การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพและปัญหาเกี่ยวกับการดำเนินงานระบบการดูแลช่วยเหลือนักเรียน 2) หาแนวทางการพัฒนาศักยภาพครูในการดำเนินงานระบบการดูแลช่วยเหลือนักเรียน 3)ติดตามผลของการพัฒนาศักยภาพครูในการดำเนินงานระบบการดูแลช่วยเหลือนักเรียน โรงเรียนบ้านบุ่ง สำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร

กลุ่มเป้าหมายในการวิจัยครั้งนี้ประกอบด้วยผู้ร่วมวิจัย จำนวน 11 คน และกลุ่มผู้ให้ข้อมูล จำนวน 51 คน โดยใช้วิธีการวิจัยเชิงปฏิบัติการ ดำเนินการ 2 วงรอบ แต่ละวงรอบประกอบด้วย 4 ขั้นตอน คือ ขั้นการวางแผน ขั้นการปฏิบัติการ ขั้นการสังเกตการณ์ และขั้นสะท้อนกลับ เครื่องมือที่ใช้ได้แก่ แบบสัมภาษณ์ แบบสอบถาม แบบทดสอบ แบบบันทึกรายงานการประชุม และแบบนิเทศภายใน โดยการวิเคราะห์ข้อมูลเชิงเนื้อหาและค่าสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าเฉลี่ย ค่าร้อยละ และค่าเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพและปัญหาในการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของโรงเรียนบ้านบุ่ง สำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร

1.1 สภาพการดำเนินงานระบบดูแลช่วยเหลือนักเรียน พบว่า การจัดเก็บข้อมูลพื้นฐานของนักเรียนรายบุคคล ยังขาดระบบระเบียบและไม่เป็นปัจจุบัน ครูที่ปรึกษายังไม่เห็นความสำคัญการดำเนินงานระบบดูแลช่วยเหลือนักเรียน ผู้ปกครองนักเรียน และชุมชนมีส่วนร่วมในการดำเนินงานระบบดูแลช่วยเหลือนักเรียนน้อย          

1.2 ปัญหาในการดำเนินงานระบบดูแลช่วยเหลือนักเรียนพบว่า ครูที่ปรึกษายังขาดความรู้ ความเข้าใจที่ถูกต้องในการดำเนินงานระบบดูแลช่วยเหลือนักเรียนที่ทั่วถึงทุกกลุ่มโดย กิจกรรมที่จะช่วยส่งเสริมพัฒนานักเรียนยังไม่มีความหลากหลายขาดการนิเทศภายในที่ต่อเนื่องและเป็นระบบ ทำให้ครูไม่สามารถช่วยเหลือนักเรียนที่มีพฤติกรรมเสี่ยงได้อย่างมีประสิทธิภาพ

2. แนวทางการพัฒนาศักยภาพครูในการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โรงเรียนบ้านบุ่ง สำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหารใช้แนวทางการพัฒนา 3 แนวทาง ประกอบด้วย 1) การศึกษาดูงาน 2) การประชุมเชิงปฏิบัติการ และ 3) การนิเทศภายใน

3. ผลการพัฒนาศักยภาพครูในการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โรงเรียนบ้านบุ่ง สำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร พบว่า ผู้ร่วมวิจัย จำนวน 11 คน ตระหนักและเห็นความสำคัญของการดำเนินงานระบบดูแลช่วยเหลือนักเรียน เกิดความรู้ความเข้าใจ และเกิดทักษะในการดำเนินงานระบบดูแลช่วยเหลือนักเรียน สามารถดำเนินงานและปฏิบัติตามขั้นตอนระบบดูแลช่วยเหลือนักเรียน สามารถป้องกัน แก้ไขปัญหาให้กับนักเรียนภายในโรงเรียนบ้านบุ่งได้อย่างทั่วถึง ครูเข้าใจบทบาทของผู้ดูแลช่วยเหลือนักเรียนเป็นอย่างดี

The purposes of this action researchwere : 1) to investigate  the states and problems of the students’ care and supporting system,2) to find out guidelines to develop the teachers’ competence in the students’ care and supporting system, and 3) follow  up a development of the teachers’ potential in the students’ care 

and supporting system at Ban Bung School under the Office of Mukdahan Primary Educational Service Area. The target group consisted of the researcher, 11 co –researchers and 51 informants.  The action research consisting of 4 steps : planning, action, observation and reflection was utilized. The instruments used were a form of interview, a set of questionnaires, tests, a meeting report, and a form of supervision. Statistics utilized includedmean, percentage, and standard deviation (SD).

The findings were as follows:

1. The states and problems in the students’ care and supporting system at Ban Bung School under the Office of Mukdahan Primary Educational Service Area were:

1.1 The statesin the students’ care and supporting system revealed thatthe  individual student lacked regulationand was usually absent ,the teachersdid pay attention to the students’ care and supporting system, parents/guardians and community rarely participated in the students’ care and supporting system.

1.2 The problems in the students’ care and supporting system, revealed  that the teachers faced a lack of knowledge and understanding of the students’ care and supporting systemin everygroup ; the activitiestodevelop the students were not diverse ; supervision was not continuousand systematic; and the teachers could not help the students with behavior at riskeffectively.

2. The guidelines for the teachers’ potential development in the students’ care and supporting system consisted of 1) a  study tour 2) a workshop, and 3)in ternal supervision.

3. The evaluation of the teachers’ potential development in the students’ care and supporting system showed that the researcher and 11co– researchers recognized the importance of the students’ care and supporting system, and obtainedmore knowledge and understanding on the students’ care and supportong system, were be able to do and follow the steps of the students’ care and supporting system, could prevent and solve the problems for the students in every group.
