การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพและปัญหา การดำเนินงานทะเบียนและวัดผลโรงเรียนบ้านดงบาก 2) หาแนวทางการงานทะเบียนและวัดผลโรงเรียนบ้านดงบาก 3) ติดตามผลการพัฒนางานทะเบียนและวัดผล โรงเรียนบ้านดงบาก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 กระบวนการในการดำเนินการวิจัย ประกอบด้วย 4 ขั้นตอน คือ ขั้นที่ 1 การวางแผน (Planning) ขั้นที่ 2 การปฏิบัติการ (Action) ขั้นที่ 3 การสังเกตการณ์ (Observation) และขั้นที่ 4 การสะท้อนกลับ (Refection) กลุ่มเป้าหมายคือ ครูโรงเรียนบ้านดงบาก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนครเขต 2 จำนวน 14 คน เครื่องมือที่ใช้ได้แก่ แบบสัมภาษณ์ แบบบันทึก แบบสังเกต แบบประเมิน และแบบสอบถาม การวิเคราะห์ข้อมูลเชิงปริมาณใช้สถิติ ค่าเฉลี่ย ค่าร้อยละ และค่าส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า 

1. ผลการศึกษาสภาพและปัญหาการปฏิบัติการงานตามระบบงานทะเบียนและวัดผล  โรงเรียนบ้านดงบาก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2  ผลการศึกษา

1.1 ด้านสภาพ พบว่า การจัดทำเอกสารงานทะเบียนและวัดผล จัดเก็บข้อมูลในรูปแฟ้มเอกสาร การจัดทำเอกสารงานทะเบียนและวัดผลล่าช้า ไม่เป็นระบบ ไม่เป็นปัจจุบัน และไม่ทันต่อความต้องการของผู้ใช้บริการ

1.2   ด้านปัญหา พบว่าครูผู้ปฏิบัติหน้าที่งานทะเบียนและวัดผล ยังขาดความรู้ความเข้าใจ และทักษะในการใช้โปรแกรมระบบสารสนเทศเพื่อการบริหารงานทะเบียนและวัดผล ใช้เวลาในการจัดทำเอกสารหลักฐานงานทะเบียนและวัดผลมาก

2. แนวทางการพัฒนางานทะเบียนและวัดผลโรงเรียนบ้านดงบาก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 ซึ่งประกอบด้วย 3 แนวทางคือ การประชุมเชิงปฏิบัติการ การปฏิบัติการใช้โปรแกรมระบบสารสนเทศเพื่อการบริหารงานทะเบียนและวัดผล และการนิเทศ ติดตาม การใช้โปรแกรมระบบสารสนเทศเพื่อการบริหารงานทะเบียนและวัดผล

3. ผลการติดตามการพัฒนางานทะเบียนและวัดผลโรงเรียนบ้านดงบาก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 พบว่า ครูผู้ปฎิบัติหน้าที่งานทะเบียนและวัดผลมีความรู้ความเข้าใจและประสบการณ์ในการปฏิบัติงานทะเบียนและวัดผลเพิ่มขึ้น การจัดเก็บข้อมูลเป็นระบบ ข้อมูลเป็นปัจจุบัน ตรวจสอบได้ สืบค้นข้อมูลได้ง่าย สะดวก รวดเร็ว ทำให้การบริหารงานทะเบียนและวัดผลมีประสิทธิภาพ ผู้ใช้บริการงานทะเบียนและวัดผลมีความพึงพอใจอยู่ในระดับมาก

The Purposes of this action research were to: 1) examine the current conditions and problems in the development of the registration and evaluation system, 2) find out guidelines for the development of the registration and evaluation system, 

3) monitor and evaluate the development of the registration and evaluation system at Ban Dong Bak School under the Office of Sakon Nakhon Primary Education Service Area 2. The research employed two spirals of a four – stage action research process comprising: planning, action, observation and refection. The target group were composed of fourteen teacher at Ban Dong Bak School under the Office of Sakon Nakhon Primary Education Service Area 2. The tools used were composed of a form of interview, a form of notes, a form of observation, a form of evaluation and a form of questionnaire. The statistics used in analyzing data were: percentage, mean and standard deviation.

The result of this study were as follows:

1. The current states and problems in the development of the registration 

and evaluation system at Ban Dong Bak School under the Office of Sakon Nakhon Primary Education Service Area 2 revealed that:

1.1 Regarding the states of the registration and evaluation system performances, it was found that the education records of the students were kept in document file folder. The service were not up to date and time consuming. In addition, the job could not be operated other teacher in place of the one in charge.

1.2 In case of the problems, it was determined that the teacher in charge encountered a lack of knowledge, understanding and skills on the computer program used for the registration and evaluation system. The time spent in the system was quite too long

2. The guidelines for the registration and evaluation system development consisted of two activities: a study tour at a best practice school in the registration and evaluation system, and a workshop on how to use the registration and evaluation system software program.

3. The effects of the monitoring and evaluation of the system on the registration and evaluation at Ban Dong Bak School under the Office of Sakon Nakhon Primary Education Service Area 2 revealed that, after the intervention, the teachers increased their knowledge, understanding and skills of how to use the registration and evaluation system software program. The storage of the data was systematic, up to date checkable, easy to search for, facilitating and quick. The services made those served satisfied with the use of the registration and evaluation system software program at the high level.
