การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) พัฒนารูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลของโรงเรียนมัธยมศึกษาขนาดกลางในภาคตะวันออกเฉียงเหนือ 2) ตรวจสอบความเหมาะสมของรูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลของโรงเรียนมัธยมศึกษาขนาดกลางในภาคตะวันออกเฉียงเหนือ 3) พัฒนาคู่มือการใช้รูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลของโรงเรียนมัธยมศึกษาขนาดกลางในภาคตะวันออกเฉียงเหนือ ใช้วิธีวิจัยแบบผสมทั้งเชิงคุณภาพและเชิงปริมาณ การวิจัยแบ่งออก เป็น 4 ระยะ คือ ระยะที่ 1 การสร้างรูปแบบ โดยการศึกษาเอกสารและงานวิจัยที่เกี่ยวข้อง การสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 9 คน และการศึกษาพหุกรณีโรงเรียนต้นแบบ จำนวน 4 โรงเรียน ระยะที่ 2 การพัฒนารูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลของโรงเรียนมัธยมศึกษาขนาดกลางในภาคตะวันออกเฉียงเหนือ โดยเทคนิคเดลฟายแบบปรับปรุง 3 รอบ ผู้เชี่ยวชาญ จำนวน 21 คน ระยะที่ 3 การตรวจสอบรูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลของโรงเรียนมัธยมศึกษาขนาดกลางในภาคตะวันออกเฉียงเหนือ โดยการสอบถามผู้บริหารสถานศึกษา จำนวน 50 คน ครู จำนวน 400 คน และประธานกรรมการสถานศึกษาขั้นพื้นฐาน จำนวน 50 คน รวมทั้งสิ้น 500 คน ระยะที่ 4 การจัดทำและตรวจสอบคู่มือการใช้รูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลของโรงเรียนมัธยมศึกษาขนาดกลางในภาคตะวันออกเฉียงเหนือ

ผลการวิจัยพบว่า  

1. รูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลของโรงเรียนมัธยมศึกษาขนาดกลางในภาคตะวันออกเฉียงเหนือ มี 3 องค์ประกอบ ได้แก่ 1) ปัจจัยที่เอื้อต่อการบริหารเชิงกลยุทธ์ มี 5 ด้าน ประกอบด้วย (1) ภาวะผู้นำของผู้บริหาร (2) การมีส่วนร่วมของผู้มีส่วนได้ส่วนเสีย (3) บรรยากาศขององค์กร (4) การพัฒนาบุคลากร และ (5) ทรัพยากรทางการบริหาร 2) กระบวนการบริหารเชิงกลยุทธ์ มี 4 ขั้นตอน ประกอบด้วย (1) การวิเคราะห์สภาพแวดล้อม (2) การกำหนดกลยุทธ์ (3) การนำกลยุทธ์ไปปฏิบัติ และ (4) การประเมินกลยุทธ์ 3) ประสิทธิผลของโรงเรียน มี 3 ด้าน ประกอบด้วย (1) ผลสำเร็จของการบริหาร (2) คุณภาพของผู้เรียน และ 3) ความพึงพอใจของผู้มีส่วนเกี่ยวข้อง

2. รูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลของโรงเรียนมัธยมศึกษาขนาดกลางในภาคตะวันออกเฉียงเหนือที่พัฒนาขึ้น โดยภาพรวมมีความเหมาะสมในระดับมากที่สุด (X̅= 4.93, S.D.= 0.29) เมื่อพิจารณาเป็นรายองค์ประกอบพบว่ามีความเหมาะสมในระดับมากที่สุดทั้ง 3 องค์ประกอบ เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อยได้ดังนี้ ประสิทธิผลของโรงเรียน (X̅= 4.97, S.D. = 0.18) กระบวนการบริหารเชิงกลยุทธ์ (X̅= 4.95, S.D. = 0.22) และปัจจัยที่เอื้อต่อการบริหารเชิงกลยุทธ์ (X̅ = 4.92, S.D. = 0.33) ตามลำดับ 

3. คู่มือการใช้รูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลของโรงเรียนมัธยมศึกษาขนาดกลางในภาคตะวันออกเฉียงเหนือ มีความถูกต้องด้านเนื้อหาอยู่ในระดับ มากที่สุด (X̅ = 4.94, S.D. = 0.11) และมีความเหมาะสมในการนำไปใช้อยู่ในระดับมากที่สุด (X̅ = 4.89, S.D. = 0.23) โดยมีเนื้อหาประกอบด้วย คำชี้แจง ความนำ องค์ประกอบของรูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลสำหรับโรงเรียนขนาดกลางในภาคตะวันออกเฉียงเหนือ การดำเนินงานตามรูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลของโรงเรียนมัธยมศึกษาขนาดกลางในภาคตะวันออกเฉียงเหนือ และ บทบาทและหน้าที่ของผู้มีส่วนเกี่ยวข้องกับการบริหารโรงเรียนมัธยมศึกษาขนาดกลางในภาคตะวันออกเฉียงเหนือ

This study aimed to 1) develop a strategic administration model affecting the effectiveness of middle-sized school under the Secondary Educational Service Area Offices in the Northeast  of Thailand; 2) examine the appropriateness of the developed model; 3) develop a manual in using the developed model. The study was conducted through a mixed methodology of quantitative research and qualitative research. The research conduction was divided into 4 phases. The first phase was the model building by studying relevant documents and literatures, interviewing 9 experts and conducting a multi-case studies on 4 outstanding schools. The second phase was the model development through an application of modified Delphi technique for three rounds with 21 experts. The third phase was the verification of the developed model by asking an opinion from 50 school directors, 400 teachers and 50 chairmen of the school boards, totally 500. The fourth phase was the making and verification of the manual in using the developed model.

The study found that:

1. The developed strategic administration model affecting the effectiveness of middle-sized school under the  Secondary Educational Service Area Offices in the Northeast of  Thailand comprised 3 components, which were 1) factors supporting strategic administration in schools, which could be categorized into 5 aspects, namely (1) school director leadership (2) stakeholders' participation (3) organizational environment (4) personnel development and (5) management resources; 2) strategic administration process, which consisted of 4 steps, namely (1) environmental analysis (2) strategy setting (3) strategy implementation (4) strategy assessment; 3) school effectiveness, which consisted of 3 aspects, namely (1) administrative success (2) student quality and (3) stakeholder satisfaction.

2. In an overall, the appropriateness of the developed model was at the highest level (X̅= 4.93, S.D.= 0.29). The appropriateness of each component was also at the highest level and could be prioritized by the mean value as follows: school effectiveness (X̅=4.97, S.D.=0.18), strategic administration process (X̅=4.95, S.D.=0.22) and factors supporting strategic administration in schools (X̅=4.92, S.D.=0.33).

3. The accuracy of the manual on the developed model was at the highest level (X̅=4.94, S.D.=0.11). The appropriateness of the manual on the developed model was at the highest level (X̅=4.89, S.D.=0.23). The content of the manual consisted of explanation, benefits, components of the developed strategic administration model affecting the effectiveness of middle-sized school under the Secondary Educational Service Area Offices in the of Northeast Thailand, backgrounds and importance of the developed strategic administration model affecting the effectiveness of middle-sized school under the  Secondary Educational Service Area Offices in the Northeast of Thailand and the role of stakeholders involved with the management of middle-sized school in the Northeast of  Thailand.
