การวิจัยครั้งนี้มีความมุ่งหมายเพื่อพัฒนาองค์ประกอบหลัก องค์ประกอบย่อย และตัวบ่งชี้ภาวะผู้นำของคณะกรรมการสภานักเรียน โรงเรียนขยายโอกาสทางการศึกษา ในภาคตะวันออกเฉียงเหนือกับข้อมูลเชิงประจักษ์ การดำเนินการวิจัย มี 3 ระยะ ประกอบด้วย ระยะที่ 1 การกำหนดองค์ประกอบหลักและองค์ประกอบย่อย โดยศึกษาเอกสาร งานวิจัย การสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 7 คน ระยะที่ 2 การพัฒนาตัวบ่งชี้ โดยสอบถามผู้เชี่ยวชาญ จำนวน 21 คน ใช้เทคนิคเดลฟายแบบปรับปรุง 3 รอบ และระยะที่ 3 การทดสอบความสอดคล้องของโมเดลโครงสร้างตัวบ่งชี้ภาวะผู้นำของคณะกรรมการสภานักเรียน โรงเรียนขยายโอกาสทางการศึกษา ในภาคตะวันออกเฉียงเหนือกับข้อมูลเชิงประจักษ์  กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้อำนวยการโรงเรียน และรองผู้อำนวยการโรงเรียนฝ่ายกิจกรรมนักเรียนหรือครูที่ปรึกษาองค์การสภานักเรียน จำนวน 648 คน ซึ่งได้มาโดยการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถามประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลด้วยการหาค่าสถิติพื้นฐานและวิเคราะห์องค์ประกอบเชิงยืนยันด้วยโปรแกรมลิสเรล

ผลการวิจัยสรุปได้ดังนี้

1. องค์ประกอบหลัก องค์ประกอบย่อย และตัวบ่งชี้ภาวะผู้นำของคณะกรรมการสภานักเรียน โรงเรียนขยายโอกาสทางการศึกษา ในภาคตะวันออกเฉียงเหนือ ประกอบไปด้วย 5 องค์ประกอบหลัก 15 องค์ประกอบย่อย และ 56 ตัวบ่งชี้ ประกอบไปด้วย 1) องค์ประกอบหลักด้านการประสานความร่วมมือมี 3 องค์ประกอบย่อย 10 ตัวบ่งชี้ ได้แก่ การมีมนุษยสัมพันธ์ 4 ตัวบ่งชี้ การสร้างความร่วมมือ 3 ตัวบ่งชี้ และการประนีประนอม 3 ตัวบ่งชี้ 2) องค์ประกอบหลักด้านความรับผิดชอบมี 3 องค์ประกอบย่อย 11 ตัวบ่งชี้ ได้แก่ การปฏิบัติตามแผน 3 ตัวบ่งชี้ ความพยายามสู่ความเป็นเลิศ 4 ตัวบ่งชี้ และการควบคุมตนเอง 4 ตัวบ่งชี้ 3) องค์ประกอบหลักด้านความเชื่อมั่นในตนเองมี  3 องค์ประกอบย่อย 10 ตัวบ่งชี้ ได้แก่ ความสามารถคาดการณ์อนาคต 3 ตัวบ่งชี้ ความมั่นคงทางจิตใจ 3 ตัวบ่งชี้ และการเป็นแบบอย่างที่ดี 4 ตัวบ่งชี้ 4) องค์ประกอบหลักด้านความสามารถในการตัดสินใจมี 3 องค์ประกอบย่อย 13 ตัวบ่งชี้ ได้แก่ การตัดสินใจอย่างมีกระบวนการ 4 ตัวบ่งชี้ การมีไหวพริบปฏิภาณ 5 ตัวบ่งชี้ และการเผชิญปัญหาการเปลี่ยนแปลง 4 ตัวบ่งชี้ 5) องค์ประกอบหลักด้านความเป็นพลเมืองดีมี 3 องค์ประกอบย่อย 12 ตัวบ่งชี้ ได้แก่ การประพฤติตนตามหน้าที่พลเมือง 4 ตัวบ่งชี้ การมีความซื่อสัตย์ 3 ตัวบ่งชี้ และการมีจิตสาธารณะ 5 ตัวบ่งชี้

2. โมเดลโครงสร้างตัวบ่งชี้ภาวะผู้นำของคณะกรรมการสภานักเรียน โรงเรียนขยายโอกาสทางการศึกษา ในภาคตะวันออกเฉียงเหนือ มีความสอดคล้องกับข้อมูลเชิงประจักษ์ ตามสมมติฐานที่ตั้งไว้ (chi-square = 49.32 df =52 ค่า P = 0.948 ค่า GFI = 0.99 ค่า AGFI = 0.97 ค่า RMSEA = 0.000 ค่า CN = 869.93)

The objectives of this study were to study the main components, subcomponents and the indicators and to examine the goodness-of-fit between the confirmatory factor analysis model of leadership indicators of student council committees in educational opportunity expansion schools in the North-eastern region of Thailand and the empirical data. The study was conducted in 3 phases. The first phase was the specification of main components, subcomponents and behavioral indicators by studying relevant documents and researches, as well as interviewing 7 experts. The second phase was the indicator development by consulting 21 experts with the application of modified Delphi Technique for 3 times. The third phase was the goodness-of-fit examination of the developed leadership indicators of student council committees in educational opportunity expansion schools in the North-eastern region of Thailand structural model with the empirical data. The samples were school directors and deputy directors for student activities affairs or student council advisors, totally 648, selected by multi-stage random sampling. The tool used in data collection was a 5-level rating scale questionnaire. Data analysis was done by determining the basic statistics, while confirmatory factor analysis was done by employing LISREL software.

The study results could be concluded as follows.

1. The main components and subcomponents of leadership indicators of student council committees in educational opportunity expansion schools in the North-eastern region of Thailand consisted of 1) main component on cooperation, which comprised 3 subcomponents, namely human relations, cooperation building and compromise; 2) main component on responsibility, which comprised of 3 subcomponents, namely plan following, attempt towards excellency and self-control; 3) main component on self-confidence, which comprised 3 subcomponents, namely future prediction ability, mental stability and being a role model; 4) main component on decision making ability, which comprised 3 subcomponents, namely decision making with a process, resourcefulness and tactfulness, and the facing of changes; 5) main component on being a good citizen, which comprised of 3 subcomponents, namely citizen responsibility, integrity and public mind. 

2. Leadership of student council committees in educational opportunity expansion schools in the North-eastern region consisted of 56 indicators, which were in accordance with relevant concepts, principles and theories, namely 10 indicators in the main component on cooperation, 11 indicators in the main component on responsibility, 10 indicators in the main component on self-confidence, 13 indicators in the main component on decision making ability and 12 indicators in the main component on being a good citizen.

3. The developed leadership indicators of student council committees in educational opportunity expansion schools in the North-eastern region of Thailand structural model showed goodness-of-fit with the empirical data as set in the hypothesis (chi-square = 49.32, df = 52, p value = 0.948, GFI = 0.99, AGFI = 0.97, RMSEA = 0.000, CN = 869.93)
