การวิจัยครั้งนี้มีความมุ่งหมาย เพื่อ 1) ศึกษาสภาพปัญหาการบริหารงานการประกันคุณภาพภายใน 2) พัฒนากลยุทธ์การบริหารงานการประกันคุณภาพ 3) ตรวจสอบความเหมาะสมและความเป็นไปได้ของกลยุทธ์การบริหารงานการประกันคุณภาพภายในที่มีประสิทธิผลของโรงเรียนประถมศึกษาขนาดเล็ก กลุ่มเป้าหมายในการสัมภาษณ์เพื่อสร้างกลยุทธ์เป็นผู้ทรงวุฒิ จำนวน 9 คน กรณีศึกษาโรงเรียนที่มีกระบวนการบริหารงานการประกันคุณภาพภายใน ที่มีเกณฑ์คะแนนระดับดีมาก จำนวน 3 แห่ง และกลุ่มตัวอย่างในการตรวจสอบกลยุทธ์ จำนวน 1,436 คน เป็นผู้อำนวยการโรงเรียน หัวหน้าฝ่ายวิชาการ ผู้รับผิดชอบงานประกันคุณภาพภายใน และครูผู้สอน กำหนดขนากลุ่มตัวอย่างโดยการเปิดตารางของ Krejcie & Morgan และสุ่มอย่างง่าย เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถามประมาณค่า 5 ระดับ สถิติที่ใช้วิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์เนื้อหา

ผลการวิจัย พบว่า

1. สภาพปัญหาการบริหารงานประกันคุณภาพภายในที่สำคัญมี 5 ด้าน คือ ด้านผู้มีส่วนได้ส่วนเสียไม่ได้เข้ามามีส่วนร่วมอย่างแท้จริง ด้านบุคลากรขาดการมีส่วนร่วมในระบบการประกันคุณภาพ ด้านไม่นำผลจากการประเมินมาปรับปรุงแก้ไขและพัฒนา ด้านปัญหาเกี่ยวกับครู และด้านปัญหาเกี่ยวกับข้อมูลสารสนเทศ

2. กลยุทธ์การบริหารงานการประกันคุณภาพภายในที่มีประสิทธิผลของโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ มี 4 กลยุทธ์ คือ กลยุทธ์ที่ 1 การส่งเสริมการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียและบุคลากร กลยุทธ์ที่ 2 การนำผลการประเมินงานการประกันคุณภาพภายในมาปรับปรุงแก้ไขและพัฒนา กลยุทธ์ที่ 3 การพัฒนาครูและบุคลากร กลยุทธ์ที่ 4 การจัดการระบบข้อมูลสารสนเทศ

3. กลยุทธ์การบริหารงานการประกันคุณภาพภายในที่มีประสิทธิผลของโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือที่พัฒนาขึ้นมีความเหมาะสมและความเป็นไปได้โดยรวมอยู่ในระดับมาก

The objectives of this study were to 1) investigate the challenges concerning internal quality assurance management; 2) develop an internal quality assurance management strategy and 3) examine the appropriateness and feasibility of the author’s effective internal quality assurance management strategy for small-sized primary schools. To develop the effective internal quality assurance management strategy, an interview with the target group of 9 scholars and a case study on 3 schools with a very good level score in internal quality assurance management process were conducted. A sample group of 1,436 school directors, chiefs/heads of academic section, personnel on internal quality assurance and teachers. The sample group size was determined by the application of Krejcie & Morgan’s Table and selected by simple random sampling. The tool employed in data collection was a 5-level rating scale questionnaire. Frequency, percentage, means, standard deviation and content analysis were the statistics applied in data analysis.

The study reveals the following findings.

1. There are 5 major challenges concerning internal quality assurance management, which are 1) lack of meaningful and inclusive participation from stakeholders; 2) lack of participation from concerned personal; 3) evaluation results are not being considered in work development and improvement; 4) issues concerning teachers and 5) issues on data and information. 

2. The author’s effective internal quality assurance management strategy for small-sized primary schools under the Office of the Basic Education Commission in the North-eastern Region of Thailand consists of 4 strategies, which are 1) the first strategy: the promotion of meaningful and inclusive participation from stakeholders and personnel; 2) the second strategy: the implementation of internal quality assurance management evaluation results in work development and improvement; 3) the third strategy: teacher and personnel development and 4) the fourth strategy: data and information system management.

3. The overall appropriateness and feasibility of the author’s effective internal quality assurance management strategy for small-sized primary schools under the Office of the Basic Education Commission in the North-eastern Region of Thailand is at a high level.
