การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) พัฒนารูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาภาคตะวันออกเฉียงเหนือ 2) ตรวจสอบความเหมาะสมของรูปแบบการบริหารงานวิชาการ ที่มีประสิทธิผลสำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ภาคตะวันออกเฉียงเหนือกับข้อมูลเชิงประจักษ์ และ 3) พัฒนาคู่มือการใช้รูปแบบการบริหาร งานวิชาการที่มีประสิทธิผลสำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ภาคตะวันออกเฉียงเหนือ ใช้วิธีวิจัยแบบผสมทั้งเชิงคุณภาพและเชิงปริมาณ การวิจัยแบ่งออกเป็น 4 ระยะ คือ ระยะที่ 1 การกำหนดกรอบแนวคิดของการวิจัย ดำเนินการ 2 ขั้นตอนคือ ขั้นตอนที่ 1 การศึกษาเอกสารและงานวิจัยที่เกี่ยวข้อง ขั้นตอนที่ 2 การวิเคราะห์ความต้องการจำเป็นในการพัฒนาการบริหารงานวิชาการของโรงเรียนขนาดเล็ก โดยการสอบถามผู้บริหารโรงเรียนขนาดเล็ก จำนวน 240 คน ระยะที่ 2 การสร้างและพัฒนารูปแบบ ดำเนินการขั้นตอน 2 คือ ขั้นตอนที่ 1 การสร้างรูปแบบ ดำเนินการใน 2 ส่วน คือ ส่วนที่ 1 การสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 9 คน ส่วนที่ 2 การศึกษาพหุกรณีโรงเรียนต้นแบบจำนวน 4 โรงเรียน ขั้นตอนที่ 2 การพัฒนารูปแบบ โดยการสัมภาษณ์ผู้เชี่ยวชาญ จำนวน 5 คน เพื่อตรวจสอบความถูกต้องและความเที่ยงตรงด้านเนื้อหาของรูปแบบ ระยะที่ 3 การตรวจสอบความเหมาะสมของรูปแบบ โดยการสอบถามความคิดเห็นของรองผู้บริหารสถานศึกษากลุ่มบริหารงานวิชาการ จำนวน 240 คน ระยะที่ 4 การพัฒนาคู่มือการใช้รูปแบบ โดยร่างคู่มือการใช้รูปแบบ นำเสนอผู้เชี่ยวชาญ จำนวน 5 คน เพื่อประเมินความเหมาะสมของคู่มือการใช้รูปแบบ และแก้ไขปรับปรุงคู่มือการใช้รูปแบบ

ผลการวิจัยพบว่า  

1. รูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ภาคตะวันออกเฉียงเหนือ มี 2 องค์ประกอบ ได้แก่ องค์ประกอบที่ 1 ขอบข่ายงานวิชาการที่ต้องพัฒนา มี 5 ด้าน ประกอบด้วย 1) การบริหารหลักสูตร 2) การจัดกระบวนการเรียนรู้ 3) การวิจัยเพื่อพัฒนาคุณภาพการศึกษา 4) การพัฒนาสื่อ นวัตกรรม และเทคโนโลยีเพื่อการศึกษา 5) การนิเทศการศึกษา และองค์ประกอบที่ 2 กระบวนการบริหารงานวิชาการ มี 3 ขั้นตอน ประกอบด้วย 1) การวางแผน 2) การดำเนินงาน และ 3) การประเมินผล 

2. รูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ภาคตะวันออกเฉียงเหนือ ที่พัฒนาขึ้นมีความสอดคล้องกับข้อมูลเชิงประจักษ์ โดยภาพรวมมีความเหมาะสมอยู่ในระดับมากที่สุด ทุกองค์ประกอบ 

3. คู่มือการใช้รูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ภาคตะวันออกเฉียงเหนือ มีความเหมาะสมในการนำไปใช้ในการบริหารงานวิชาการ โดยมีเนื้อหาประกอบด้วย คำชี้แจง ความเป็นมาและความสำคัญของรูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียนขนาดเล็ก วัตถุประสงค์ ประโยชน์ที่คาดว่าจะได้รับ และรูปแบบการบริหารงานวิชาการที่มีประสิทธิผลสำหรับโรงเรียนขนาดเล็ก

The objectives of this study were to 1) develop an effective academic administration model for small-sized schools under the Office of Secondary Educational Service area in the North-eastern region of Thailand, 2) examine the appropriateness of the developed model with the empirical data, and 3) develop a manual for the developed model. A mixed-methods research between qualitative and quantitative research was implemented in this study. The study was divided into 4 phases. The first phase was the research conceptual framework construction. This phase was conducted in 2 steps included the study of relevant documents and researches and the need assessment analysis in the academic administration development of small-sized schools, which was done by inquiring 240 small-sized school directors. The second phase was the model construction and development, which was conducted in 2 steps. The first step was the model construction by interviewing 9 experts and conducting multi-case studies on 4 outstanding schools. The second step was the model development by interviewing 5 experts to verify the accuracy and content validity of the model. The third phase was the model appropriateness verification which was done by inquiring the opinion of 240 school deputy directors in the academic affairs. Lastly, the fourth phase was the manual development for the developed model by drafting the manual, presenting the draft to be evaluated by 5 experts and editing and improving the manual.

The study yielded the following results:

1. The developed model on the effective academic administration for small-sized schools under the Office of Secondary Educational Service Area offices in the North-eastern region of Thailand comprised 2 components. The first component was the scope of academic work that needed development, totally 5 aspects, namely 1) curriculum administration, 2) learning process management, 3) research for educational quality development, 4) educational media, innovation and technology development, 5) educational supervision. The second component was the academic administration process, which consisted of 3 steps, namely 1) planning, 2) operation and 3) evaluation.

2. The developed model on the effective academic administration for small-sized schools under the Office of Secondary Educational Service Area offices in the North-eastern region of Thailand had a goodness-of-fit with the empirical data. In an overall, the appropriateness was at the highest in every components.

3. The manual for the developed model on the effective academic administration for small-sized schools under the Office of Secondary Educational Service Area in the North-eastern region of Thailand was suitable for the use in academic administration. The contents were as follows: explanation, background and importance of the developed model, objectives, expected benefits and the effective academic administration model for small-sized schools.
