การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนา และตรวจสอบความเหมาะสมของรูปแบบการดำเนินงานที่มีประสิทธิผลของคณะพัฒนาการศึกษาระดับหมู่บ้าน สังกัดห้องการศึกษาธิการและกีฬาเมืองไชบัวทอง แขวงคำม่วน สาธารณรัฐประชาธิปไตยประชาชนลาว การวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การพัฒนารูปแบบการดำเนินงานที่มีประสิทธิผลของคณะพัฒนาการศึกษาระดับหมู่บ้าน ระยะที่ 2 การตรวจสอบรูปแบบการดำเนินงานที่มีประสิทธิผลของคณะพัฒนาการศึกษาระดับหมู่บ้าน กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ คณะพัฒนาการศึกษาระดับหมู่บ้าน ซึ่งประกอบด้วย ผู้ใหญ่บ้าน หรือนายบ้าน ประธานแนวร่วมบ้าน ผู้อำนวยการโรงเรียนประถม ผู้อำนวยการโรงเรียนมัธยมศึกษาตอนต้น ตัวแทนจากสหพันธ์แม่หญิงบ้าน สมาคมพ่อแม่นักเรียน ชาวหนุ่มบ้าน และครูผู้สอน สังกัดห้องการศึกษาธิการและกีฬาเมืองไชบัวทอง แขวงคำม่วน สาธารณรัฐประชาธิปไตยประชาชนลาว ปีการศึกษา 2560 จำนวน 115 คน ซึ่งได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าความตรงเชิงเนื้อหาระหว่าง 0.60-1.00 มีค่าอำนาจจำแนกระหว่าง 0.38-0.68 และค่าความเชื่อมั่น 0.99 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. รูปแบบการดำเนินงานที่มีประสิทธิผลของคณะพัฒนาการศึกษาระดับหมู่บ้าน ประกอบด้วย 4 องค์ประกอบ คือ 1) ปัจจัยที่ส่งผลต่อการดำเนินงานที่มีประสิทธิผล ประกอบด้วย ภาวะผู้นำของผู้บริหาร บุคลากรและการพัฒนาบุคลากร สภาพทั่วไป/สภาพแวดล้อม และการมีส่วนร่วมของผู้ปกครองและชุมชน 2) ขอบข่ายการดำเนินงานของคณะพัฒนาการศึกษาระดับหมู่บ้าน ประกอบด้วยการบริหารจัดการกองทุนการพัฒนาการศึกษาระดับหมู่บ้าน การรับประกันคุณภาพการเรียน-การสอน การเลือกวิธีการและกลยุทธ์ในการแก้ปัญหา การบริหารจัดการความเสี่ยงและการทำงานเป็นทีม การรณรงค์ให้ชุมชนมีส่วนร่วมในการพัฒนาการศึกษาและการวางแผนพัฒนาการศึกษา 3) กระบวนการดำเนินงานของคณะพัฒนาการศึกษาระดับหมู่บ้าน ประกอบด้วยการแต่งตั้งและการมีส่วนร่วมของคณะพัฒนาการศึกษาระดับหมู่บ้าน การกำหนดหน้าที่และบทบาท การสร้างขีดความสามารถให้กับคณะพัฒนาการศึกษาระดับหมู่บ้าน วิธีการเพิ่มประสิทธิภาพในการดำเนินงาน และ 4) ประสิทธิผลการดำเนินงานของ คณะพัฒนาการศึกษาระดับหมู่บ้าน ประกอบด้วย ความพึงพอใจในการดำเนินงาน ความโปร่งใสในการดำเนินงาน การเป็นองค์การแห่งการเรียนรู้และคุณภาพของผู้เรียน

2. ผลการตรวจสอบความเหมาะสมของรูปแบบการดำเนินงานที่มีประสิทธิผลของคณะพัฒนาการศึกษาระดับหมู่บ้าน พบว่าโดยรวมและรายด้านมีความเหมาะสมอยู่ในระดับมาก

The objectives of this research were to develop an effective operation model of village educational development committees of Xay Buathong Education and Sports Bureau, Khammouane Province, Lao PDR, and to validate the effectiveness of the developed model. The study was conducted in two phases. The first phase was the development of the effective operation model of village educational development committees. The second phase was the validation of the developed model. The participants of this research were 115 village educational development committees, including village headpersons, village coalition leaders, primary school administrators, lower secondary school administrators, representatives of village women union, parent association, village youths and teachers, of Xay Buathong Education and Sports Bureau, Khammouane Province, Lao PDR in Academic year 2018. The participants were selected by purposive sampling. The research instrument was a five-rating scale questionnaire. The value of content validity was between 0.60-1.00. The discrimination power was between 0.38-0.68, and the reliability was 0.99. the collected data were analyzed by percentage, mean and standard deviation.

The research results were:

1. The components of the effective operation model of village educational development committees of Xay Buathong Educational and Sports Bureau, Khammouane Province, Lao PDR included four major components: 1) factors affecting effective operation consisted of leadership of school administrators, staffs and human resources development, general conditions and parents and community engagement and contribution; 2) scope of an effective operation of village educational development committees consisted of village educational development fund management, teaching and learning quality assurance, problem solving methodology and strategy selection, risk management and team working, community awareness raising in educational development and educational development planning; 3) the procedures of village educational development committees consisted of village educational development committees appointment and participations, role and responsibility identification, capacity development of the village educational development committees; and 4) the effectiveness of the committees operation consisted of the satisfaction of operation, the transparency of the operation, learning organization and learners’ outcomes.

2. The results of the model validation of the effective operation model of village educational development committees of Xay Buathong Education and Sports Bureau, Khammouane Province, Lao PDR was considered appropriate both in overall and individual aspect at high level.
