การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพ ปัญหาและประสิทธิผลการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลในจังหวัดสกลนคร 2) เปรียบเทียบสภาพ ปัญหาและประสิทธิผลการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็ก จำแนกตามเพศ วุฒิการศึกษา สถานภาพการดำรงตำแหน่ง มีความแตกต่างกันและ 3) หาแนวทางยกระดับการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็ก กลุ่มตัวอย่าง จำนวน 345 คน โดยการสุ่มอย่างง่าย ซึ่งผู้วิจัยเลือกแบบเจาะจง ศูนย์เด็กเล็กละ 5 คน ได้แก่ 1) ปลัดเทศบาล 2) ผู้อำนวยการกองการศึกษา 3) นักวิชาการศึกษา 4) ครูผู้สอนเด็กปฐมวัยและ 5) ผู้ดูแลเด็ก เครื่องมือที่ใช้เป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าอำนาจจำแนกด้านสภาพการจัดการศึกษาอยู่ระหว่าง 0.30 – 0.72 และค่าความเชื่อมั่นเท่ากับ 0.98 มีค่าอำนาจจำแนกด้านปัญหาการจัดการศึกษามีค่าอำนาจจำแนก 0.28 – 0.65 อยู่ระหว่าง และค่าความเชื่อมั่นเท่ากับ 0.98 ด้านประสิทธิผลการจัดการศึกษามีค่าอำนาจจำแนก อยู่ระหว่าง 0.29 – 0.58 และค่าความเชื่อมั่นเท่ากับ 0.97 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์เชิงเนื้อหา การทดสอบค่า t (t-test for Independent Samples) และการทดสอบความแปรปรวนทางเดียว (One – Way ANOVA)

ผลของการวิจัยพบว่า

1. สภาพการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลในจังหวัดสกลนคร โดยรวมอยู่ในระดับมากทุกด้าน ปัญหาการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็ก โดยรวมอยู่ในระดับมากที่สุดทุกด้าน และประสิทธิผลการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็ก โดยรวมอยู่ในระดับมากทุกด้าน

2. ผลการเปรียบเทียบสภาพ ปัญหาและประสิทธิผลการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็ก พบว่า จัดการศึกษาปฐมวัย จำแนกตาม เพศ วุฒิการศึกษาและสถานภาพการดำรงตำแหน่ง โดยรวมและรายด้านมีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

3. แนวทางพัฒนาเพื่อยกระดับการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลในเขตจังหวัดสกลนคร พบว่า ผู้เชี่ยวชาญทั้งหมดมีความคิดเห็นเกี่ยวกับด้านการจัดการหลักสูตรสถานศึกษาและด้านการบูรณาการเรียนรู้ การจัดการเรียนการสอนต่อการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็กทุกข้อคิดเป็นร้อยละ 100

The purposes of this research were: 1) to examine conditions, problems and effectiveness of early childhood educational management of the Child Development Centers (CDCs) under the Subdistrict Municipality in Sakon Nakhon Province; 2) to compare conditions, problems and effectiveness of early childhood educational management of the CDCs, classified by gender, educational level, and position; and 3) to establish the guidelines for improving the early childhood educational management of the CDCs. The samples, obtained through simple random sampling, consisted of 345 people. The purposive sampling was also employed to select five participants from each CDC, including 1) Municipal clerks, 2) Directors of the Education Division, 3) Educators, 4) Early childhood teachers, and 5) Caregivers. The research instrument was a set of a 5-level rating scale questionnaire containing three parts: the conditions, problems, and effectiveness of educational management. The discriminative power ranged in value from 0.30 to 0.72 with the reliability of 0.98, 0.28 to 0.65 with the reliability of 0.98, and 0.29 to 0.58 with the reliability of 0.97 respectively. The statistics for data analysis were frequency, percentage, mean, standard deviation, content analysis, t-test (Independent Samples), and One-Way ANOVA.

The findings were as follows:

1. The conditions of early childhood educational management of the CDCs under the Subdistrict Municipality in Sakon Nakhon Province, as a whole were at a high level in all aspects. The problems as a whole were at the highest level in all aspects. In addition, the effectiveness of early childhood educational management as a whole was at a high level in all aspects.

2. The comparison results concerning conditions, problems and effectiveness of early childhood educational management of the CDCs revealed that early childhood educational management, classified by gender, educational level, and position, were different in overall and each aspect, at the .01 statistical significance level.

3. The guidelines for improving the early childhood educational management in the CDCs under the Subdistrict Municipality in Sakon Nakhon province, were proposed. All experts expressed agreements on school curriculum management, and integrated instruction. All items of teaching and learning management toward the early childhood educational management of the CDCs reached a rate of 100 percent.
