การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาและตรวจสอบความเหมาะสมของรูปแบบบริหารโรงเรียนมาตรฐานสากล สังกัดสานักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 การดาเนินการวิจัยในครั้งนี้ แบ่งออกเป็น 2 ระยะ ดังนี้ ระยะที่ 1 การพัฒนารูปแบบการบริหารมาตรฐานสากล โดยการสังเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้อง ในระยะที่ 2 ตรวจสอบคุณภาพของรูปแบบ กลุ่มตัวอย่างประกอบด้วยผู้บริหาร และครูผู้สอนในโรงเรียนมาตรฐานสากล สังกัดสานักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 โดยมีการสอบถามความคิดเห็นของกลุ่มตัวอย่างจานวน 192 คน ได้มาจาก การสุ่มหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามความคิดเห็น แบบมาตรส่วนประมาณค่า 5 ระดับ มีค่าอานาจจาแนกระหว่าง 0.50 - 0.98 และค่าความเชื่อมั่น 0.98 สถิติที่ใช้ในการวิเคราะห์ประกอบด้วย ความถี่ (Frequency) ค่าร้อยละ (Percentage) และส่วนเบี่ยงเบนมาตรฐาน (S.D.)

ผลการวิจัยพบว่า

1. รูปแบบการบริหารโรงเรียนมาตรฐานสากล ประกอบด้วยองค์ประกอบ ดังนี้ องค์ประกอบด้านปัจจัยที่ส่งผลต่อการบริหารโรงเรียนมาตรฐานสากล ประกอบด้วย 1) คุณภาพผู้บริหารโรงเรียน 2) คุณลักษณะของครู 3) คุณภาพผู้เรียน องค์ประกอบ ด้านการจัดการเรียนการสอนตามมาตรฐานสากล ประกอบด้วย 1) คุณภาพการบริหาร 2) คุณภาพของครู 3) ด้านการวิจัยและพัฒนา องค์ประกอบด้านกระบวนการบริหาร ด้วยคุณภาพ TQA (Thailand Quality Award) และองค์ประกอบด้านภาพความสาเร็จมหาวิทยาลัยราชภัฏสกลนครโรงเรียนมาตรฐานสากลประกอบด้วย 1) ความเป็นเลิศทางวิชาการ 2) การสื่อสารสองภาษา 3) ล้าหน้าทางความคิด 4) ผลิตงานอย่างสร้างสรรค์ และ 5) ร่วมกันรับผิดชอบต่อสังคมโลก

2. ผลการตรวจสอบความเหมาะสมของรูปแบบการบริหารโรงเรียนมาตรฐานสากล เมื่อคิดเป็นรายด้านพบว่าความคิดเห็นต่อรูปแบบการบริหารโรงเรียนมาตรฐานสากลอยู่ในระดับมากทุกองค์ประกอบ

The objectives of this study were to develop and assess the appropriateness of the author's administration model for world-class standard schools under the Secondary Educational Service Area Office 23. The study was conducted in 2 phases. Model development was carried out in the first phase, using the results from relevant documents and researches synthesis. The second phase was the assessment of model quality and appropriateness. The sample group, which comprised 192 school directors and teachers in world-class standard schools under the Secondary Educational Service Area Office 23 selected through multi-stage sampling, were enquired about their opinion on the author's model. The tool employed was a 5-level rating scale questionnaire with discrimination power between 0.50 - 0.98 and reliability value at 0.98. Statistics used were frequency, percentage and standard deviation (S.D.)

The study found that:

1. The author's administration model for world-class standard schools comprised the following components: 1) factors affecting world-class standard school administration, which consisted of (1) school director quality, (2) teacher characteristics, (3) student quality; 2) instructional management in accordance with world-class standards, which consisted of (1) administration quality, (2) teacher quality, มหาวิทยาลัยราชภัฏสกลนคร (3) research and development; 3) Thailand Quality Award (TQA) Administration Process and 4) image of success of world-class standard schools, which consisted of (1) academic excellence (smart), (2) bilingual communication (communication), (3) advanced thinking (thinking), (4) innovative performance (innovation), (5) shared responsibility towards global society (global citizenship).

2. From the appropriateness assessment result of the author's model, the opinion on every aspect was at a high level.
