การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา ประสิทธิผลการจัดสวัสดิการสังคมของเทศบาลตำบลท่าเรือ อำเภอนาหว้า จังหวัดนครพนม กลุ่มตัวอย่างที่ใช้ในการวิจัย เป็นประชาชนที่อาศัยในเขตเทศบาลตำบลท่าเรือ จำนวน 375 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ได้ค่าความเชื่อมั่นทั้งฉบับ เท่ากับ .91 และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และค่าเอฟชนิดการวิเคราะห์ความแปรปรวนทางเดียว

ผลการวิจัยพบว่า

1. ประสิทธิผลการจัดสวัสดิการสังคมของเทศบาลตำบลท่าเรือ อำเภอนาหว้า จังหวัดนครพนม ในภาพรวม อยู่ในระดับมากทุกด้าน (X̅ = 3.73) เมื่อพิจารณารายด้าน พบว่า ด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านบริการสังคมทั่วไป (X̅ = 3.81) อยู่ในระดับมาก รองลงมาคือ ด้านสุขภาพอนามัย (X̅ = 3.79) อยู่ในระดับมาก ส่วนด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านที่อยู่อาศัย (X̅ = 3.67) อยู่ในระดับมาก

2. การเปรียบเทียบประสิทธิผลการจัดสวัสดิการสังคมของเทศบาลตำบลท่าเรือ อำเภอนาหว้า จังหวัดนครพนม ตามคุณลักษณะส่วนบุคคล สามารถสรุปผลได้ดังนี้

2.1 จำแนกตามคุณลักษณะด้านเพศ อายุ ระดับการศึกษา และระยะเวลาที่อาศัยในชุมชน พบว่า ประสิทธิผลการจัดสวัสดิการสังคมของเทศบาลตำบลท่าเรือ ในภาพรวม ไม่แตกต่างกัน เมื่อพิจารณารายด้าน พบว่า แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 จำนวน 3 ด้าน คือ ด้านการจ้างงาน ด้านการคุ้มครองรายได้ และด้านที่อยู่อาศัย

2.2 จำแนกตามคุณลักษณะด้านสถานภาพ และอาชีพ พบว่า ประสิทธิผลการจัดสวัสดิการสังคมของเทศบาลตำบลท่าเรือ อำเภอนาหว้า จังหวัดนครพนม ในภาพรวมและรายด้าน มีความแตกต่างกันที่ระดับนัยสำคัญทางสถิติ .05

2.3 จำแนกตามคุณลักษณะด้านรายได้เฉลี่ยต่อเดือน และชุมชนที่อาศัย พบว่า ประสิทธิผลการจัดสวัสดิการสังคมของเทศบาลตำบลท่าเรือ อำเภอนาหว้า จังหวัดนครพนม ในภาพรวมและรายด้าน มีความแตกต่างกันที่ระดับนัยสำคัญทางสถิติ .01  

3. ประสิทธิผลการจัดสวัสดิการสังคมของเทศบาลตำบลท่าเรือ ที่ควรนำไปศึกษาหาแนวทางการพัฒนาการจัดสวัสดิการสังคมของเทศบาลตำบลท่าเรือ มีจำนวน 4 ด้าน คือ 1) ด้านการศึกษา 2) ด้านที่อยู่อาศัย 3) ด้านการจ้างงาน และ 4) ด้านการคุ้มครองรายได้

The purpose of this study was to investigate the social welfare providing effectiveness of the Tha Ruea Sub-district Municipality, Nawa district, Nakhon Phanom province. A sample used in study was 375 people who resided in the Tha Ruea Sub-district Municipality area. The instrument used in data collection was a questionnaire which had a coefficient of entire reliability equal to .91. Statistics used in data analysis were frequency, percentage, mean, standard deviation, t-test, and F-test, one-way ANOVA.

The findings of study were as follows:

1. The social welfare providing effectiveness of the Tha Ruea Sub-district Municipality, Nawa district, Nakhon Phanom province as a whole was at high level (mean = 3.73). As each aspect was considered, the aspect that gained the highest mean score was of ‘general social services’ (mean = 3.81) which was at high level, followed by the aspect of ‘health and sanitation (mean = 3.79) which was at high level. The aspect that gained the lowest mean score was of ‘residence’ (mean = 3.67) which was at high level.

2. The comparison of social welfare providing effectiveness of the Tha Ruea Sub-district Municipality, Nawa district, Nakhon Phanom province can be concluded as follows:

2.1 As classified by personal backgrounds of sex, age, educational attainment and length of time living in the community, it was found that the social welfare providing effectiveness of the Tha Ruea Sub-district Municipality as a whole was not different. Considering it by aspect, three aspects were found significantly different at the .05 level, namely ‘employment’, ‘income protection’, and ‘residence’.

2.2 As classified by personal background of status and occupation, it was found that the social welfare providing effectiveness of the Tha Ruea Sub-district Municipality as a whole and each aspect was significantly different at the .05 level.

2.3 As classified by personal background of income per month and  residential, it was found that the social welfare providing effectiveness of the Tha Ruea Sub-district Municipality as a whole and each aspect was significantly different at the .01 level.

3. The social welfare providing effectiveness of the Tha Ruea Sub-district Municipality, Nawa district, Nakhon Phanom province which should  be brought to find a way to the development of the Tha Ruea Sub-district Municipality’s social welfare provision which comprises 4 aspects: 1) education, 2) residence, 3) employment, and 4) income protection.
