การวิจัยครั้งนี้มีความมุ่งหมาย เพื่อ สร้างและพัฒนาตัวบ่งชี้ครูที่มีประสิทธิผลในสถานศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน และเพื่อทดสอบความสอดคล้องของตัวบ่งชี้ครูที่มีประสิทธิผลที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ กลุ่มตัวอย่าง ได้แก่ผู้บริหารสถานศึกษาและครูในสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน กระทรวงศึกษาธิการ จำนวน  660 คน ได้มาโดยใช้การสุ่มตัวอย่างแบบหลายขั้นตอน (Multistage Sampling) เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีค่าความตรงเชิงเนื้อหาอยู่ระหว่าง 0.60 - 1.00 และมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.99 วิเคราะห์ข้อมูลที่โดยโปรแกรมคอมพิวเตอร์สำเร็จรูป

ผลการวิจัยพบว่า

1. ผลการศึกษาพบว่าองค์ประกอบครูที่มีประสิทธิผลในสถานศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน มีองค์ประกอบหลัก 4 องค์ประกอบ องค์ประกอบย่อย 12 องค์ประกอบ และตัวบ่งชี้ จำนวน 76 ตัวบ่งชี้ ประกอบด้วย 1) องค์ประกอบหลักด้านความรู้ความสามารถ ประกอบด้วย องค์ประกอบย่อย 3 องค์ประกอบ และตัวบ่งชี้จำนวน 19 ตัวบ่งชี้ 2) องค์ประกอบหลักด้านทักษะการสอน ประกอบด้วย องค์ประกอบย่อย 3 องค์ประกอบ และตัวบ่งชี้จำนวน 16 ตัวบ่งชี้ 3) องค์ประกอบหลักด้านภาวะผู้นำทางวิชาการ ประกอบด้วย องค์ประกอบย่อย 3 องค์ประกอบ และตัวบ่งชี้จำนวน 20 ตัวบ่งชี้ และ 4) องค์ประกอบหลักด้านคุณธรรม จริยธรรม ประกอบด้วย องค์ประกอบย่อย 3 องค์ประกอบ และตัวบ่งชี้จำนวน 21 ตัวบ่งชี้

2. ผลการทดสอบความสอดคล้องของโมเดลความสัมพันธ์เชิงโครงสร้างตัวบ่งชี้ของครูที่มีประสิทธิผลในสถานศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน พบว่า โมเดลมีความสอดคล้องกับข้อมูลเชิงประจักษ์ (Chi-square = 27.80, df = 29, P-value = 0.53, GFI = 0.99, AGFI = 0.97, และ RMSEA = 0.00)

The purposes of this research were to construct and develop indicators for effective teachers in schools under the Office of the Basic Education Commission, and to validate the developed indicators for effective teachers with the empirical data. The sample group, obtained through multistage random sampling, was total of 660 participants, including school administrators and teachers under the Office of the Basic Education Commission, Ministry of Education. The instrument used in collecting data for this study was a five-level rating scale questionnaire with the reliability of 0.99 and its content validity ranging from 0.60 - 1.00. Data were analyzed by statistical software packages.

The findings were as follows:

1.  The four main components for effective teachers in schools under the Office of the Basic Education Commission consisted of 12 sub-components and 76 indicators: 1) Competencies involved three sub-components and 19 indicators; 2) Teaching Skills involved three sub-components and 16 indicators; 3) Instructional Leadership involved three sub-components and 20 indicators; and 4) Ethics and Morality involved three sub-components and 21 indicators.

2.  The effects after the validation of the structural relationship model of indicators for effective teachers with the empirical data revealed that the developed model was well fitted to the empirical data (Chi-square = 27.80, df = 29, P - value = 0.53, GFI = 0.99, AGFI = 0.97 and RMSEA = 0.00).
