การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษา เปรียบเทียบ หาความสัมพันธ์ และ หาอำนาจพยากรณ์ของปัจจัยด้านภาวะผู้นำของผู้บริหารโรงเรียนที่ส่งผลต่อประสิทธิผลของโรงเรียน สังกัดองค์การบริหารส่วนจังหวัดสกลนคร และหาแนวทางการส่งเสริมภาวะผู้นำของผู้บริหารโรงเรียนเพื่อยกระดับประสิทธิผลของโรงเรียน สังกัดองค์การบริหารส่วนจังหวัดสกลนคร กลุ่มตัวอย่างเป็นผู้บริหารโรงเรียน ครูผู้สอน และคณะกรรมการสถานศึกษาขั้นพื้นฐาน โรงเรียนสังกัดองค์การบริหารส่วนจังหวัดสกลนคร ปีการศึกษา 2557 จำนวน 143 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า ซึ่งมี 2 ตอน คือ ปัจจัยด้านภาวะผู้นำของผู้บริหารโรงเรียน        มีค่าอำนาจจำแนกอยู่ระหว่าง 0.23 – 0.79 มีค่าความเชื่อมั่น 0.97 และประสิทธิผลของโรงเรียน มีค่าอำนาจจำแนกอยู่ระหว่าง 0.25 – 0.93 มีค่าความเชื่อมั่น 0.99 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยใช้การวิเคราะห์ความแปรปรวนทางเดียว (F-test) ชนิด One-Way ANOVA การวิเคราะห์ค่าสหสัมพันธ์แบบเพียร์สัน (Pearson’s Product Moment Correlation)      การวิเคราะห์การถดถอยพหุคูณ (Multiple Regression Analysis) โดยใช้วิธีวิเคราะห์ Stepwise

ผลการวิจัยพบว่า

1.  ระดับความคิดเห็นเกี่ยวกับภาวะผู้นำของผู้บริหารโรงเรียน สังกัดองค์การบริหารส่วนจังหวัดสกลนคร โดยรวมอยู่ในระดับมาก

2.  ระดับความคิดเห็นเกี่ยวกับประสิทธิผลของโรงเรียน สังกัดองค์การบริหารส่วนจังหวัดสกลนคร โดยรวมอยู่ในระดับมาก

3.  ความคิดเห็นของผู้บริหารโรงเรียน ครูผู้สอน และคณะกรรมการสถานศึกษาขั้นพื้นฐานที่มีต่อภาวะผู้นำของผู้บริหารโรงเรียนสังกัดองค์การบริหารส่วนจังหวัดสกลนคร ทั้งโดยรวมและรายด้านไม่แตกต่างกัน

4.  ความคิดเห็นของผู้บริหารโรงเรียน ครูผู้สอน และคณะกรรมการสถานศึกษาขั้นพื้นฐานที่มีต่อประสิทธิผลของโรงเรียน สังกัดองค์การบริหารส่วนจังหวัดสกลนคร ทั้งโดยรวมและรายด้านไม่แตกต่างกัน

5.  ภาวะผู้นำของผู้บริหารโรงเรียนและประสิทธิผลของโรงเรียน สังกัดองค์การบริหารส่วนจังหวัดสกลนคร มีความสัมพันธ์กันในทางบวก อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 

6.  ปัจจัยด้านภาวะผู้นำของผู้บริหารโรงเรียน จำนวน 2 ด้าน คือ การมุ่งเน้นผลสำเร็จและการกระตุ้นการใช้ปัญญา มีอำนาจพยากรณ์ประสิทธิผลของโรงเรียนโดยรวม อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

7.  การวิจัยครั้งนี้ผู้วิจัยได้นำเสนอแนวทางในการส่งเสริมภาวะผู้นำของผู้บริหารโรงเรียนเพื่อยกระดับประสิทธิผลของโรงเรียน สังกัดองค์การบริหารส่วนจังหวัดสกลนคร ใน 2 ด้าน คือ การมุ่งเน้นผลสำเร็จและการกระตุ้นการใช้ปัญญา

This study aimed to investigate, compare and find out relationship and predicting power of factors of administrators, leadership affecting effectiveness of schools under Sakon Nakhon Provincial Administrative Organization and find out guidelines for developing factors of administrators, leadership, for upgrading effectiveness of schools under Sakon Nakhon Provincial Administrative Organization. The sampling group consisted of 143 school administrators, teacher and chairs of school boards in schools under  Sakon Nakhon Provincial Administrative Organization. A tool used to collect data was a rating scale questionnaire. The second set was factors of administrators, leadership affecting effectiveness of schools whose discrimination power values ranged from .23 to .79 and reliability coefficient was .97 and effectiveness of schools discrimination power values ranged from .25 to .93 and reliability coefficient was .99. Statistics employed included percentage, mean, standard deviation, F-test (One-Way ANOVA), Pearson’s Product Moment Correlation, and Stepwise Multiple Regression Analysis.

The findings were as follows :

1.  The factors of administrators, leadership was at the high level as a whole.

2.  The effectiveness of schools was at the high level as a whole.

3.  The factors of administrators, leadership in the perception of the school administrators, teachers and chairs of school boards showed no significant differences in general and in particular.

4.  The effectiveness of schools in the perception of the school administrators, teachers and chairs of school boards showed no significant differences in general and in particular.

5.  There was a virtual relationship between the factors of administrators, leadership and the effectiveness of schools under Sakon Nakhon Provincial Administrative Organization at the .01 level of significance.

6.  The second variable that could predict the effectiveness of schools under Sakon Nakhon Provincial Administrative Organization at the .01 level of significance.

7.  The researcher proposed the guidelines for developing factors of administrators, leadership, for upgrading effectiveness of schools under Sakon Nakhon Provincial Administrative Organization comprising: focusing on results, Intellectual stimulation.
