การวิจัยครั้งนี้มีความมุ่งหมายเพื่อพัฒนาและตรวจสอบความเหมาะสมของรูปแบบการบริหารงานกิจการนักเรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 การวิจัยแบ่งออกเป็น 2 ขั้นตอน คือระยะที่ 1 การพัฒนารูปแบบ โดยศึกษาแนวคิดทฤษฎี และเอกสารงานวิจัยที่เกี่ยวข้อง ศึกษาโรงเรียนดีเด่น  จำนวน 1 โรงเรียน และนำร่างกรอบแนวคิดการวิจัยไปให้ผู้ทรงคุณวุฒิ 5 คนพิจารณา ระยะที่ 2 การตรวจสอบความเหมาะสมของรูปแบบ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามชนิดมาตราส่วนประมาณค่า มีค่าอำนาจจำแนกระหว่าง 0.50-0.99 และค่าความเชื่อมั่น 0.99 กลุ่มตัวอย่างประกอบด้วย ผู้บริหาร ครูหัวหน้าฝ่ายกิจกรรมนักเรียนและครูผู้สอน  ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 ปีการศึกษา 2557 จำนวน 364 คน ซึ่งได้มาโดยการสุ่มแบบหลายขั้นตอน วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อหาค่าร้อยละ (Percentage), ค่าเฉลี่ย (X̅) และค่าส่วนเบี่ยงเบนมาตรฐาน (S.D.)

ผลการวิจัยพบว่า

1. รูปแบบการบริหารงานกิจการนักเรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 มีทั้งหมด 2 องค์ประกอบ คือ 1) กระบวนการบริหารงานกิจการนักเรียน ประกอบด้วย การวางแผน การดำเนินงาน การติดตามประเมินผล และการปรับปรุงพัฒนา และ 2) ขอบข่ายงานกิจการนักเรียน ประกอบด้วยกิจกรรมชุมนุม กิจกรรมลูกเสือ เนตรนารี-ยุวกาชาด และกิจกรรมสภานักเรียน   

2. ผลการตรวจสอบความเหมาะสมรูปแบบการบริหารงานกิจการนักเรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 พบว่า มีความเหมาะสมโดยรวมในระดับมาก 

This research aimed to develop and verify the suitability of student affairs management in the schools under the office of Sakon Nakhon primary educational service area 3. The study was divided into 2 phasesPhase 1: The development of model through relevant concepts, theories and document reviews. an exploration of 1 outstanding school and bringing the draft to 5 experts for consideration. Phase 2: The verification of suitability of the model. Data collection was done through a set of rating scale questionnaires with discrimination between 0.50 to 0.99 and reliability at 0.99. The samples consisted of school administrators, heads of student affairs and teachers in the schools under the office of Sakon Nakhon primary educational service area 3 in the academic year 2014. In this regard, sample selection was done by multi-stage random sampling.  Data analysis was operated by a ready-made computer program to determine the percentage (%), mean (X̅) and standard deviation (S.D.).

The findings were as follows:

1. The model of the student affairs management in the schools under the office of Sakon Nakhon primary educational service area 3 included 2 components: 1) The procedure of the student affairs management comprising: planning, action, monitoring and evaluation as well as improvement and development, and 2) the network of the student affairs management including club, activitiy of boyscout, girlguide and student council. 

2. The verification of the suitability of the student affairs management model in the schools under the office of Sakon Nakhon primary educational service area 3 revealed that the suitability was at the high level.
