การวิจัยครั้งนี้มีความมุ่งหมาย เพื่อพัฒนาตัวบ่งชี้ความไว้วางใจต่อผู้บริหารโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ และเพื่อตรวจสอบความสอดคล้องของโมเดลโครงสร้างตัวบ่งชี้ความไว้วางใจต่อผู้บริหารโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์การดำเนินการมีสามระยะ ประกอบด้วย ระยะแรก การกำหนดกรอบแนวคิดการวิจัยและร่างตัวบ่งชี้ความไว้วางใจต่อผู้บริหารโรงเรียนประถมศึกษา โดยการสังเคราะห์เอกสารและงานวิจัย การสัมภาษณ์ผู้ทรงคุณวุฒิ ระยะที่สอง การพัฒนาตัวบ่งชี้ความไว้วางใจต่อผู้บริหารโรงเรียนประถมศึกษา โดยใช้เทคนิคเดลฟายแบบปรับปรุง 3 รอบ ระยะที่สาม การตรวจสอบความสอดคล้องของโมเดลโครงสร้างตัวบ่งชี้ความไว้วางใจต่อผู้บริหารโรงเรียนประถมศึกษา ที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ เก็บข้อมูลกับกลุ่มตัวอย่างผู้บริหารโรงเรียนประถมศึกษา 420 คน โดยใช้แบบสอบถามแบบมาตรวัดประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลด้วยโปรแกรมสำเร็จรูปทางสถิติ วิเคราะห์ข้อมูลด้วยการวิเคราะห์องค์ประกอบเชิงยืนยัน 

ผลการวิจัยพบว่า

1. ตัวบ่งชี้ความไว้วางใจต่อผู้บริหารโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ ประกอบด้วย 6 องค์ประกอบหลัก 28 องค์ประกอบย่อย 141 ตัวบ่งชี้ จำแนกเป็นสมรรถนะของผู้บริหาร(Competency) 37 ตัวบ่งชี้ คุณธรรมนำชีวิตของผู้บริหาร (Morality) 24 ตัวบ่งชี้ จิตลักษณะของคนดีของผู้บริหาร (Characteristics) 20 ตัวบ่งชี้ ภาวะผู้นำของผู้บริหาร (Leadership) 24 ตัวบ่งชี้ การปรับปรนของผู้บริหาร (Assimilation) 20 ตัวบ่งชี้ และคุณลักษณะของผู้บริหาร (Features) 16 ตัวบ่งชี้

2. โมเดลโครงสร้างตัวบ่งชี้ความไว้วางใจต่อผู้บริหารโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือมีความสอดคล้องกับข้อมูลเชิงประจักษ์ค่าไคสแควร์ (Chi-Square) เท่ากับ 230.56 ค่าองศาอิสระ (df) เท่ากับ 199 ค่านัยสำคัญทางสถิติ (P-value) เท่ากับ0.06198 ค่าดัชนีที่วัดความกลมกลืน (GFI) เท่ากับ 0.96 ระดับความกลมกลืนที่ปรับแก้แล้ว (AGFI) เท่ากับ 0.92 ค่าความคลาดเลื่อนจากการประมาณค่าพารามิเตอร์ (RMSEA) เท่ากับ 0.019(Chi-Square=230.56, df=199, P-value=0.06198, RMSEA=0.019, GFI=0.96,AGFI =0.92) ซึ่งเป็นไปตามสมมุติฐานที่ตั้งไว้

The purposes this study were to develop the trust indicators toward the administrators of school in the northeast under the Office of the Basic Education commission and to test goodness of fit between the developed structural equation model (SEM) of trust indicators toward the administrators of Administration Trust and the  empirical data. The study was conducted into four phases: phase 1-the establishment of conceptual framework in research and doing a draft the of trust indicators toward the administrators of school under Northeast through synthesis of documents and research, and interview with experts, phase 2-the development of trust indicators toward the administrators of school in the northeast under the Office of the Basic Education Commission through the Modified Delphi Technique with 3-time revisions; phase 3-the test of goodness of fit between the SEM of trust indicators toward the administrators and the empirical data. The data were collected from a sample of 420 administrators by using a 5-rating scale questionnaire. The collected data were analyaed by a statistical package program with confirmatory factor analysis (CFA).

The results revered:

1. The trust indicators toward the administrators of school trust in the northeast under the Office of the Basic Education Commission consisted of 6 main eliment, 28 sub-eliments, and 141 indicatars. which were divided into 37 indicators of competency, 24 indicators of morality, 20 indicators of psychological characteristics, 24 indicators of leadership, 20 indicators of assimilation, and 16 indicators of the features.

2. The SEM of trust indicators toward the administrators of school in the northeast under the Office of the Basic Education Commission has goodness of fit with the empirical data by having Chi-square = 230.56. degrees of freedom (df) = 199. (P-value) =0.06198 goodness of fit index (GFI) = 0.96. adjusted goodness of fit index (AGFI) = 0.92. and root mean square error of approximation (RMSEA) =0.019. (Chi-Square=230.56, df=199, P-value=0.06198, RMSEA=0.019, GFI=0.96, AGFI =0.92). The results confirmed the hypothesis stated.
