การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการเข้าถึงสิทธิของคนพิการ การสนับสนุนทางสังคมและคุณภาพชีวิตคนพิการในเขตจังหวัดนครพนม 2) เพื่อศึกษาอิทธิพลของการเข้าถึงสิทธิของคนพิการและการสนับสนุนทางสังคม ที่ส่งผลต่อคุณภาพชีวิตคนพิการในเขตจังหวัดนครพนม และ 3) เพื่อศึกษาแนวทางในการพัฒนาคุณภาพชีวิตคนพิการในเขตจังหวัดนครพนม กลุ่มตัวอย่างได้แก่ คนพิการที่จดทะเบียน ในเขตจังหวัดนครพนม จำนวน 393 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยพหุคูณ ผลการวิจัยพบว่า    

1. การเข้าถึงสิทธิของคนพิการในเขตจังหวัดนครพนม โดยภาพรวมอยู่ในระดับปานกลาง (=3.26), การสนับสนุนทางสังคมของคนพิการในเขตจังหวัดนครพนม โดยภาพรวมอยู่ในระดับปานกลาง (=3.49) และคุณภาพชีวิตคนพิการในเขตจังหวัดนครพนม โดยภาพรวมอยู่ในระดับปานกลาง (=3.34)

2. การสนับสนุนทางสังคม มีอิทธิพลต่อคุณภาพชีวิตคนพิการในเขตจังหวัดนครพนม อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยมีค่าสัมประสิทธิ์การพยากรณ์ (R²) เท่ากับ 0.880 ซึ่งการสนับสนุนทางสังคม (R^2Adj = 0.879) สามารถพยากรณ์คุณภาพชีวิตคนพิการในเขตจังหวัดนครพนมได้ร้อยละ 87.90

3. แนวทางสำหรับการพัฒนาคุณภาพชีวิตคนพิการในเขตจังหวัดนครพนม มีจำนวน 4 ด้าน คือ 1) ด้านกีฬาและนันทนาการ 2) ด้านการศึกษา 3) ด้านอาชีพการจ้างงานและรายได้ และ 4) ด้านการออกสู่สังคม

The purposes of this study included the following: 1) to investigate the entitlement level to the rights of the persons with disabilities, to study the social advocacy and the quality of life of the persons with disabilities in Nakhon Phanom Province, 2) to explore how rights entitlement and the social advocacy had the impacts on the quality of the life of the persons with disabilities in Nakhon Phanom Province, 3) to examine guidelines on developing the quality of life of the persons with disabilities in Nakhon Phanom Province. The samples were 393 disabled persons who registered in Nakhon Phanom Province. The questionnaire was employed as a tool to collect the data and statistics adopted for data analysis consisted of frequency, percentage, mean, standard deviation, and multiple regression analysis.

The study unveiled these results:

1. The entitlement to the rights of the persons with disabilities in Nakhon Phanom Province, as a whole, was in the moderate level ( = 3.26). The social advocacy for the disabled in Nakhon Phanom Province, as a whole, was also in the moderate level ( = 3.49). In the same vein, the quality of life of the persons with disabilities in Nakhon Phanom Province, as a whole, was in the moderate level (= 3.34).

2. The social advocacy impacted significantly on the quality of life of the disabled in Nakhon Phanom Province at .05 statistical level carrying its correlation coefficient (R²) of 0.880. With the value of R^2Adj of 0.879, the social advocacy could be used to correctly predict the quality of life of the disabled in Nakhon Phanom Province at 87.90%.

3. These guidelines were suggested for developing the quality of life of the persons with disabilities in Nakhon Phanom Province: 1) sports and recreation, 2) education, 3) careers, employment and income, 4) opportunity to socialize with others.
