การวิจัยครั้งนี้มีความมุ่งหมายเพื่อพัฒนาและตรวจสอบรูปแบบเพื่อเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้สำหรับครูในโรงเรียนสังกัดเทศบาลนครสกลนคร การดำเนินการวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การพัฒนารูปแบบเพื่อเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้สำหรับครูในโรงเรียนสังกัดเทศบาลนครสกลนคร ประกอบด้วย (1) ศึกษาแนวคิด ทฤษฎี และเอกสารงานวิจัยที่เกี่ยวข้อง (2) นำร่างรูปแบบเพื่อเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ไปให้ผู้ทรงคุณวุฒิ 5 คน พิจารณาและระยะที่ 2 การตรวจสอบความเหมาะสมของรูปแบบที่พัฒนาขึ้นกลุ่มตัวอย่างที่ใช้เป็นผู้บริหารสถานศึกษา และครูผู้สอน ในโรงเรียนสังกัดเทศบาลนครสกลนคร ปีการศึกษา 2560 จำนวน 108 คน ซึ่งได้มาด้วยการสุ่มแบบแบ่งชั้นแบบไม่เป็นสัดส่วน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าดัชนีความสอดคล้องระหว่าง 0.80 - 1.00 ค่าอำนาจจำแนกระหว่าง 0.23 – 0.85 และค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.97 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. รูปแบบเพื่อเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ สำหรับครูในโรงเรียนสังกัดเทศบาลนครสกลนคร ประกอบด้วย 4 องค์ประกอบ คือ 1) ปัจจัยที่เอื้อต่อความสำเร็จในการเสริมสร้างสมรรถนะของครู ได้แก่ การสนับสนุนจากหน่วยงานต้นสังกัด ภาวะผู้นำของผู้บริหาร ความพร้อมและความมุ่งมั่นในการพัฒนาตนเองของครู การนิเทศของผู้บริหารสถานศึกษา และความเชี่ยวชาญของวิทยากร 2) ขอบข่ายสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ มี 3 ด้าน คือ ด้านการวัดและประเมินผลตามสภาพจริง ด้านการนำผลการประเมินไปใช้ปรับปรุงการจัดการเรียนรู้และหลักสูตร และด้านการสร้างและหาคุณภาพเครื่องมือวัดผลการเรียนรู้ 3) กระบวนการเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ มี 4 ขั้น คือ ขั้นการสำรวจความต้องการ ขั้นการวางแผนกำหนดเป้าหมาย ขั้นการดำเนินการเสริมสร้าง จำแนกเป็นการเสริมสร้างโดยองค์กร และการเสริมสร้างโดยตนเอง และขั้นการประเมินผล 4) ผลการเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ ประกอบด้วย ครูมีความรู้ความเข้าใจในการวัดและประเมินผลการเรียนรู้ ครูมีทักษะในการวัดและประเมินผลการเรียนรู้ และครูมีเจตคติที่ดีต่อการวัดและประเมินผลการเรียนรู้                  

2. รูปแบบเพื่อเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ สำหรับครูในโรงเรียนสังกัดเทศบาลนครสกลนคร มีความเหมาะสมโดยรวมในระดับมาก ( = 4.28, S.D. = 0.45)

The objectives of this study were to develop and examine a learning outcomesof measurement and evaluation capacity building model for teachers in schools under Sakon Nakhon City Municipality. The study was conducted in 2 phases. The first phase was the development of a learning outcomesof measurement and evaluation capacity building model for teachers in schools under Sakon Nakhon City Municipality, which comprised the following process: (1) the study of relevant concepts, theories, documents and researches and (2) the deliberation on the draft model by 5 experts. The second phase was the appropriateness examination of the developed model. The sample group consisted of 108 school directors and teachers in schools under Sakon Nakhon City Municipality in the academic year B.E. 2560, selected through disproportionate stratified random sampling. The tool of choice in data collection was a 5 - level rating scale questionnaire with IOC between 0.80 - 1.00, discrimination value between 0.23 - 0.85 and overall reliability value at 0.97. Statistics implemented in data analysis were mean and standard deviation.

The findings were as follows:

1. The developed learning outcomes of measurement and evaluation capacity building model for teachers in schools under Sakon Nakhon City Municipality comprises 4 factors, which are 1) factors contributing to the success of capacity building, such as support from original affiliation, school director leadership, readiness and determination in self - development of teachers, school director supervision and lecturer expertise; 2) scope of learning outcomes of measurement and evaluation capacity, which consists of 3 aspects namely, authentic measurement and evaluation,  the implementation of measurement and evaluation results for learning management and curriculum improvement and the building and quality defining of learning outcomes measurement tools; 3) capacity building processon measurement and evaluation, comprises 4 steps namely, need assessment, planning and goal setting, capacity building operation, which could be further classified into capacity building by organization and self - capacity building and evaluation; 4) the result of learning outcomes of measurement and evaluation capacity building, which consists of,  teachers' understanding in learning outcomes of measurement and evaluation, teachers' skills in learning outcomes of measurement and evaluation capacity building and teachers' positive attitude towards learning outcomes of measurement and evaluation capacity building.

2. The developed learning outcomes of measurement and evaluation capacity building model for teachers in schools under Sakon Nakhon City Municipality has an overall appropriateness at a high level ( = 4.28, S.D. = 0.45)
