การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพและปัญหาการพัฒนาแหล่งเรียนรู้ 2) ได้แนวทางการพัฒนาแหล่งเรียนรู้ 3)  เพื่อติดตามผลการพัฒนาแหล่งเรียนรู้ของโรงเรียนบ้านข่าพิทยาคม สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22  กลุ่มเป้าหมายประกอบด้วย กลุ่มผู้ร่วมวิจัย จำนวน 10 คนประกอบด้วย ผู้วิจัย หัวหน้ากลุ่มสาระการเรียนรู้ ครูผู้รับผิดชอบห้องสมุด และกลุ่มผู้ให้ข้อมูล จำนวน 27 คน กลุ่มเป้าหมายการพัฒนา คณะครูโรงเรียนบ้านข่าพิทยาคม ปีการศึกษา 2556 ที่เข้าร่วมวิจัยโดยใช้กระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม โดยกระบวนการวิจัยจะใช้รูปแบบ การวิจัยเชิงปฏิบัติการดำเนินการ 2 วงรอบแต่ละวงรอบประกอบด้วย 4 ขั้นตอนได้แก่ขั้นการวางแผน ขั้นการปฏิบัติการ ขั้นสังเกตการณ์ ขั้นสะท้อนกลับ  เครื่องมือที่ใช้ได้แก่ แบบสัมภาษณ์ แบบประเมิน แบบสอบถามความพึงพอใจ แบบบันทึกการประชุม แบบสังเกต การวิเคราะห์ข้อมูลโดยหาค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ค่าร้อยละความก้าวหน้า และวิเคราะห์เชิงเนื้อหา 

  ผลการวิจัยพบว่า

  1. ผลการศึกษาสภาพและปัญหา เกี่ยวกับการพัฒนาแหล่งเรียนรู้ในโรงเรียนบ้านข่าพิทยาคม สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 พบว่า

1.1 สภาพ โรงเรียนมีแหล่งเรียนรู้ที่หลายแต่มีการสภาพไม่เหมาะสมขาดการดูแลเอาใจใส่ อุปกรณ์ไม่ทันสมัย และมีสภาพไม่เอื้อต่อการจัดการเรียนรู้

1.2 ปัญหา พบว่า การบริหารและจัดการใช้แหล่งเรียนรู้ยังขาดประสิทธิภาพ เนื่องจากงบประมาณไม่เพียงพอ ครูที่รับผิดชอบมีภาระการสอนมาก จึงไม่มีเวลาดูแลรับผิดชอบแหล่งเรียนแต่ละแห่งอย่างเต็มที่ ทำให้ครูและนักเรียนไปใช้แหล่งเรียนรู้ไม่มากเท่าที่ควร 

2. แนวทางแนวทางการพัฒนาแหล่งเรียนรู้ในโรงเรียนบ้านข่าพิทยาคม สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 จากการประชุมวางแผนของผู้วิจัยและผู้ร่วมวิจัย ที่ประชุมมีมติให้กำหนดแนวทางแนวทางการพัฒนาแหล่งเรียนรู้ในโรงเรียนบ้านข่าพิทยาคม สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22  ด้วยแนวทางดังนี้ 1) การศึกษาดูงานนอกสถานศึกษาโรงเรียนตัวอย่าง 2) การประชุมเชิงปฏิบัติการเพื่อส่งเสริมการใช้แหล่งเรียนรู้ 3) การพัฒนาแหล่งเรียนรู้ในโรงเรียน 4) การนิเทศภายใน 

3. ผลการติดตามและการประเมินผลการพัฒนาแหล่งเรียนรู้ในโรงเรียนบ้านข่าพิทยาคม สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 พบว่า

  3.1 ครูมีความรู้ความเข้าใจและมีประสบการณ์ในการพัฒนาแหล่งเรียนรู้ เพิ่มขึ้น และทราบแนวทางพัฒนาแหลางเรียนรู้ที่ตนรับผิดชอบ

3.2 ผลการดำเนินการพัฒนาแหล่งเรียนรู้ พบว่า มีการปรับเปลี่ยนระบบการบริหารจัดการ ระบบดูแล และสภาพแวดล้อมแต่ละแหล่งเรียนรู้ให้ดีขึ้น จากผลการประเมินอยู่ในระดับมาก มีความพึงพอใจของผู้ใช้บริการอยู่ในระดับมากทุกห้อง

The purposes of this research were: 1) to investigate the current conditions and problems for using the school learning resources, 2) find out guideline to develop the school  learning resources, 3) follow up and evaluate the school learning resources in Ban Kha Pittayakhom School under the  Secondary Educational Service Area Office 22. The target group conditioned of the researcher, 10 co-researchers, the teacher in charge and 27 respondents. The 2- spiral action research with 4 phases in each spiral comprising planning, action, observation and reflection was applied. The instruments in this study were composed   from of interview, a set of questionnaires, from of satisfaction assessment, meeting minutes and  from of observation. Quantitative data were analyzed using mean, percentage, standard deviation, Percentage of progress. In case of qualitative data, Content Analysis was employed.

The finding of this research were as follows:

  1. The results of the investigation of the current conditions and problems for using the school learning resources in Ban Kha Pittayakhom School under the Secondary Educational Service Area Office 22 could be concluded that : 

  1.1 The states the teachers faced a lack of knowledge understanding and experiences in running the Development of school learning resource. And lack of who take care of school learning resource and them had low technology for use. 

  1.2 The problems on the teachers in charge were that they faced a lack of knowledge and skills to development and they have not a free time for take care. So that low using each the school learning source.

2. The guidelines to Develop the Management of the Learning Resources in Ban Kha Pittayakhom School under the Secondary Educational Service Area Office 22 comprised 1) a study tour to a model school, 2) a workshop to promote the school learning resources, 3) development of the school learning resources, and 4) internal supervision.

3. The effects of the development school learning source in Ban Kha Pittayakhom School under the Secondary Educational Service Area Office 22 that: 

  3.1 District that teachers have knowledge and experience in providing school learning source. Guild line for development school learning source.

  3.2 The change on administration and manage of school learning resource : environment, resource amount, high level. And Statistics of using each learning resource in were increasing.
