การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพ และปัญหาการจัดกิจกรรมพัฒนาคุณธรรมพื้นฐานนักเรียน 2) หาแนวทางการพัฒนาศักยภาพครูในการพัฒนาคุณธรรมพื้นฐานนักเรียน 3) ติดตามผลของการพัฒนาศักยภาพครูเพื่อการพัฒนาคุณธรรมพื้นฐานนักเรียน โรงเรียนบ้านหนองชัยวาน  สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ โดยใช้กระบวนการวิจัยเชิงปฏิบัติการ (Action Research) ดำเนินการ 2 วงรอบ แต่ละวงรอบประกอบด้วย 4 ขั้นตอน ประกอบด้วย 1) การวางแผน (Planning) 2) การปฏิบัติการ (Action) 3) การสังเกตการณ์ (Observation) และ 4) การสะท้อนกลับ (Reflection) กลุ่มเป้าหมายที่ใช้ในการวิจัยครั้งนี้ คือ ผู้วิจัย 1 คน และผู้ร่วมวิจัย จำนวน 9 คน และกลุ่มผู้ให้ข้อมูล จำนวน 32 คน เครื่องมือที่ใช้ ได้แก่ แบบสอบถาม แบบสัมภาษณ์ แบบทดสอบ แบบสังเกต และแบบประเมินที่ผู้วิจัยสร้างขึ้น สำหรับสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าร้อยละ ค่าส่วนเบี่ยงเบนมาตรฐาน และร้อยละความก้าวหน้า การตรวจสอบข้อมูลเชิงคุณภาพ ผู้วิจัยได้ทำการวิเคราะห์ข้อมูลเชิงเนื้อหา (Content Analysis) นำเสนอข้อมูลเชิงพรรณนาวิเคราะห์

ผลการวิจัยพบว่า

1. ผลการศึกษาสภาพ และปัญหาการจัดกิจกรรมพัฒนาคุณธรรมพื้นฐานนักเรียนของครู โรงเรียนบ้านหนองชัยวาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ จากการศึกษาปรากฏผลดังนี้

1.1 สภาพการจัดกิจกรรมพัฒนาคุณธรรมพื้นฐานของนักเรียน พบว่า มีการใช้กิจกรรมที่ครูเป็นผู้ถ่ายทอดความรู้ นักเรียนขาดการร่วมคิดในการจัดกิจกรรม และลงมือปฏิบัติด้วยตนเอง สื่อที่ใช้ในการนำเสนอเป็นสื่อที่ครูเป็นผู้คิดเอง นักเรียนขาดความสนใจ จึงทำให้กิจกรรมในการพัฒนาคุณธรรมพื้นฐานของนักเรียน เป็นกิจกรรมไม่ส่งผลให้เกิดการปฏิบัติจริง

1.2 ปัญหาในการจัดกิจกรรมพัฒนาคุณธรรมพื้นฐานของนักเรียน พบว่า ครูผู้สอนขาดความรู้ ความเข้าใจ และขาดทักษะในการจัดกิจกรรมเพื่อส่งเสริมคุณธรรมพื้นฐานของนักเรียน ขาดผู้เชี่ยวชาญที่คอยช่วยให้คำปรึกษา ชี้แนะแนวทางในการจัดกิจกรรมให้ประสบความสำเร็จ นักเรียนไม่ตระหนักถึงความสำคัญของคุณธรรม จริยธรรมเป็นสิ่งจำเป็นต่อการดำรงชีวิตประจำวัน

2. แนวทางการพัฒนาศักยภาพครูในการพัฒนาคุณธรรมพื้นฐานของนักเรียนโรงเรียนบ้านหนองชัยวาน ประกอบด้วย 2 วงรอบ วงรอบที่ 1 ประกอบด้วย 3 แนวทาง ได้แก่ การศึกษาดูงาน การประชุมเชิงปฏิบัติการ และการนิเทศแบบให้คำชี้แนะ และวงรอบที่ 2 ใช้แนวทางพัฒนาโดย การนิเทศแบบให้คำชี้แนะ

3. ผลการพัฒนาศักยภาพครูในการพัฒนาคุณธรรมพื้นฐานของนักเรียน โรงเรียนบ้านหนองชัยวาน ปรากฏผลดังนี้

3.1 กลุ่มผู้ร่วมวิจัยมีความรู้ความเข้าใจเกี่ยวกับเทคนิควิธีการจัดกิจกรรมเพื่อพัฒนาคุณธรรมพื้นฐานของนักเรียนเพิ่มมากขึ้น ก่อนการประชุมเชิงปฏิบัติการอยู่ในระดับพอใช้ หลังการประชุมเชิงปฏิบัติการอยู่ในระดับดีมาก

3.2 กลุ่มผู้วิจัยสามารถจัดกิจกรรมเพื่อพัฒนาคุณธรรมพื้นฐานของนักเรียน และเขียนรายงานโครงการเพื่อพัฒนาคุณธรรมพื้นฐานของนักเรียนแสดงให้เห็นว่าการพัฒนาศักยภาพครูในการจัดกิจกรรมเพื่อพัฒนาคุณธรรมพื้นฐานของนักเรียนตามแนวทางการพัฒนา 3 แนวทาง ประสบความสำเร็จตามเป้าหมาย

The purposes of the research were 1) to investigate conditions and problems of organizing activities for students' basic moral development in Ban Nongchaiwan School under the Office of Buengkan Primary Educational Service Area; 2) to seek the guidelines for developing teachers’ potential on students’ basic moral development; 3) to follow up the effects after the intervention. This action research consisted of two spirals with four stages of planning, action, observation, and reflection. The samples of the study comprised a researcher, nine co-researchers,  and 32 key informants. The research instruments were a set of questionnaires, interviewing forms, observation forms, and evaluation forms developed by the researcher. The statistics for data analysis were means, percentage, standard deviation and percentage of progress. Qualitative data analysis were done through content analysis and presented by means of descriptive analysis.

The findings were as follows:

1. The effects of conditions and problems in organizing activities for students’ basic moral improvement in Ban Nongchaiwan School under the Office of Buengkan Primary Education Service Area were:

1.1 In terms of conditions, teachers imparted moral values to students. However, the students lacked opportunities to involve in creating moral development activities and exploring a self-practice. The teaching media, developed by teaches, was also a cause of inattentiveness in students. Therefore, it would conclude that current basic moral improvement activities failed to help students transfer moral knowledge to their actual practice.

1.2 In terms of problems, teachers lacked knowledge, understanding, and skills in organizing activities to promote students’ basic moral. In addition, there were insufficient experts to provide advice and guidance in organizing successful activities. The students were also not aware of the importance of having moral values and ethics as the significant need of living individual daily lives.

2. The guidelines for developing teachers' potential on students’ basic moral development in Ban Nongchaiwan School comprised two spirals: The first spiral involved three approaches, namely a field trip, a workshop, and a coaching supervision, whereas the second spiral employed a coaching supervision.

3. The effects after the intervention were:

3.1 The co-researcher group gained better knowledge and understanding concerning techniques of organizing activities for students’ basic moral development from the pre-workshop mean scores at the fair level to the post- workshop mean scores at the very good level.

3.2 The co-researcher group was able to organize activities, and to write a project report. This confirmed that the development of teachers’ potential in organizing activities for students’ basic moral improvement, based on the proposed guidelines, contributed successful professional development goals.
