การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ  1)ศึกษาสภาพและแนวทางการพัฒนาเป็นองค์การที่มีประสิทธิผลของสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 2) จัดทำข้อเสนอเชิงยุทธศาสตร์ 3) ตรวจสอบ ยืนยันข้อเสนอเชิงยุทธศาสตร์การดำเนินการวิจัยออกเป็น 3 ระยะ คือระยะที่ 1 การศึกษาสภาพและแนวทางการพัฒนาโดยการศึกษาเอกสาร การศึกษาเชิงสำรวจ การศึกษาพหุกรณี การสัมภาษณ์เชิงลึก ระยะที่  2  การจัดทำร่างข้อเสนอเชิงยุทธศาสตร์ โดยการสัมมนาเชิงปฏิบัติการ  ระยะที่ 3  การตรวจสอบและพัฒนาเป็นข้อเสนอเชิงยุทธศาสตร์ โดยการตรวจสอบและยืนยันจากผู้เชี่ยวชาญในด้านความเหมาะสม และความเป็นไปได้และการประชาพิจารณ์ร่วมกับผู้มีส่วนได้ส่วนเสีย ในด้านความสอดคล้องและความเป็นประโยชน์

ผลการวิจัยพบว่า 

1. สภาพการปฏิบัติงานของสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 โดยภาพรวมพบว่า มีการปฏิบัติอยู่ในระดับมากและแนวทางการพัฒนาสำนักงานเขตพื้นที่การศึกษาประกอบด้วย 1)มีผลงานที่แสดงความสำเร็จและเป็นแบบอย่างได้  2)มีนวัตกรรมรูปธรรมหรือวิธีการในการขับเคลื่อนนโยบาย3)มีแผนงาน โครงการที่เอื้อต่อการบริหารจัดการศึกษา 4) มุ่งเน้นนักเรียนมีคุณภาพตามสมรรถสำคัญตามหลักสูตร5)ส่งเสริมสนับสนุนเครือข่ายการพัฒนา 6)จัดประชุมเชิงปฏิบัติการครูในการนำทักษะกระบวนการคิดสู่ห้องเรียน การออกแบบกิจกรรมการวัดประเมินผล7)พัฒนาประสิทธิภาพการบริหารจัดการศึกษาตามแนวทางการกระจายอำนาจทางการศึกษาตามหลักธรรมาภิบาล 8) พัฒนาการจัดการเรียนการสอนของครู และการบริหารของผู้บริหารสถานศึกษา 9)พัฒนาครูอย่างเป็นระบบและต่อเนื่องในการจัดกิจกรรมการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญ 10)ส่งเสริมและสนับสนุนโรงเรียนสามารถบริหารจัดการงบประมาณได้โดยอิสระและตามความต้องการอย่างแท้จริง

2.  ข้อเสนอเชิงยุทธศาสตร์เพื่อการพัฒนาเป็นองค์การที่มีประสิทธิผลของสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 มี8 ด้าน คือ 1)ด้านการจัดทำนโยบาย แผนพัฒนาและมาตรฐานการศึกษาของเขตพื้นที่การศึกษาให้สอดคล้องกับนโยบาย มาตรฐานการศึกษาแผนการศึกษา แผนพัฒนาการศึกษาขั้นพื้นฐานและความต้องการของท้องถิ่นมี  1 กลยุทธ์  2  มาตรการ  9  ตัวชี้วัด 2)ด้านการวิเคราะห์การจัดตั้งงบประมาณเงินอุดหนุนทั่วไปของสถานศึกษาและหน่วยงานในเขตพื้นที่การศึกษาและแจ้งการจัดสรรงบประมาณ รวมทั้งกำกับ ตรวจสอบติดตามการใช้จ่ายงบประมาณมี 1 กลยุทธ์ 4 มาตรการ  14 ตัวชี้วัด3)ด้านการประสาน ส่งเสริม สนับสนุนและพัฒนาหลักสูตรร่วมกับสถานศึกษาในเขตพื้นที่การศึกษา วิจัยและรวบรวมข้อมูลสารสนเทศด้านการศึกษา มี  3 กลยุทธ์  14 มาตรการ 53 ตัวชี้วัด  4)ด้านการกำกับ ดูแล ติดตามและประเมินผลสถานศึกษาขั้นพื้นฐาน และในเขตพื้นที่การศึกษา มี  2 กลยุทธ์  2 มาตรการ  9 ตัวชี้วัด5)ด้านการประสานระดมทรัพยากรด้านต่างๆ รวมทั้งทรัพยากรบุคคล  มี  1 กลยุทธ์  1 มาตรการ  3 ตัวชี้วัด 6)ด้านการจัดระบบการประกันคุณภาพการศึกษา และประเมินผลสถานศึกษา มี  2 กลยุทธ์ 10 มาตรการ  27 ตัวชี้วัด  7)ด้านการประสาน ส่งเสริม สนับสนุนการจัดการศึกษาของสถานศึกษาของรัฐ เอกชนและสถาบันอื่นที่จัดการศึกษา  มี 1 กลยุทธ์ 1 มาตรการ 3 ตัวชี้วัด8)ด้านการประสานและส่งเสริมการดำเนินงานของคณะอนุกรรมการและคณะทำงานด้านการศึกษาและการปฏิบัติราชการทั่วไปกับองค์กรหรือหน่วยงานต่างๆ ทั้งภาครัฐ ภาคเอกชนและองค์กรปกครองส่วนท้องถิ่น  มี  1 กลยุทธ์ 2  มาตรการ 6 ตัวชี้วัด

