การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อ1)ศึกษาสภาพและปัญหาการพัฒนาภาวะผู้นำในโรงเรียนบ้านซ่อมกอก 2)หาแนวทางการพัฒนาภาวะผู้นำในโรงเรียนบ้านซ่อมกอก  และ 3) ติดตามผลการพัฒนาภาวะผู้นำในโรงเรียนบ้านซ่อมกอก  สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ โดยใช้กระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม ดำเนินการ 2 วงรอบแต่ละวงรอบประกอบด้วย 4 ขั้นตอนคือการวางแผนการปฏิบัติการการสังเกตการณ์และการสะท้อนกลับกลุ่มเป้าหมายของการวิจัยประกอบด้วยผู้วิจัยและ   ผู้ร่วมวิจัยเป็นครูที่ประจำชั้นประถมศึกษาปีที่ 1-6 ปีการศึกษา 2559จำนวน 10 คน กลุ่มผู้ให้ข้อมูลประกอบด้วย ผู้อำนวยการโรงเรียน ผู้ปกครองผู้นำชุมชน กรรมการสถานศึกษาจำนวน 7 คน กลุ่มเป้าหมายคือ กลุ่มคณะกรรมการนักเรียน จำนวน 20 คนเครื่องมือที่ใช้ได้แก่แบบบันทึกการนิเทศติดตามแบบสัมภาษณ์แบบสังเกตพฤติกรรมและการวิเคราะห์ข้อมูลเชิงปริมาณใช้ค่าเฉลี่ยค่าร้อยละค่าร้อยละความก้าวหน้าค่าส่วนเบี่ยงเบนมาตรฐาน การตรวจสอบข้อมูลเชิงคุณภาพผู้วิจัยได้ทำการวิเคราะห์เนื้อหาจัดหมวดหมู่ของเนื้อหาและนำเสนอข้อมูลเชิงพรรณนาวิเคราะห์

ผลการวิจัยพบว่า

1. สภาพและปัญหาการพัฒนาภาวะผู้นำในโรงเรียนบ้านซ่อมกอก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ ดังนี้

1.1 สภาพคณะกรรมการนักเรียนโรงเรียนบ้านซ่อมกอกขาดทักษะกระบวนการคิดวิเคราะห์ ขาดความเชื่อมั่นในตนเอง ไม่กล้าที่จะแสดงออก และขาดบุคลิกภาพที่ดีของการเป็นผู้นำนักเรียน ไม่มีการจัดระบบการจัดการในการดำเนินงานส่งผลให้การทำงานของกลุ่มผู้นำนักเรียนไม่มีประสิทธิภาพ

1.2 สภาพกลุ่มคณะกรรมการนักเรียนขาดระเบียบวินัย การประพฤติปฏิบัติการเป็นตัวอย่างที่ดี รวมถึงความซื่อสัตย์ ความรับผิดชอบต่อหน้าที่ตนเอง

2. แนวทางการพัฒนาภาวะผู้นำในโรงเรียนบ้านซ่อมกอก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬในวงรอบที่ 1 ใช้แนวทางการพัฒนา 2 แนวทางประกอบด้วย 1) การอบรมเชิงปฏิบัติการ 2) การนิเทศภายในวงรอบที่ 2 ใช้การอบรมเชิงปฏิบัติการจัดกิจกรรมการพัฒนาภาวะผู้นำและแนวทางการพัฒนาโดยการนิเทศแบบให้คำแนะนำ

3. ผลการพัฒนาภาวะผู้นำนักเรียนโรงเรียนบ้านซ่อมกอก หลังจากการเข้ารับการอบรมเชิงปฏิบัติการพัฒนาภาวะผู้นำนักเรียน ในวงรอบที่ 1 มีการสังเกตพฤติกรรม  อยู่ในภาพรวมระดับ มาก ( = 4.13) ส่วนผลการประเมินโดยการใช้แบบสอบถามเกี่ยวกับการพัฒนาภาวะผู้นำ พบ ว่าอยู่ในระดับ มากที่สุด ( = 4.73) มีค่าความก้าวหน้า ร้อยละ 61.97 แสดงให้เห็นว่ากลุ่มเป้าหมายในการพัฒนามีคุณลักษณะความเป็นผู้นำเพิ่มขึ้น การนิเทศภายในเพื่อตรวจสอบและในคำแนะนำ ด้านบุคลิกภาพ ด้านทักษะการทำงาน ด้านคุณธรรมทำให้ผู้นำนักเรียนมีความเข้าใจในคุณลักษณะผู้นำที่ดีมากยิ่งขึ้น

The purposes of this research were 1) to investigate conditions and problems concerning leadership development at Bansomkok School, 2) to establish the guidelines for leadership development at Bansomkok School, and 3) to examine the effects after the intervention in improving leadership at Bansomkok School under the Office of Buengkan Primary Educational Service Area. Participatory action research of two-spirals was employed comprising four stages: planning, action, observation, and reflection. The target research group consisted of ten participants, including the researcher and classroom teaches as co-researchers from Prathomsuksa 1 to 6 in    the academic year 2016. In total, seven informants, including a school administrator, parents, community leaders, and school boards also participated in this research.      The target group included 20 student committee members. The instruments were follow-up supervisionforms, interview forms, and behaviors’ observation forms.Quantitative data were analyzedby mean, percentage,percentage of progress and standard deviation. Content analysis was employed for qualitative data in forms  of content classification and descriptive presentation.

The findings of this research were as follows:

1. The conditions and problems of leadership development at Bansomkok School under the Office of Buengkan Primary Educational Service Arearevealed that:

1.1 In terms of conditions, student committee members lacked critical thinking skills, self-confidence, and did not have good personality of being student leaders. Theyalso were passive learners.In addition, there was no management system in place which caused ineffective performance of student leader group.

1.2 In terms of conditions, a group of student committee was not  a good role model and lacked disciplines,honesty and responsibility.

2. The guidelines for leadership development at Bansomkok School under the Office of Buengkan Primary Educational Service Areain the first spiral employed two approaches including: 1) a workshop, and 2)an internal supervision. In the second spiral, aworkshop was conducted concerning leadership developmentactivities anda guidance supervision.

3. The effects of student leadership development at Bansomkok School after the workshop in the first spiral showed that student leaders’ behaviors improved as a whole ata high level ( = 4.13). The results drawn from the questionnaire assessmentsreported that student leadership development was at the highest level  ( = 4.73) and the percentage of progress of 61.97. This would be concluded thatstudent leadersimproved their leadershipcharacteristics. In addition, internal supervision providing inspection and advice with respect to personality, work skills and moralsassisted student leaders in developing a betterunderstanding of characteristics of a good leader.
