การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพและปัญหาการใช้เทคโนโลยีสารสนเทศทางการศึกษาสู่ไทยแลนด์ 4.0 ในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ 2) เปรียบเทียบสภาพและปัญหาการใช้เทคโนโลยีสารสนเทศทางการศึกษาสู่ไทยแลนด์ 4.0 ในโรงเรียนประถมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่ง ประสบการณ์ในการปฏิบัติงาน และขนาดโรงเรียน และ 3) หาแนวทางพัฒนาการใช้เทคโนโลยีสารสนเทศทางการศึกษาของครูผู้สอนในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นการศึกษาประถมศึกษาบึงกาฬ กลุ่มตัวอย่าง ได้แก่ ผู้บริหารโรงเรียนและครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ ปีการศึกษา 2560 จำนวน 308 คน จำแนกเป็นผู้บริหารโรงเรียน จำนวน 86 คน และครูผู้สอน จำนวน 222 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถามเกี่ยวกับสภาพและปัญหาการใช้เทคโนโลยีสารสนเทศทางการศึกษาในโรงเรียนประถมศึกษา มีค่าอำนาจจำแนกของแบบสอบถามรายข้ออยู่ระหว่าง 0.237 – 0.780 และค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.923 และแบบสัมภาษณ์แนวทางพัฒนาการใช้เทคโนโลยีสารสนเทศทางการศึกษาในโรงเรียนประถมศึกษาสู่ไทยแลนด์ 4.0 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบที (t - test) ชนิด Independent Samples การทดสอบเอฟ (F - test) และการวิเคราะห์ความแปรปรวนทางเดียว (One way ANOVA)

ผลการวิจัยพบว่า

1. สภาพการใช้เทคโนโลยีสารสนเทศทางการศึกษาสู่ไทยแลนด์ 4.0 ในโรงเรียนประถมศึกษา โดยรวมและรายด้านทุกด้านอยู่ในระดับมาก ส่วนปัญหา โดยรวมและรายด้านทุกด้านอยู่ในระดับน้อย

2. สภาพและปัญหาการใช้เทคโนโลยีสารสนเทศทางการศึกษาสู่ไทยแลนด์ 4.0 ในโรงเรียนประถมศึกษา จำแนกตามสถานภาพการดำรงตำแหน่ง พบว่า ทั้งโดยรวมและรายด้านทุกด้านไม่แตกต่างกัน

3. สภาพและปัญหาการใช้เทคโนโลยีสารสนเทศทางการศึกษาสู่ไทยแลนด์ 4.0 ในโรงเรียนประถมศึกษา จำแนกตามประสบการณ์ในการปฏิบัติงาน พบว่า ทั้งโดยรวมและรายด้านทุกด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

4. สภาพและปัญหาการใช้เทคโนโลยีสารสนเทศทางการศึกษาสู่ไทยแลนด์ 4.0 ในโรงเรียนประถมศึกษา จำแนกตามขนาดโรงเรียน พบว่า ทั้งโดยรวมและรายด้านทุกด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

5. แนวทางพัฒนาการใช้เทคโนโลยีสารสนเทศทางการศึกษาสู่ไทยแลนด์ 4.0 ในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นการศึกษาประถมศึกษาบึงกาฬ เสนอแนะไว้ 4 ด้าน ประกอบด้วย ด้านวิชาการ ด้านงบประมาณ ด้านการบริหารงานบุคคล และด้านการบริหารทั่วไป ดังนี้

5.1 ด้านวิชาการ ควรมีการนำเทคโนโลยีสารสนเทศมาช่วยในการวางแผนงานวิชาการ และใช้ในการจัดการเรียนการสอน

5.2 ด้านงบประมาณ ควรมีการใช้เทคโนโลยีสารสนเทศในการจัดทำแผนงบประมาณ และการดำเนินการที่เกี่ยวข้องกับงบประมาณ

5.3 ด้านการบริหารงานบุคคล ดังนี้ ควรมีการนำเทคโนโลยีสารสนเทศมาใช้ในการวางแผนอัตรากำลัง และเพื่อพัฒนาบุคลากร

5.4 ด้านการบริหารทั่วไป ควรวางระบบสารสนเทศเพื่อการบริหารงานโรงเรียนให้เป็นระบบ เหมาะสมและสมบูรณ์ ควรจัดหาเครื่องมืออุปกรณ์ทางด้านเทคโนโลยีสารสนเทศมีความทันสมัยและเพียงพอพร้อมใช้งาน

The purposes of this research were: 1) to examine conditions and problems of utilizing Educational Information Technology towards Thailand 4.0 in primary schools under the Office of Buengkan Educational Service Area; 2) to compare the conditions and problems of utilizing Educational Information Technology towards Thailand 4.0 in primary schools under the Office of Buengkan Educational Service Area as perceived by school administrators and teachers with different position, school sizes and work experience; and 3) to establish the guidelines for developing the utilization of Educational Information Technology towards Thailand 4.0 in primary schools under the Office of Buengkan Educational Service Area. The samples consisted of a total of 308 participants including 86 school administrators and 222 teachers in the 2017 academic year. The instrument for data collection was a set of questionnaires concerning conditions and problems of utilizing Educational Information Technology in primary schools with item discrimination between 0.237 and 0.780 and with a reliability of 0.923. An interview form was administrated to establish the guidelines for developing the utilization of Educational Information Technology towards Thailand 4.0. The statistics used for data analysis were mean, standard deviation, t-test (Independent Samples) and F – test (One – Way ANOVA).

The findings were as follows:

1. The conditions of utilizing Educational Information Technology toward Thailand 4.0, as a whole and each aspect were at a high level, whereas the problems were at a low level.

2. The conditions and problems of utilizing Educational Information Technology toward Thailand 4.0 as perceived by school administrators and teachers with different positions, as a whole and each aspect were not different.

3. The conditions and problems of utilizing Educational Information Technology toward Thailand 4.0 as perceived by school administrators and teachers with different work experience, as a whole and each aspect, were different at a statistical significance of the .01 level.

4. The conditions and problems of utilizing Educational Information Technology toward Thailand 4.0 as perceived by school administrators and teachers with different school sizes, as a whole and each aspect were different at a statistical significance of the .01 level.

5. The proposed guidelines for utilizing Educational Information Technology toward Thailand 4.0 involved four aspects: academic affairs, budget, personnel and general administration are detailed as follows:

5.1 In terms of Academic Affairs, the school should employ Information Technology in assisting in academic planning and teaching and learning.

5.2 In terms of Budget, the school should employ Information Technology in assisting in budget planning and operating in related to the budget.

5.3 In term of Personnel Management, the school should employ Information Technology in assisting in recruitment and personnel development.

5.4 In term of General Management, the school should employ Information Technology in applying an information system to support school administration systematically, appropriately and completely, including the supply of modern and sufficient equipment and tools in information technology for school operation
