณะส่วนบุคคล 3) แสวงหาแนวทางในการแก้ไขปัญหาและข้อเสนอแนะการจัดทำแผนพัฒนาจังหวัดสกลนคร กลุ่มตัวอย่างที่ใช้ในการวิจัยในครั้งนี้ได้แก่ผู้ที่มีส่วนเกี่ยวข้องกับการจัดทำแผนพัฒนาจังหวัดสกลนคร จำนวน 236 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่า ที (t-test) และการทดสอบค่า F (F – test) กรณีพบความแตกต่างอย่างมีนัยสำคัญที่ระดับ .05 ทดสอบความแตกต่าง   เป็นรายคู่ด้วยวิธีการ LSD

ผลการวิจัยพบว่า

1. ระดับสภาพปัญหาการจัดทำแผนพัฒนาจังหวัดสกลนคร โดยรวมอยู่ในระดับปานกลางทุกด้าน

2. ผลการเปรียบเทียบสภาพปัญหาการจัดทำแผนพัฒนาจังหวัดสกลนคร    ตามลักษณะส่วนบุคคล พบว่า

2.1 ผู้ที่มีส่วนเกี่ยวข้องกับการจัดทำแผนพัฒนาจังหวัดสกลนคร ที่มีระดับตำแหน่งแตกต่างกัน มีความคิดเห็นเกี่ยวกับสภาพปัญหาการจัดทำแผนพัฒนาจังหวัดสกลนคร โดยภาพรวมไม่แตกต่างกัน

2.2 ผู้ที่มีส่วนเกี่ยวข้องกับการจัดทำแผนพัฒนาจังหวัดสกลนคร ที่มีประสบการณ์การทำงานด้านการจัดทำแผนพัฒนาจังหวัดแตกต่างกัน มีความคิดเห็นเกี่ยวกับสภาพปัญหาการจัดทำแผนพัฒนาจังหวัดสกลนคร ในภาพรวมและรายด้านแตกต่างกัน

3. ปัญหาในการจัดทำแผนพัฒนาจังหวัดสกลนคร ที่ควรนำไปศึกษา หาแนวทางในการพัฒนาคือ 1) ด้านการวิเคราะห์สภาพแวดล้อม (SWOT) และ2) ด้านประเด็นยุทธศาสตร์และการพัฒนา

The purposes of this study were: 1) to investigate a degree of the problem state of making a Sakon Nakhon provincial development plan, 2) to compare the problem state in making a Sakon Nakhon provincial development plan according to the personal background, and 3) to seek a way to solve the problem and some suggestions for making a Sakon Nakhon provincial development plan. A sample used in this study consisted of 236 people. The instrument used in collecting data was a questionnaire. Statistics used in data analysis were percentage, mean, standard deviation, t-test and F-test. In case a significant difference was found at the .05 level, a pairwise comparison would be tested using the LSD method.

Findings of the study were as follows:

1. The problem state of making a Sakon Nakhon provincial development plan as a whole was at moderate level.

2. The comparisons of problem state in making a Sakon Nakhon provincial development plan according to the personal background were found as follows:

2.1 Those whose levels of position were different had no different opinion on the problem state of making a Sakon Nakhon provincial development plan as a whole.

2.2 Those who were involved with making a Sakon Nakhon provincial development plan whose work experiences of making a Sakon Nakhon provincial development plan were different had a different opinion on the problem state of making a Sakon Nakhon provincial development plan as a whole and as each aspect.

3. The problem in making a Sakon Nakhon provincial development plan thatshould be brought to investigate to find a way to the development comprised 2 aspects: 1) the aspect of environment analysis (SWOT analysis) and 2) the aspect of strategic issues and development.
