การวิจัยครั้งนี้เป็นการวิจัยเชิงปฏิบัติการมีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพและปัญหาเกี่ยวกับวินัยและคุณธรรมจริยธรรมนักเรียนโรงเรียนประถมท่าแฮ่เมืองไกสอนพมวิหาน 2) หาแนวทางการสร้างเสริมวินัยนักเรียน 3) เพื่อติดตามผลการสร้างเสริมวินัยนักเรียน กลุ่มเป้าหมาย จำแนกเป็น 3 กลุ่ม ได้แก่ กลุ่มผู้ร่วมวิจัย จำนวน 9 คน ได้แก่ ผู้วิจัย 1 คน หัวหน้าฝ่ายคุ้มครองนักเรียน 1 คน และครูสอนโรงเรียนประถมท่าแฮ่ จำนวน 7 คน กลุ่มผู้ให้ข้อมูลจำนวน 31 คน ได้แก่ ผู้บริหารโรงเรียน 1 คน ตัวแทนผู้ปกครองจำนวน 25 คน คณะพัฒนาการศึกษาขั้นบ้าน จำนวน 5 คน กลุ่มเป้าหมายในการพัฒนา ได้แก่ กลุ่มผู้ร่วมวิจัย จำนวน 9 คน และนักเรียนโรงเรียนประถมท่าแฮ่ จำนวน 178 คน โดยใช้การวิจัยเชิงปฏิบัติการ ประกอบด้วย 4 ขั้นตอน คือ การวางแผน การปฏิบัติการ การสังเกตการณ์ และการสะท้อนกลับ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสังเกต แบบสัมภาษณ์ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพและปัญหาเกี่ยวกับวินัยและคุณธรรมจริยธรรมนักเรียน โรงเรียนประถมท่าแฮ่ เมืองไกสอนพมวิหาน แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว พบว่า

1.1 สภาพเกี่ยวกับวินัยและคุณธรรมจริยธรรมนักเรียน พบว่า ด้านการแต่งกายนักเรียน นักเรียนเอาเสื้อออกนอกกางเกง ไว้ผมยาว และไม่ใส่รองเท้า ด้านการทำความเคารพ นักเรียนไม่กล้าแสดงออกในการทำความเคารพเวลาแขกมาเยี่ยมโรงเรียน และด้านคุณธรรมจริยธรรมนักเรียนแสดงออก นักเรียนพูดจาไม่สุภาพ ไม่รู้จักสัมมาคารวะ

1.2 ปัญหาเกี่ยวกับวินัยนักเรียน พบว่า ครูขาดความรู้ความเข้าใจในบทบาทหน้าที่ของตนในการดูแลนักเรียนให้ปฏิบัติตนที่ถูกต้องในการดูแลนักเรียน

2. แนวทางการสร้างเสริมวินัยและคุณธรรมจริยธรรมนักเรียนได้แก่  

2.1 การศึกษาดูงานโรงเรียนต้นแบบ 2.2 การจัดประชุมเชิงปฏิบัติการและ 2.3 การจัดกิจกรรมเสริมสร้างวินัยนักเรียน ประกอบด้วย กิจกรรมการเยี่ยมบ้านนักเรียน กิจกรรมอบรมนักเรียนหน้าเสาธง กิจกรรมโฮมรูม และการจัดกิจกรรมพัฒนาคุณธรรมจริยธรรมนักเรียนคือการตรวจสอบคุณธรรม จริยธรรม 2.4 การนิเทศภายใน

3. ผลการสร้างเสริมวินัยและคุณธรรมจริยธรรมนักเรียน โรงเรียนประถมท่าแฮ่ เมืองไกสอนพมวิหาน แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว พบว่า

3.1 ผลการประเมินการจัดกิจกรรมพัฒนาวินัยนักเรียน ประกอบด้วย    4 กิจกรรม ได้แก่ กิจกรรมเยี่ยมบ้านนักเรียน กิจกรรมการอบรมนักเรียนหน้าเสาธง กิจกรรมโฮมรูม  และผลการประเมินคุณธรรมจริยธรรมนักเรียนโดยใช้กิจกรรมตรวจสอบคุณธรรมจริยธรรม  ผลการประเมินในวงรอบที่ 1 โดยรวมและรายด้านอยู่ในระดับปานกลาง และวงรอบที่ 2 โดยรวมและรายด้านอยู่ในระดับมาก

3.2 ผลการประเมินวินัยนักเรียนในด้านการแต่งกาย ด้านการทำความเคารพ และผลการประเมินคุณธรรมจริยธรรมนักเรียน ผลการประเมินในวงรอบที่ 1 โดยรวมอยู่ในระดับมาก และวงรอบที่ 2 โดยรวมอยู่ในระดับมากที่สุด

This action research aimed to 1) investigate the states and problems on the student discipline at Tha Hae Primary School, 2) find out guidelines in enhancing the students’ discipline, and 3) monitor the effects of the enhancement on the students’ discipline. The population was divided into 3 groups: research group comprising 9 participants- the researcher, head of student protection and 7 teachers; 31 respondents including the school administrator, 25 representatives of parents/guardians from Prathom Suksa 1-5 by selecting 5 persons from each class, 5 members of the committee of basic education development. The target group was composed of 8 co-researcher and 178 students at Tha Hae Primary School. The process of action research employed 4 stages: planning, action, observation and reflection. Tools used in this study were: a form of observation, a form of interview, and a questionnaire. Percentage, mean and standard deviation were utilized to analyze data.

The findings of this study were as follows:

1. The states and problems on the students’ discipline at Tha Hae Primary School  revealed that:

1.1 The states of the students’ discipline indicated that in case of dressing, the students usually thought that the letting loose of the shirt rim out of trousers,  wearing long hair and without shoes seemed to be fantastic making them a point of interest. In case of paying respect, the students were not brave enough in paying respect to the school guests. Regarding morality, the students spoke impolitely because they thought that their language was popular in the present time. Their language used was not an embarrassing one.

1.2 The students’ disciplinary problems showed that the students’ dressing was against the school regulations along with untidiness by dressing in the fashionable style. In case of paying respect to the senior, they also lacked politeness and respectfulness. In terms of morality, they lacked caring for one another, unity and cleanliness as well.

2. The guidelines of the enhancement on the students’ discipline at the school were: 2.1 a study tour at a model  school, 2.2 a workshop and 2.3 application of the students’ disciplinary enhancement activity including students’ home visiting, flagpole assembly teaching, homeroom, and morality and ethics checking as well, 2.4  internal supervision

3. The effects on the evaluation of the students’ discipline at Tha Hae Primary School  revealed that:

3.1 The effects on the evaluation of the students’ disciplinary development consisting of 4 activities: students’ home visiting, flagpole assembly teaching, homeroom and morality and ethics checking indicated that in the first spiral, they were  at the moderate level in general and in particular. In the second spiral, it was found that they were , as a whole and in each aspect, at the high level.

3.2 The effects of the evaluation on the students’ discipline on dressing, paying respect and morality and ethics, in the first spiral, were at the high level. In the second spiral, they were at the highest level.
