การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษา 1) ประสิทธิผลตามยุทธศาสตร์การมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ 2) ปัจจัยที่มีอิทธิพลต่อประสิทธิผลตามยุทธศาสตร์การมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ 3) สร้างข้อเสนอเชิงนโยบายของประสิทธิผลตามยุทธศาสตร์การมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ และ 4) นำข้อเสนอเชิงนโยบายของประสิทธิผลตามยุทธศาสตร์การมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ ไปสู่การปฏิบัติ ใช้ระเบียบวิธีวิจัยแบบผสมผสาน กลุ่มตัวอย่างที่ใช้ในการวิจัย ประกอบด้วย หัวหน้าสถานีตำรวจ, เจ้าหน้าที่ตำรวจชุดปฏิบัติการชุมชนและมวลชนสัมพันธ์ของสถานีตำรวจ, คณะกรรมการตรวจสอบและติดตามการบริหารงานตำรวจของสถานีตำรวจ และเครือข่ายการปฏิบัติงานของตำรวจ ในเขตพื้นที่ตำรวจภูธรภาค 4 เครื่องมือที่ใช้ในการวิจัย การวิจัยเชิงปริมาณใช้แบบสอบถามเก็บรวบรวมข้อมูล การวิจัยเชิงคุณภาพใช้การสนทนากลุ่ม การสัมภาษณ์เชิงลึก สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า 

1. ประสิทธิผลการปฏิบัติงานตามยุทธศาสตร์การมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจในเขตพื้นที่ตำรวจภูธรภาค 4 โดยภาพรวมอยู่ในระดับมาก (ค่าเฉลี่ย 4.19) ขณะที่ปัจจัยภาวะผู้นำเชิงกลยุทธ์ ปัจจัยวัฒนธรรมองค์การ และปัจจัยการมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ มีอิทธิพลต่อประสิทธิผลตามยุทธศาสตร์การมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ โดยภาพรวมอยู่ในระดับมาก มีค่าเฉลี่ย 4.20, 4.19 และ 3.98 ตามลำดับ

2. ปัจจัยวัฒนธรรมองค์การ ปัจจัยการมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ และปัจจัยภาวะผู้นำเชิงกลยุทธ์ ในเขตพื้นที่ตำรวจภูธรภาค 4 มีอิทธิพลต่อประสิทธิผลตามยุทธศาสตร์การมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ มีนัยสำคัญทางสถิติที่ระดับ .05 โดยมีค่าความสัมพันธ์ (R) เท่ากับ .894 รวมทั้งปัจจัยดังกล่าว สามารถร่วมกันทำนายประสิทธิผลตามยุทธศาสตร์การมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ ได้ร้อยละ 79.80 มีค่าอิทธิพลการทำนายที่ 0.679, 0.137 และ 0.115 ตามลำดับ

3. ข้อเสนอเชิงนโยบายของประสิทธิผลตามยุทธศาสตร์การมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ ในเขตพื้นที่ตำรวจภูธรภาค 4 ได้แก่ การพัฒนาปรับปรุงรูปแบบวิธีการปฏิบัติงานการเข้ามามีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ การพัฒนาปรับโครงสร้างกฎหมาย กฎ ระเบียบ คำสั่ง และข้อบังคับต่าง ๆ ที่เกี่ยวข้องให้เอื้อต่อการปฏิบัติงาน และการพัฒนาปรับกระบวนทัศน์การปฏิบัติงานป้องกันอาชญากรรมไปสู่นวัตกรรมใหม่ของสถานีตำรวจ

4. การนำข้อเสนอเชิงนโยบายของประสิทธิผลตามยุทธศาสตร์การมีส่วนร่วมของประชาชนและเครือข่ายการปฏิบัติงานของตำรวจ ในเขตพื้นที่ตำรวจภูธรภาค 4 ไปสู่การปฏิบัติ สามารถนำไปปฏิบัติได้จริง กลุ่มเป้าหมายเห็นชอบข้อเสนอเชิงนโยบายตามโครงการที่นำไปใช้ร้อยละ 100

The purposes set for this study included the following: 1) to investigate the effectiveness of the strategies for the participation from the people and the network of police operations in the Provincial Police Region 4, 2) to explore the factors related to the effectiveness of the strategies for the participation from the people and the network of police operations in the Provincial Police Region 4, 3) to create policy recommendations of the effectiveness of the strategies for the participations from the people and the network of police operations in the Provincial Police Region 4, 4) to bring the policy recommendations of the effectiveness of the strategies for the participation from the people and the network of police operations into practice in the jurisdiction of the Provincial Police Region 4. The study employed mixed methods research approach. The research population was a total of 2,950 persons which incorporated the chiefs of the police stations, community police officers and public relations police officers of police stations, and committee for investigating and monitoring the police administration of police stations under the Provincial Police Region 4. Deploying multi-stage sampling technique, 354 samples had been obtained from the population. The instrument used in data collection was a questionnaire. Statistics adopted for data analysis were frequency, percentage, mean, standard deviation, Pearson’s correlation coefficient, and multiple regression analysis.

The study unveiled the following results:

1. The overall effectiveness of the strategies for the participation from the people and the network of police operations in the Provincial Police Region 4 was at the high level (mean = 4.19). At the same time, factors of strategic leadership, organizational culture, and participation from the people impacted on the effectiveness of participation from the people and the network of police operations, as a whole, at high levels with the mean scores of 4.20, 4.19 and 3.98 respectively.

2. Factors of organizational culture, participation from the people and network of police operations, and strategic leadership in the Provincial Police Region 4 significantly influenced the effectiveness of participation from the people and the network of police operations at .05 statistical level with the value of correlation ( R) .894. Moreover, these factors had the power to predict the effectiveness of participation from the people and the network of police operations 79.80% or each factor had the prediction power of the effectiveness of participation from the people and the network of police operations at 0.679, 0.137 and 0.115 respectively.

3. The proposed policy recommendations of the effectiveness of the strategies for the participation from the people and the network of police operations in the Provincial Police Region 4 comprised the development and improvement of the performance model of the participation from the people and the network of police operations; the development of the structures of laws, regulations, orders, and rules to become suitable for conducting the duties and functions of the officers and the people; and the adjustment of the police’s attitudes towards crime prevention and the transformation of the police stations to base their services and operations on technology and innovations. 

4. The proposed policy recommendations of the effectiveness of the strategies for the participation from the people and the network of police operations in the jurisdiction of the Provincial Police Region 4 were applicable and practical. The target group agreed with the policy recommendations proposed by the research study 100%.
