การศึกษาครั้งนี้มีความมุ่งหมายเพื่อศึกษาเปรียบเทียบสภาพ และปัญหาการบริหารงานทั่วไปของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดนครพนม กลุ่มตัวอย่าง ประกอบด้วย ผู้บริหาร หัวหน้างานบริหารงานทั่วไป ครูผู้ปฏิบัติงานบริหารงานทั่วไป และครูผู้สอน จำนวน 356 คน ปีการศึกษา 2561 โดยใช้การสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ ซึ่งแบ่งออกเป็น 2 ด้าน คือ สภาพการบริหารงานทั่วไป มีค่าความเชื่อมั่น 0.939 และปัญหาการบริหารงานทั่วไป มีค่าความเชื่อมั่น 0.976 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t-test) และการวิเคราะห์ความแปรปรวนทางเดียว (One-Way ANOVA)  

ผลการวิจัยพบว่า  

1. สภาพการบริหารงานทั่วไปของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดนครพนม ตามความคิดเห็นของผู้บริหาร หัวหน้างานบริหารทั่วไป ครูผู้ปฏิบัติงานบริหารงานทั่วไปและครูผู้สอน โดยรวมอยู่ในระดับมาก ด้านปัญหาการบริหารงานทั่วไป โดยรวมอยู่ในระดับปานกลาง

2. สภาพการบริหารงานทั่วไปของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดนครพนม ตามความคิดเห็นของผู้บริหาร หัวหน้างานบริหารทั่วไป ครูผู้ปฏิบัติงานบริหารทั่วไปและครูผู้สอน จำแนกตามสถานภาพ โดยรวมไม่แตกต่างกัน ด้านปัญหาการบริหารงานทั่วไป โดยรวมไม่แตกต่างกัน เมื่อพิจารณาเป็นรายด้าน พบว่า แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 

3. สภาพการบริหารงานทั่วไปของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดนครพนม ตามความคิดเห็นของผู้บริหาร หัวหน้างานบริหารทั่วไป ครูผู้ปฏิบัติงานบริหารงานทั่วไป และครูผู้สอน จำแนกตามประสบการณ์ในการทำงาน พบว่า โดยรวมและรายด้านไม่แตกต่างกัน ด้านปัญหาการบริหารงานทั่วไปพบว่า โดยรวมและรายด้านไม่แตกต่างกัน 

4. สภาพการบริหารงานทั่วไปของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดนครพนม ตามความคิดเห็นของผู้บริหาร หัวหน้างานบริหารทั่วไป ครูผู้ปฏิบัติงานบริหารงานทั่วไปและครูผู้สอน จำแนกตามขนาดของโรงเรียน พบว่าไม่แตกต่างกัน พบว่า โดยรวมและรายด้านไม่แตกต่างกัน ด้านปัญหาการบริหารงานทั่วไป พบว่าโดยรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 เมื่อพิจารณาเป็นรายด้าน พบว่า แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 

5. สภาพการบริหารงานทั่วไปของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดนครพนม ตามความคิดเห็นของผู้บริหาร หัวหน้างานบริหารทั่วไป ครูผู้ปฏิบัติงานบริหารงานทั่วไปและครูผู้สอน จำแนกตามสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดนครพนม พบว่า โดยรวมและรายด้านไม่แตกต่างกัน  ด้านปัญหาการบริหารงานทั่วไป พบว่า โดยรวมและรายด้านไม่แตกต่างกัน 

6. การวิจัยครั้งนี้ผู้วิจัยได้เสนอแนวทางการพัฒนาสภาพและปัญหาการบริหารงานทั่วไปของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดนครพนม 4 ด้าน คือ ด้านการบริหารและธุรการ ด้านทรัพยากรและอาคารสถานที่ ด้านเทคโนโลยีเครือข่ายข้อมูลสารสนเทศและด้านกิจการนักเรียน

The purposes of this research were to study and compare conditions and problems of general administration in schools under the Office of Nakhon Phanom Primary Educational Service Area. The samples consisted of administrators, heads of general administration, teachers in charge of general administration, and teachers, yielding a total of 356 participants working in schools under the Office of Nakhon Phanom Primary Educational Service Area, in the academic year 2018. The stratified sampling was employed for a sample size selection. The research instrument was a 5-rating scale questionnaire, which divided into two parts aspects: conditions and problems of general administration. The reliability values were determined for each part ranging respectively at 0.939, and 0.976. The statistics for data analysis were percentage, means, standard deviation, t-test and One-Way ANOVA. 

The findings were as followed:

1. The conditions of general administration in schools under the Office of Nakhon Phanom Primary Educational Service Area as perceived by administrators, heads of general administration, teachers in charge of general administration and teachers, as a whole were at a high level, whereas the problems were at a moderate level.

2. The conditions of general administration in schools under the Office of Nakhon Phanom Primary Educational Service Area as perceived by participants, classified by position as a whole and each aspect were not different. The problems as a whole were not different. When considering each aspect, there were statistically significant differences at the level of .05

3. The conditions of general administration in schools under the Office of Nakhon Phanom Primary Educational Service Area as perceived by participants, classified by work experience, as a whole and each aspect were not different. The problems as a whole and each aspect were not different.

4. The conditions of general administration in schools under the Office of Nakhon Phanom Primary Educational Service Area as perceived by participants, classified by school sizes, as a whole and each aspect were not different. The problems of general administration, as a whole were statistically significant difference at the level of .01. When considering each aspect, there was statistically significant difference at the level of .05.

5. The conditions of general administration in schools under the Office of Nakhon Phanom Primary Educational Service Area as perceived by participants, classified by the Office of Nakhon Phanom Primary Educational Service Area, as a whole and each aspect were not different. The problems as a whole and each aspect were not different.

6. In this research, the researcher has proposed the guidelines for improving conditions and problem solving on general administration in schools under the Office of Nakhon Phanom Primary Educational Service Area, including four aspects: Administration and Clerical Work, Resources and Building, Networking and Information Technology, and Student Affairs.
