การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ ศึกษาสภาพและปัญหาการบริหารงานวิชาการ และหาแนวทางการพัฒนาการบริหารงานวิชาการด้านการพัฒนากระบวนการเรียนรู้เพื่อรองรับการประเมินผลนักเรียนร่วมกับนานาชาติ (PISA) กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา หัวหน้ากลุ่มบริหารงานวิชาการ และครูผู้สอนในโรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 23 ปีการศึกษา 2560 จำนวน 453 คนประกอบด้วย ผู้บริหารสถานศึกษา จำนวน 45 คน หัวหน้ากลุ่มบริหารงานวิชาการ จำนวน 45 คน และครูผู้สอน จำนวน 363 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าร้อยละ การทดสอบค่า t (t-test) แบบ Independent Samples และการวิเคราะห์ความแปรปรวนทางเดียว F-test (One-Way ANOVA)

ผลการวิจัยพบว่า

1. สภาพการบริหารงานวิชาการด้านการพัฒนากระบวนการเรียนรู้เพื่อรองรับการประเมินผลนักเรียนร่วมกับนานาชาติ (PISA) พบว่าโดยรวมอยู่ในระดับมากทุกด้าน        

2. ปัญหาการบริหารงานวิชาการด้านการพัฒนากระบวนการเรียนรู้เพื่อรองรับการประเมินผลนักเรียนร่วมกับนานาชาติ (PISA) พบว่า โดยรวมอยู่ในระดับน้อยทุกด้าน

3. ผลการเปรียบเทียบระดับสภาพและปัญหาการบริหารงานวิชาการด้านการพัฒนากระบวนการเรียนรู้เพื่อรองรับการประเมินผลนักเรียนร่วมกับนานาชาติ (PISA) ตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้ากลุ่มบริหารงานวิชาการ และครูผู้สอน พบว่าโดยรวมและรายด้านไม่แตกต่างกันทุกด้าน

4. ผลการเปรียบเทียบระดับสภาพและปัญหาการบริหารงานวิชาการด้านการพัฒนากระบวนการเรียนรู้เพื่อรองรับการประเมินผลนักเรียนร่วมกับนานาชาติ (PISA) จำแนกตามประสบการณ์ในการปฏิบัติงาน พบว่าโดยรวมและรายด้านไม่แตกต่างกันทุกด้าน

5. ผลการเปรียบเทียบระดับสภาพและปัญหาการบริหารงานวิชาการด้านการพัฒนากระบวนการเรียนรู้เพื่อรองรับการประเมินผลนักเรียนร่วมกับนานาชาติ (PISA) จำแนกตามระดับการศึกษา พบว่าโดยรวมและรายด้านไม่แตกต่างกันทุกด้าน

6. ผลการเปรียบเทียบระดับสภาพและปัญหาการบริหารงานวิชาการด้านการพัฒนากระบวนการเรียนรู้เพื่อรองรับการประเมินผลนักเรียนร่วมกับนานาชาติ (PISA) จำแนกตามขนาดของโรงเรียน พบว่าโดยรวมและรายด้าน แตกต่างกัน ทุกด้าน อย่างมีนัยสำคัญทางสถิติที่ .01

7. การวิจัยครั้งนี้ได้นำเสนอแนวทางการพัฒนาการบริหารงานวิชาการด้านการพัฒนากระบวนการเรียนรู้เพื่อรองรับการประเมินผลนักเรียนร่วมกับนานาชาติ (PISA) ในด้านการบริหารงานวิชาการที่เกี่ยวข้องกับการพัฒนากระบวนการจัดการเรียนรู้ด้านการรู้เรื่องคณิตศาสตร์ การรู้เรื่องวิทยาศาสตร์ และด้านกระบวนการเรียนรู้ที่เกี่ยวข้องกับการพัฒนากระบวนการจัดการเรียนรู้ ด้านการรู้เรื่องการอ่าน การรู้เรื่องคณิตศาสตร์ และการรู้เรื่องวิทยาศาสตร์ โดยผู้วิจัยได้นำเสนอแนวทางการพัฒนาไว้ด้วย

The purposes of this research were to investigate conditions and problems of academic affairs administration and to establish the guidelines for developing academic affairs administration in learning process development to embed student assessment with the Program for International Student Assessment (PISA). The 453  Samples consisted of 45 school administrators, 45 heads of academic affairs administration group, and 363 teachers in schools under the Office of Secondary Educational Service Area 23 in the academic year 2017. The instruments for data collection were a set of 5-level rating scale questionnaires and interview forms. Statistics for data analysis were mean, standard deviation, percentage, t-test (Independent Samples), and F-test (One-Way ANOVA).

The results of this research were as follows:

1. The conditions of academic affairs administration in learning process development to embed student assessment with PISA as a whole were at a high level in all aspects.

2. The problems of academic affairs administration in learning process development to embed student assessment with PISA as a whole were at a low level in all aspects.

3. The results of a comparison between levels of conditions and problems of academic affairs administration in learning process development to embed student assessment with PISA as perceived by school administrators, heads of academic affairs administration group and teachers as a whole and each aspect were not different in all aspects.

4. The results of a comparison between levels of conditions and problems of academic affairs administration in learning process development to embed student assessment with PISA, classified by work experience as a whole and each aspect were not different in all aspects.

5. The results of a comparison between levels of conditions and problems of academic affairs administration in learning process development to embed student assessment with PISA, classified by education level as a whole and each aspect were not different in all aspects.

6. The results of a comparison between levels of conditions and problems of academic affairs administration in learning process development to embed student assessment with PISA, classified by school sizes as a whole and each aspect were significantly different at the .01 level in all aspects.

7. The proposed guidelines for academic affairs administration in learning process development to embed student assessment with PISA involved: the academic affairs administration in terms of instructional process development in mathematics literacy and science literacy, and the learning process concerning the instructional process development in reading literacy, mathematics literacy and science literacy.  The researcher also provided guidance regarding the development of the aforementioned guidelines.
