การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพและปัญหาการพัฒนาการดำเนินงาน ระบบดูแลช่วยเหลือนักเรียนโรงเรียนบ้านท่าค้อ (ชุณห์ประสาทศิลป์) 2) ศึกษาทางเลือกที่เหมาะสมในการพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนและ 3) ศึกษาผลการพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียน กลุ่มเป้าหมายผู้ร่วมดำเนินงาน จำนวน 66 คน กลุ่มเป้าหมายที่เป็นนักเรียน จำนวน 100 คน และเครื่องมือที่ใช้เก็บรวมรวมข้อมูลเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหา

ผลของการวิจัย พบว่า

1. สภาพและปัญหาการพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนโรงเรียนบ้านท่าค้อ (ชุณห์ประสาทศิลป์) มีดังนี้

1.1 มีการดำเนินงานในระบบช่วยเหลือนักเรียนหลายกิจกรรม เช่น การทำความสะอาดเวรประจำวัน การทำความสะอาดห้องสมุด ห้องพักครู ห้องพยาบาล โรงอาหารห้องน้ำและบริเวณอื่นที่ได้รับมอบหมาย

1.2 ปัญหาการดำเนินงานที่พบ คือ นักเรียนไม่เก็บขยะบริเวณรอบโรงเรียนไม่ทิ้งขยะลงในถังขยะและปัญหาการพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียน คือ นักเรียนแสดงออกซึ่งพฤติกรรมที่ไม่เหมาะสม ครูยังไม่มีแนวทางในการพัฒนาพฤติกรรมของนักเรียน คาบสอนของครูเกินไป และไม่มีเวลาดูแลนักเรียนเท่าที่ควร

2. ผลการศึกษาทางเลือกที่เหมาะสมในการพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนโรงเรียนบ้านท่าค้อ (ชุณห์ประสาทศิลป์) จากการระดมความคิดเห็นร่วมกัน ได้ข้อสรุปในการดำเนินการในครั้งนี้ คือ จัดเป็นโครงการพัฒนา 4 โครงการ ได้แก่ โครงการเด็กดีศรีท่าค้อ โครงการลูกเสือและเนตรนารี โครงการพัฒนาห่างไกลยาเสพติด และโครงการจิตอาสาต่อชุมชน

3. ผลการพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียน พบว่า ในวงรอบที่ 1 อยู่ในระดับปานกลางทุกด้านและวงรอบที่ 2 พบว่า โดยรวมอยู่ในระดับมากทุกด้าน มีการพัฒนาด้านนักเรียน คือ มีระเบียบวินัย ความรับผิดชอบ จิตสาธารณะ และความมีน้ำใจ เอื้อเฟื้อเผื่อแผ่ ส่วนด้านครู มีความรู้และทักษะในการดำเนินงานระบบดูแลช่วยเหลือนักเรียนเพิ่มขึ้น

The purposes of this research were: 1) to examine the conditions and problems concerning the operational development of student assistance system in Thakhor (Chunprasarts) school under the Office of Nakhon Phanom Primary Education Service Area 1; 2) to explore the appropriate alternatives for the operational development of student assistance system; and 3) to study the effects after the intervention. The target group participating in the school operation of student assistance system involved 66 persons. The development group consisted of 100 students. The research tool for data collection was a 5-level rating scale questionnaire. The statistics for data analysis were frequency, percentage, mean, standard deviation and content analysis.

The findings were as follows:

1. The conditions and problems concerning the operational development of student assistance system in Thakhor (Chunprasarts) school revealed that:

1.1 The school has implemented several activities in terms of student assistance system, including cleaning activities: daily cleaning of classrooms, a library, teacher offices, a First Aid room, canteens and other assigned areas.

1.2 The operational problems revealed that the students did not collect the trash around schools and litter in designated bins. The problems concerning the development of school operation on student assistance system involved student inappropriate behaviors, teaching workload and limited care time for students. In addition, the teachers did not have the guidelines for improving student behaviors.

2. The comparison results, obtained through brainstorming session, revealed that the appropriate alternatives for the student assistance system involved the four development programs, including good student projects, projects for boy scouts and girl guides, drug prevention projects, community volunteer projects.

3. The results after the intervention revealed that in the first spiral, the school operation was at the moderate level in all aspects. In the second spiral, the school operation as a whole was at a high level in all aspects. The students demonstrated their better disciplines, responsibility, public mindedness, and generosity and kindness. In addition, the teachers gained knowledge and skills in operating the student assistance system.
