การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัญหาและความต้องการของการพัฒนาระบบสารสนเทศเพื่อการจัดการข้อมูลหลักสูตร มหาวิทยาลัยราชภัฏสกลนคร 2) เพื่อพัฒนาระบบสารสนเทศเพื่อการจัดการข้อมูลหลักสูตร มหาวิทยาลัยราชภัฏสกลนคร 3) เพื่อศึกษาประสิทธิภาพของระบบสารสนเทศเพื่อการจัดการข้อมูลหลักสูตร มหาวิทยาลัยราชภัฏสกลนคร และ 4) เพื่อศึกษาความพึงพอใจของผู้ใช้งานที่มีต่อระบบ การดำเนินการวิจัยแบ่งออกเป็น 4 ขั้นตอน ประกอบด้วย 1) ศึกษาสภาพปัญหาและความต้องการระบบสารสนเทศเพื่อการจัดการข้อมูลหลักสูตร โดยการจัดประชุมระดมความคิด 2) พัฒนาระบบสารสนเทศเพื่อการจัดการข้อมูลหลักสูตร โดยใช้ภาษาวิชวลเบสิค (Visual Basic) ในการเขียนโปรแกรม และโปรแกรมออราเคิล (Oracle) ในการจัดการฐานข้อมูล 3) ประเมินประสิทธิภาพของระบบสารสนเทศเพื่อการจัดการหลักสูตร โดยผู้เชียวชาญ และ 4) ประเมินความพึงพอใจต่อระบบสารสนเทศเพื่อการจัดการข้อมูลหลักสูตรด้วยแบบสอบถามประเมินความพึงพอใจ

ผลการวิจัยพบว่า

1. สภาพปัญหาหรือระบบงานเดิม ในการปรับปรุงหลักสูตรในส่วนของการปรับปรุงรหัสวิชามีปัญหาคือรหัสรายวิชาซ้ำหรือข้าม ในส่วนของข้อมูลอาจารย์ประจำหลักสูตรไม่สามารถสืบค้นได้ และการจัดเก็บข้อมูลรายละเอียดของหลักสูตรด้วยโปรแกรมสำเร็จรูปไม่สามารถเผยแพร่ให้บุคคลอื่นรับทราบได้ การจัดทำรายงานสรุปผลการประกันคุณภาพด้านหลักสูตรใช้ระยะเวลานานทำให้ประสิทธิภาพในการปฏิบัติงานลดลง และคณะกรรมการมีความต้องการระบบสารสนเทศที่สามารถจัดการข้อมูลรายวิชาเช่นการกำหนดรหัสอัตโนมัติและไม่ซ้ำซ้อน สามารถตรวจสอบความซ้ำซ้อนของอาจารย์ประจำหลักสูตร สามารถรายงานข้อมูลตัวบ่งชี้การประกันคุณภาพการศึกษาภายใน ด้านการจัดการหลักสูตรโดยรวม จำนวนอาจารย์ที่มีคุณวุฒิปริญญาเอก และจำนวนอาจารย์ที่ดำรงตำแหน่งทางวิชาการ ให้ผู้บริหารรับทราบได้

2. การพัฒนาระบบสารสนเทศเพื่อการจัดการข้อมูลหลักสูตร ทำให้ได้ระบบสารสนเทศ ที่สามารถจัดการและนำเสนอข้อมูลที่เกี่ยวข้องกับหลักสูตรที่มีความสามารถด้าน การบันทึกข้อมูลรายละเอียดหลักสูตร อาจารย์ประจำหลักสูตร สามารถกำหนดรหัสรายวิชาอัตโนมัติ และสรุปสถิติต่าง ๆ ด้านการรายงานประกันคุณภาพการศึกษาเกี่ยวกับหลักสูตร

3. ประสิทธิภาพของระบบสารสนเทศเพื่อการจัดการข้อมูลหลักสูตร โดยภาพรวม อยู่ในระดับมากที่สุด (X̅=4.65, S.D.=.34)

4. ความพึงพอใจของระบบสารสนเทศเพื่อการจัดการข้อมูลหลักสูตร โดยภาพรวม อยู่ในระดับมากที่สุด (X̅=4.31, S.D.=.66)

The purposes of this research were 1) to investigate the problems of and needs for developing the information system to manage the curriculums offered by Sakon Nakhon Rajabhat University, 2) to develop the information system to manage   Sakon Nakhon Rajabhat University’ s curriculums, 3) to examine the efficiency of the information system for managing Sakon Nakhon Rajabhat University’s curriculums, and  4) to explore users’ satisfaction of using the developed information system. The study was divided into 4 stages: 1) investigating the problems of and the needs for the development of the information system to manage the curriculums by brainstorming, 2) using Visual Basic to develop the program and using Oracle to manage the database, 3) the developed information system’s efficiency was evaluated by the specialists, 4) exploring users’ satisfaction of the information system to manage the curriculums by employing the questionnaire as the tool.

The study revealed these results:

1. Many problems were found when using the existing system. The codes of many sequence courses were found repeated or skipped. It could not process a series of courses in correct order. Data concerning the teachers who were the members of each curriculum committee could not be retrieved. The details of the curriculums could not be processed and presented to the public. The processing of the curriculums’ conclusive reports required by the educational quality assurance was inefficient taking too much time. These problems resulted in the decreasing work performance. Hence, the curriculums’ committees wanted better system which could automatically process the coding of all course without repetition. The new system should have the capacity to prevent the repetition of curriculum committees. In addition, it was expected that the new system could be used to report the indicators set for educational quality assurance, to manage all curriculums, and to present the number of teachers who hold doctoral degrees and academic ranks to administrators.       

2. The system which was capable of managing and presenting the data about the curriculums was obtained from this research project. Detailed information of the curriculums could be keyed in and saved in the new information system: teachers of each curriculum and the codes of all courses, for example. With this new information system, coding of the courses could be run automatically. The system could process and sum up the statistics of the university’s curriculums which were necessary for an educational quality assurance as well.