3.  ผลการตรวจสอบยืนยันข้อเสนอเชิงยุทธศาสตร์ ด้านความเหมาะสมความสอดคล้อง ความเป็นไปได้ และความเป็นประโยชน์อยู่ในระดับมากทุกด้าน

The purposes of this research were to: 1) examine the conditions and guidelines for developing effective organization of the Office of the Kalasin Primary Education Service Area 2, 2) Establish the proposed strategies, and 3) verify and confirm the proposed strategies. This research involved three phases: Phase I was related to exploring the conditions and guidelines for development through document inquiries, asurvey, multi-case studies, and in-depth interviews; Phase II was related to drafting the the proposed strategies through seminars; and Phase III involved the verification and refinement of the proposed strategies through scholars’ reviews and confirmation of appropriateness and feasibility. The public hearing for stakeholders were conducted to examining the proposed strategies’ congruence and usefulness.

The findings were as follows:

1. The performance conditions of the Office of the Kalasin Primary Education Service Area 2, as a whole, were at a high level and guidelines for development comprising 1) having successful portfolio and being exemplary, 2) having substantial innovation or approach to driving policy, 3) having project plans contributing to education management, 4) focusing on student’s quality in accordance with the key competencies of curriculum, 5) promoting the network development, 6) holding training workshops for teachers in terms of implementing thinking process into practice, and designing measurement and evaluation activities, 7)Developing effective education management in accordance with educational decentralization administration based on good governance, 8) Improving instructions and administrators in terms of school administration, 9) Developing teachers systematically and continuously in terms of learner- centeredinstruction, and 10) promoting independence of school operation to best serve school needs.

2. The proposed strategies for developing effective organization of the Office of Kalasin Primary Educational Service 3 involved eight aspects: 1) Establishment of policies, development planning, and basic education standards in accordance with the policies, education standard, education plans, development plans for basic education and local needs. The strategies comprised one approach, two procedures, and nine indicators; 2) Analyses of block grant allocation for academic institutions and organizations, and notification of budgetallocation. The controlling, inspecting, and monitoring the expenditure of each organization were also involved. The strategies comprised one approach, four procedures, and 14 indicators; 3) Coordination, promotion, support, and development of co-curriculum with academic institutions, and conducting research and information collection in respect of education. The strategies comprised three approaches, 14 procedures, and 53 indicators. 4)  Controlling, monitoring, and evaluation of basic education institutions and educational service areas comprised two approaches, two procedures, and nine indicators; 5) Coordination of resources mobilization and personnel resources comprised one approach, one procedure, and three indicators; 6) Education quality assurance system and evaluation for academic institutions involved two approaches, ten procedures, and  27 indicators; 7) Coordination, promotion, and support for education management of public and private academic institutions, and other education providers. The strategies comprised one approach, one procedure, and three indicators; 8) Coordination andpromotion for operation of sub-committee and education committee, and general official performance of public and private organizations or sectors, and local administration organization. The strategies comprised one approach, two procedures, and six indicators.

3.  The proposed strategies were reviewed and confirmed for appropriateness, congruence, feasibility, and usefulness at a high level in all aspects.
