การวิจัยครั้งนี้มีความมุ่งหมายเพื่อพัฒนาและตรวจสอบความเหมาะสมของรูปแบบการนิเทศการสอนที่ส่งผลต่อคุณภาพผู้เรียนในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 เป็นการวิจัยแบบผสมผสาน การวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาแนวคิด ทฤษฎี และสังเคราะห์เอกสารงานวิจัยที่เกี่ยวข้อง การสอบถามความคิดเห็นของผู้ทรงคุณวุฒิ จำนวน 5 คน ซึ่งได้มาโดยเลือกแบบเจาะจง และระยะที่ 2 การศึกษาความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอนในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ประจำปีการศึกษา 2559 จำนวน 327 คน ได้มาโดยการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้รวบรวมข้อมูลเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าอำนาจจำแนกระหว่าง 0.45-0.91 และค่าความเชื่อมั่นเท่ากับ 0.99 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ ค่าเฉลี่ย () และส่วนเบี่ยงเบนมาตรฐาน (S.D.)

ผลการวิจัยพบว่า

1. รูปแบบการนิเทศการสอนที่ส่งผลต่อคุณภาพผู้เรียนในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ประกอบด้วย 4 องค์ประกอบ ได้แก่ ปัจจัยสนับสนุนการนิเทศ กระบวนการนิเทศการสอนในขอบข่ายการนิเทศการสอน ผลของการนิเทศการสอน และคุณภาพผู้เรียน

2. รูปแบบการนิเทศการสอนที่ส่งผลต่อคุณภาพผู้เรียนในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน ทั้งโดยภาพรวมและรายด้านอยู่ในระดับมากที่สุด เมื่อจัดลำดับค่าเฉลี่ยจากมากไปหาน้อย ดังนี้ คุณภาพผู้เรียน ปัจจัยสนับสนุนการนิเทศ ผลของการนิเทศการสอน กระบวนนิเทศการสอนในขอบข่ายการนิเทศการสอน ตามลำดับ

The objectives of this study were to develop and examine the suitability  of an instructional supervision model affecting student quality in schools under Nakhon Phanom Primary Educational Service Area Office 2. The study was conducted in a mixed method research which could be divided into 2 phases. The first phase was the study of relevant concepts and theories, the synthesis of relevant articles and researches, and the inquiry of 5 experts' opinions, selected by purposive sampling. The second phase was the study of school directors and teachers in schools under Nakhon Phanom Primary Educational Service Area Office 2 in the academic year B.E. 2559, totally 327, selected by multi-stage random sampling. The tool used in data collection was a 5-level rating scale questionnaire with discrimination power between 0.45 - 0.91 and reliability value at 0.99. Statistics implemented in data analysis were frequency, percentage, mean and standard deviation (S.D.)

The research results were as follows:

1. The developed instructional supervision model affecting student quality in schools under Nakhon Phanom Primary Educational Service Area Office 2 comprised of 4 elements, namely 1) supporting factors; 2) instructional supervision implementations process; 3) results; 4) student quality.

2. The Development of an Instructional Supervision Model Affecting Student’s Quality in Schools under Nakhon Phanom Primary Educational Service Area Office 2, namely school directors and teachers, both in an overall and in each element, was at the highest level. Each element could be ranked from the highest to the lowest mean value as follows: student quality, supporting factors of instructional supervision, instructional supervision results and instructional supervision process implementations.
