การวิจัยครั้งนี้มีจุดประสงค์เพื่อศึกษา สภาพ ปัญหา และประสิทธิผลการจัดการศึกษาระดับปฐมวัยในโรงเรียน  สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ตามความคิดเห็นของผู้บริหาร  ครูผู้สอน  และตัวแทนผู้ปกครอง  ในโรงเรียน  สังกัด  สำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2  กลุ่มตัวอย่างที่ใช้ในการวิจัย จำนวน 342 คน ประกอบด้วย ผู้บริหาร จำนวน 114  คน  ครูผู้สอน จำนวน 114 คน  ตัวแทนผู้ปกครอง จำนวน 114 คน  ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ประจำปีการศึกษา 2561 การได้มาของกลุ่มตัวอย่างใช้วิธีการสุ่มแบบหลายขั้นตอน  (Multi-Stage Random Sampling) เครื่องมือที่ใช้ ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามประมาณค่า 3 ด้าน คือ ด้านที่ 1 สภาพการจัดการศึกษาระดับปฐมวัย มีค่าความเชื่อมั่น 0.905  ด้านที่ 2 ปัญหาการจัดการศึกษาระดับปฐมวัย มีค่าความเชื่อมั่น 0.903  ด้านที่ 3 ประสิทธิผลการจัดการศึกษาระดับปฐมวัย มีค่าความเชื่อมั่น 0.905  สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน  ทดสอบสมมติฐานโดยใช้การวิเคราะห์การเปรียบเทียบค่าเฉลี่ยของกลุ่มตัวอย่าง 2 กลุ่มที่เป็นอิสระต่อกัน  (t – test Independent Sample) การวิเคราะห์ความแปรปรวนทางเดียว (One way ANOVA)

ผลการวิจัย พบว่า 

1. ระดับสภาพ และประสิทธิผลการจัดการศึกษาปฐมวัยในโรงเรียน สังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2  โดยรวมอยู่ระดับมาก  ส่วนปัญหาอยู่ระดับ น้อย

2. สภาพ และปัญหาการจัดการศึกษาปฐมวัยในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ตามความคิดเห็นของ ผู้บริหาร  ครูผู้สอน  และตัวแทนผู้ปกครอง  ไม่แตกต่างกัน  ส่วนประสิทธิผลการจัดการศึกษาปฐมวัยในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 โดยรวมและรายด้าน ทุกด้านมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ  .01  

3. สภาพ และปัญหาการจัดการศึกษาปฐมวัยในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2  ตามความคิดเห็นของ ผู้บริหาร  ครูผู้สอน  และตัวแทนผู้ปกครอง  ที่มีเพศต่างกัน  โดยรวมไม่แตกต่างกัน  ส่วนประสิทธิผลการจัดการศึกษาปฐมวัยในโรงเรียน โดยรวมและรายด้าน ทุกด้านมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ  .01  

4. ปัญหา และประสิทธิผลการจัดการศึกษาปฐมวัยในโรงเรียน สังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2  ตามความคิดเห็นของ ผู้บริหาร  ครูผู้สอน  และตัวแทนผู้ปกครอง  ที่มีวุฒิการศึกษาต่างกัน  โดยรวมแตกต่างกัน  อย่างมีนัยสำคัญทางสถิติที่ระดับ  .05  ส่วนสภาพการจัดการศึกษาปฐมวัยในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 แตกต่างกัน  อย่างมีนัยสำคัญทางสถิติที่ระดับ  .01

5. สภาพ และประสิทธิผลการจัดการศึกษาปฐมวัยในโรงเรียน สังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2  ตามความคิดเห็นของ ผู้บริหาร  ครูผู้สอน  และตัวแทนผู้ปกครอง  ที่มีขนาดโรงเรียนต่างกัน  โดยรวมไม่แตกต่างกัน  ส่วนปัญหาการจัดการศึกษาปฐมวัยในโรงเรียน แตกต่างกัน  อย่างมีนัยสำคัญทางสถิติที่ระดับ  .05

6. แนวทางยกระดับประสิทธิผลการจัดการศึกษาระดับปฐมวัยในโรงเรียน สังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2  มี 1 แนวทางคือ การจัดประสบการณ์ที่เน้นเด็กเป็นสำคัญ

The purposes of this research were to study the conditions, problems and effectiveness of early childhood education management in schools under the Nakhon Phanom Primary Educational Service Area Office 2, as perceived by administrators, teachers, and parent representatives. The sample, obtained through multi-stage random sampling, was made up of 342 participants, including 114 administrators, 114 teachers and 114 parent representatives in schools under the Nakhon Phanom Primary Educational Service Area Office 2, in the academic year 2018. The research instruments for data collection was a set of questionnaires  containing three aspects: The first aspect concerned conditions of early childhood education management with the reliability of 0.905. The second aspect was the problems of early childhood education management with the reliability of 0.903. The third aspect was related to the effectiveness of early childhood education with the reliability of 0.905. The statistics for data analysis were percentage, mean, standard deviation. Statistical hypothesis testing was conducted by using independent samples t – test, and One-Way ANOVA.

The findings were as follows:

1.  The level of conditions and effectiveness of early childhood education management in schools under the Nakhon Phanom Primary Educational Service Area Office 2 as a whole were at a high level. The problems were at a low level.

2. The conditions and problems of early childhood education management in schools under the Nakhon Phanom Primary Educational Service Area Office 2, as perceived by administrators, teachers and parent representatives were not different.  The effectiveness of all aspects were statistically significantly different at the .01 level in overall and individual aspect.

3. The conditions and problems of early childhood education management in schools under the Nakhon Phanom Primary Educational Service Area Office 2, as perceived by administrators, teachers and parent representatives with different gender, as a whole were not different. The effectiveness of early childhood education management in schools of all aspects were statistically significantly different at the .01 level in overall and individual aspect.

4. Problems and effectiveness of early childhood education management in schools under the Nakhon Phanom Primary Educational Service Area Office 2, as perceived by administrators, teachers and parent representatives with different education level, as a whole were different at a statistical significance of .01 level.

5. The conditions and effectiveness of early childhood education management in schools under the Nakhon Phanom Primary Educational Service Area Office 2, as perceived by administrators, teachers and parent representatives from different school sizes as a whole were not different. The problems of early childhood education management in schools were statistically significant differences at the .05 level.

6. The guideline for upgrading the level of effectiveness of early childhood educational management in schools under the Nakhon Phanom Primary Educational Service Area Office 2 involved one aspect concerning the provision of child-oriented experiences.
