การวิจัยครั้งนี้  มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน และปัญหาการจัดการศึกษาภาษาจีนของจังหวัดสกลนคร  2) กำหนดข้อเสนอเชิงยุทธศาสตร์กลยุทธ์และแนวปฏิบัติการจัดการศึกษาภาษาจีนของจังหวัดสกลนคร 3) ศึกษาความเห็นและข้อเสนอแนะจากผู้เชี่ยวชาญและจากผู้มีส่วนได้เสียเพื่อพัฒนาเป็นข้อเสนอเชิงยุทธศาสตร์การจัดการศึกษาภาษาจีนของจังหวัดสกลนคร การวิจัยครั้งนี้ เป็นการวิจัยเชิงยุทธศาสตร์แบบมีส่วนร่วม (participatory policy research) โดยแบ่งการวิจัยออกเป็น 2 ระยะ คือ ระยะที่ 1 เป็นการศึกษาบริบทเพื่อจัดทำร่างข้อเสนอ  เชิงยุทธศาสตร์ โดยการวิจัยเอกสาร การวิจัยเชิงสำรวจ การศึกษาพหุกรณี และการสัมภาษณ์  เชิงลึกผู้ทรงคุณวุฒิและระยะที่2 เป็นการตรวจสอบข้อเสนอเชิงยุทธศาสตร์ฉบับสมบูรณ์ อิงเกณฑ์ ความเหมาะสม และความเป็นไปได้ โดยการประชุมผู้เชี่ยวชาญกลุ่มตัวอย่างเป็นผู้บริหาร และอาจารย์ จำนวน 20 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบสอบถาม มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .97 วิเคราะห์ด้วยโปรแกรมสำเร็จรูป

ผลการวิจัย พบว่า

1. สภาพปัจจุบันของการจัดการศึกษาภาษาจีนในจังหวัดสกลนคร ได้รับความสนใจจากผู้เรียนทุกระดับการศึกษา แต่ยังประสบปัญหาด้านการขาดทักษะการสื่อสารภาษาจีน ดังนั้น การวิจัยด้านการจัดการศึกษาภาษาจีน ครั้งนี้ จึงมีความสำคัญอย่างยิ่งต่อการผลิต พัฒนากำลังคนของประเทศ ในสังคมฐานความรู้ และยุคโลกาภิวัตน์ เพื่อการพัฒนาทรัพยากรมนุษย์ การใช้ยุทธศาสตร์การจัดการศึกษาภาษาจีนจึงเป็นเครื่องมือ ช่วยทำให้การจัดการเรียนการสอนภาษาจีน ให้เป็นไปอย่างมีประสิทธิภาพ ส่งผลต่อการพัฒนาทรัพยากรมนุษย์ของสถาบันการศึกษาจังหวัดสกลนคร ซึ่งเป็นฐานสำคัญหลักของการพัฒนาประเทศชาติต่อไป

2. ข้อเสนอเชิงยุทธศาสตร์กลยุทธ์และแนวปฏิบัติการจัดการศึกษาภาษาจีนของจังหวัดสกลนครมีวิสัยทัศน์ พันธกิจ เป้าหมาย โดยมี  7 ยุทธศาสตร์ คือ 1) ยุทธศาสตร์ด้านการบริหาร   มี 5 กลยุทธ์ 9 แนวปฏิบัติ 2) ด้านหลักสูตร มี 3 กลยุทธ์ 6 แนวปฏิบัติ 3) ด้านบุคลากร มี 3 กลยุทธ์ 6 แนวปฏิบัติ 4) ผู้เรียนคือผู้เรียน มี 3 กลยุทธ์ 6 แนวปฏิบัติ 5) ด้านการเรียนการสอน  มี 3 กลยุทธ์ 6 แนวปฏิบัติ 6) ด้านเอกสารตำราและแหล่งศึกษา ค้นคว้า สื่อผสมที่ใช้ในการเรียนการสอน มี 3 กลยุทธ์ 6 แนวปฏิบัติ และ7) ด้านความร่วมมือระหว่างภาครัฐภาคเอกชน และภาคท้องถิ่น มี 4 กลยุทธ์ 8 แนวปฏิบัติ  

3. ผู้เชี่ยวชาญและผู้มีส่วนได้เสีย มีความเห็นว่า ข้อเสนอเชิงยุทธศาสตร์กลยุทธ์และแนวปฏิบัติการจัดการศึกษาภาษาจีนของจังหวัดสกลนคร มีความเหมาะสมและมีความเป็นไปได้ในการนำไปปฏิบัติต่อไป

The purposes of this research were to: 1) examine current states and problems of Chinese language education management in Sakon Nakhon province, 2) propose strategies and guidelines in managing Chinese language education in Sakon Nakhon province, and 3) explore the opinions and recommendations of experts and stakeholders for developing Chinese language education management in Sakon Nakhon province. This research employed a participatory policy research, which was divided into two phases. Phase I involved a context study for drafting the proposed strategies through documentary research, survey research, multi-case studies, and in-depth interviews of experts. Phase II was related to the verification of complete proposed strategies for propriety and feasibility criteria derived from experts’ meeting. The participating samples were 20 administrators and teachers. The research tool for data collection was a questionnaire, which had a reliability of .97. The data analysis was prepared through a computer software program. 

The findings were as follows:  

1. The current states of Chinese language education management in Sakon Nakhon province revealed that learning Chinese has become popular at all education levels. However, there were some hurdles, due to a lack of Chinese communicative competence skills. It is generally agreed that research on Chinese language education management is an important topic, and essential for developing human resources’ abilities to keep up with the needs of the knowledge based society and globalization. In addition, the application of strategies for education management is a tool to assist Chinese language teaching and learning effectively, and has an influence on human resources development, which could be a vital basis for the country development in the future. Therefore, research could be gainfully employed at academic institutes in Sakon Nakhon for developing Chinese language educational strategies to enable these goals.

2. The proposed strategies and guidelines for Chinese language education management in Sakon Nakhon involve vision, mission, and goals. The seven strategies are : 1) administration aspect, comprising five strategies and nine guidelines, 2) curriculum aspect, comprising three strategies and six guidelines, 3) personnel aspect, comprising three strategies and six guidelines, 4) learner aspect, comprising three strategies and six guidelines, 5) Instruction aspect, comprising three strategies and six guidelines, 6) textbooks, learning resources, and multimedia for teaching and learning aspect, comprising three strategies and six guidelines, and 7) cooperation among public, private and local sector aspect, comprising four strategies and eight guidelines. 

3. The experts and stakeholders agreed that the proposed strategies, and guidelines of Chinese language education management in Sakon Nakhon were appropriate and feasible for further implementation.
