การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับความพึงพอใจของประชาชนที่มีต่อการบริหารการพัฒนาเมือง ของเทศบาลเมืองปากซัน 2) เพื่อศึกษาความแตกต่างของความพึงพอใจของประชาชนที่มีต่อการบริหารการพัฒนาเมือง ของเทศบาลเมืองปากซัน ตามคุณลักษณะส่วนบุคคล 3) เพื่อศึกษาแนวทางการพัฒนาการบริหารการพัฒนาเมือง ของเทศบาลเมืองปากซัน กลุ่มตัวอย่างได้แก่ ประชาชนที่อาศัยอยู่ในเขตเทศบาลเมืองปากซัน แขวงบอลิคำไซ สาธารณรัฐประชาธิปไตยประชาชนลาว จำนวน 345 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว

ผลการวิจัยพบว่า

1. ความพึงพอใจของประชาชนที่มีต่อการบริหารการพัฒนาเมือง ของเทศบาลเมืองปากซัน โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้าน พบว่า มีส่วนร่วมอยู่ในระดับปานกลางทุกด้าน โดยด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านการเมือง รองลงมา คือ ด้านเศรษฐกิจ ด้านสังคม และด้านกายภาพ ตามลำดับ

2. ผลการเปรียบเทียบความแตกต่างของความพึงพอใจของประชาชนที่มีต่อการบริหารการพัฒนาเมือง ของเทศบาลเมืองปากซัน ตามคุณลักษณะส่วนบุคคลด้านเพศ อายุ สถานภาพ ระดับการศึกษา รายได้เฉลี่ยต่อเดือน และชุมชนที่อาศัยอยู่ พบว่า ความพึงพอใจของประชาชนที่มีต่อการบริหารการพัฒนาเมือง ของเทศบาลเมืองปากซันในภาพรวม ไม่มีความแตกต่างกัน เมื่อจำแนกตามอาชีพ พบว่า ความพึงพอใจของประชาชนที่มีต่อการบริหารการพัฒนาเมือง ของเทศบาลเมืองปากซัน ในภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

3. ระดับความพึงพอใจของประชาชนที่มีต่อการบริหารการพัฒนาเมือง ของเทศบาลเมืองปากซัน ที่ควรนำไปศึกษาหาแนวทางการพัฒนาการบริหารการพัฒนาเมือง ของเทศบาลเมืองปากซัน แขวงบอลิคำไซ สาธารณะรัฐประชาธิปไตยประชาชนลาว มีจำนวน 4 ด้าน คือ  1) ด้านกายภาพ 2) ด้านสังคม 3) ด้านเศรษฐกิจ และ 4) ด้านการเมือง ตามลำดับ

The purpose of this study were 1) to investigate the people’s satisfaction of Pakxan Municipality’s Urban Adminidtration and Development, 2) to examine the People’s satisfaction of Pakxan Municipality’s Urban Adminidtration and Development bases on the personal differences, 3) to gain guideline on urban adminidtration and development, The sample were 345 citizens who reside in Pakxan Municipality, Bolikhamxay, Lao People’s Democratic Republic. The instrument used for data Collection was a questionnaire. The statistics employed for data analysis included frequency, percentage, mean, standard deviation, t-test, F-test, and One-way ANOVA.

The study revealed these results:

1. The people’s satisfaction of Pakxan Municipality’s Urban Administration and Development. As a whole, was at the moderate level. On each aspect, it was found that participation was at the moderate level in every aspect. The aspect which had the highest mean score was the political aspect. The following aspects were respectively ranked from the second most to the least participations: economic, social, and physical aspects.

2. Based on personal differences of the respondents (gender, age, status, education and monthly income differences), it was found that the citizens whose genders, age, status, education, and income per month differed, as a whole, did not have different satisfaction of Pakxan Municipality’s Urban Adminidtration and Development. Nevertheless, people whose careers differed had significantly different satisfaction of Paxan Municipality’s Urban Adminidtration and Development at .05 statistical level.

3. The levels of the People’s satisfaction of Pakxan Municipality’s Urban Adminidtration and Development which should be studied to gain guideline on urban development and managing Pakxan Municipality, Bolikhamxay, Lao People’s Democratic Republic consisted of 4 aspects: 1) physical aspect, 2) social aspect, 3) economic aspect, and 4) political aspect.
