การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) พัฒนาตัวบ่งชี้การเป็นชุมชนการเรียนรู้ ทางวิชาชีพในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 และ 2) เพื่อตรวจสอบความสอดคล้องของโมเดลโครงสร้างตัวบ่งชี้การเป็นชุมชนการเรียนรู้ทางวิชาชีพในโรงเรียนที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ การดำเนินการมี 2 ระยะ ประกอบด้วย ระยะที่ 1 การพัฒนาตัวบ่งชี้การเป็นชุมชนการเรียนรู้ทางวิชาชีพในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 โดยการวิเคราะห์เอกสารงานวิจัยและการสัมภาษณ์ผู้ทรงคุณวุฒิ เพื่อจัดทำกรอบแนวคิดและร่างตัวบ่งชี้ ใช้วิธีวิเคราะห์เนื้อหา ระยะที่ 2 การตรวจสอบความเที่ยงตรงเชิงโครงสร้างของโมเดลตัวบ่งชี้การเป็นชุมชนการเรียนรู้ทางวิชาชีพในโรงเรียน เก็บข้อมูลจากกลุ่มตัวอย่างผู้บริหารสถานศึกษาและครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ในปีการศึกษา 2561 จำนวน 508 คน ได้มาโดยการสุ่มแบบหลายขั้นตอน (Multi stage Random Sampling) เครื่องมือที่ใช้ในการเก็บข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเที่ยงตรงเชิงเนื้อหา ระหว่าง 0.80 - 1.00 อำนาจจำแนก ระหว่าง 0.42 - 0.89 และค่าความเชื่อมั่นทั้งฉบับ โดยวิธีสัมประสิทธิ์แอลฟาของ Cronbach เท่ากับ 0.98 และค่าสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์ของเพียร์สันและการวิเคราะห์องค์ประกอบเชิงยืนยันโดยใช้โปรแกรมสำเร็จรูป

ผลการวิจัยพบว่า

1) การเป็นชุมชนการเรียนรู้ทางวิชาชีพในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ประกอบด้วย 5 องค์ประกอบหลัก 18 องค์ประกอบย่อย 73 ตัวบ่งชี้ จำแนกเป็นด้านการทำงานเป็นทีม จำนวน 17 ตัวบ่งชี้ ด้านวิสัยทัศน์ร่วม จำนวน 11 ตัวบ่งชี้ ด้านวัฒนธรรมองค์การ จำนวน 15 ตัวบ่งชี้ ด้านภาวะผู้นำของผู้บริหารและครู จำนวน 18 ตัวบ่งชี้ และด้านการแลกเปลี่ยนเรียนรู้ระหว่างสมาชิก จำนวน 12 ตัวบ่งชี้

2) โมเดลโครงสร้างการเป็นชุมชนการเรียนรู้ทางวิชาชีพในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 กับข้อมูลเชิงประจักษ์ มีความสอดคล้องกัน โดยมีค่าไค - สแควร์ = 87.80 ไม่มีนัยสำคัญทางสถิติ df = 89,  p–value = 0.51, ()/df = 0.99, GFI = 0.98, AGFI =0.96, RMSEA = 0.00, CN = 708.20 ซึ่งเป็นไปตามสมมติฐานที่ตั้งไว้ เมื่อเรียงลำดับค่าน้ำหนักองค์ประกอบจากมากไปหาน้อย เป็นดังนี้ ด้านภาวะผู้นำของผู้บริหารและครู (.99) ด้านการแลกเปลี่ยนเรียนรู้ระหว่างสมาชิก (.96) ด้านวิสัยทัศน์ร่วม (.95) ด้านวัฒนธรรมองค์การ (.95) ด้านการทำงานเป็นทีม (.91)

The objectives of this study were to 1) develop the professional learning community indicators in schools under Nakhon Phanom Primary Educational Service Area Office 2 and 2) examine the goodness of fit between the structural model of professional learning community indicators with the empirical data. The study was divided in 2 phases: phase 1) the indicators of professional learning community in schools under Nakhon Phanom Primary Educational Service Area Office 2 were developed using an analysis of relevant research papers and interview of experts. Content analysis method was used to design the conceptual framework and draft the indicators, and phase 2) the construct validity examination of the developed model with the empirical data was carried out. Data was collected from 508 school directors and teachers under Nakhon Phanom Primary Educational Service Area Office 2 in academic year 2018. The sample was selected using multi - stage random sampling. The research instrument employed in data collection was a 5 - level rating scale questionnaire with content validity index between 0.80 – 1.00, discrimination index between 0.42 – 0.89. the overall reliability index as determined by using Cronbach Alpha Coefficient at 0.98 and Statistics used in data analysis were frequency, percentage, mean, standard deviation, Pearson product - moment correlation and confirmatory factor analysis, conducted using statistical software.

The findings showed that.

1) The professional learning community in schools under Nakhon Phanom Primary Educational Service Area Office 2 comprised of 5 principal components, 18 sub - components and 73 indicators. These indicators could be classified as: 17 indicators on team working; 11 indicators on shared vision; 15 indicators on organizational culture; 18 indicators on the leadership of school directors and teachers and 12 indicators on knowledge sharing among community members.

2) The developed structural model of professional learning community in schools under Nakhon Phanom Primary Educational Service Area Office 2 showed congruence with the empirical data, with chi - square at 87.70 with no statistically significance, df = 89, p-value = 0.51, /df = 0.99, GFI = 0.98, AGFI = 0.96, RMSEA = 0.00, CN = 708.20, which were in accordance with the set hypothesis.  The factor loading of each main component could be prioritized from the highest to the lowest as: leadership of school directors and teachers (.99), knowledge sharing among community members (.96), shared vision (.95), organizational culture (.95) and team work (.91).
