การศึกษาครั้งนี้มีความมุ่งหมายเพื่อศึกษาเปรียบเทียบ หาความสัมพันธ์ และหาอำนาจพยากรณ์ ปัจจัยที่ส่งผลต่อภาวะผู้นำครูในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ  และหาแนวทางยกระดับภาวะผู้นำครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ โดยใช้กระบวนการวิจัยเชิงสหสัมพันธ์ (Correlational Research) กลุ่มตัวอย่างครั้งนี้ประกอบด้วย  ผู้บริหารโรงเรียนและครูผู้สอน จำนวน 358  คน  ปีการศึกษา  2559  เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ  ซึ่งแบ่งออกเป็น 2 ด้าน คือ ด้านปัจจัยที่ส่งผลต่อภาวะผู้นำครู มีค่าอำนาจจำแนกอยู่ระหว่าง  0.391 – 0.847  มีค่าความเชื่อมั่น  0.978  และด้านภาวะผู้นำครู  มีค่าอำนาจจำแนกอยู่ระหว่าง 0.673 – 0.851  มีค่าความเชื่อมั่น  0.983  สถิติที่ใช้ในการวิเคราะห์ข้อมูล  คือ  ค่าร้อยละ  ค่าเฉลี่ย  ส่วนเบี่ยงเบนมาตรฐาน  ทดสอบสมมติฐานโดยใช้  การวิเคราะห์  t-test, F-test  (One way ANOVA)  ใช้ค่าสหสัมพันธ์อย่างง่ายของเพียร์สัน (Pearson product-moment correlation) และการวิเคราะห์การถดถอยพหุคูณแต่ละขั้นตอน (Stepwise multiple regression analysis)

ผลการวิจัย  พบว่า

1. ความคิดเห็นของผู้บริหารและครูผู้สอนที่มีต่อปัจจัยที่ส่งผลต่อภาวะผู้นำครูและระดับภาวะผู้นำครูโดยภาพรวมอยู่ในระดับมาก

2. ความคิดเห็นของผู้บริหารและครูผู้สอน  ที่มีต่อปัจจัยส่งผลต่อภาวะผู้นำครูและระดับภาวะผู้นำครูในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ โดยภาพรวมไม่แตกต่างกัน

3. ความคิดเห็นของผู้บริหารและครูผู้สอนที่ปฏิบัติหน้าที่ในโรงเรียนที่มีขนาดแตกต่างกันมีความคิดเห็นเกี่ยวกับปัจจัยที่ส่งผลต่อภาวะผู้นำครูในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ  โดยภาพรวมไม่แตกต่างกัน แต่ความคิดเห็นเกี่ยวกับระดับภาวะผู้นำครูโดยภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ  .05

4. ความคิดเห็นของผู้บริหารและครูผู้สอนที่มีประสบการณ์ในการปฏิบัติงานที่แตกต่างกัน  มีความคิดเห็นเกี่ยวกับปัจจัยที่ส่งผลต่อภาวะผู้นำครู  และระดับภาวะผู้นำครูในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ โดยภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ  .05

5. ปัจจัยที่ส่งผลต่อภาวะผู้นำครูกับระดับภาวะผู้นำครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ  มีความสัมพันธ์กันทางบวกอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

6. ปัจจัยด้านกระบวนการ  ด้านเจตคติ  ด้านสิ่งแวดล้อม  และด้านบุคลากร มีอำนาจพยากรณ์ภาวะผู้นำครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ  โดยภาพรวมอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

7. การวิจัยครั้งนี้ผู้วิจัยได้เสนอแนวทางยกระดับภาวะผู้นำครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ ใน 4 ด้าน คือ ด้านกระบวนการ ด้านเจตคติ ด้านสิ่งแวดล้อม และด้านบุคลากร

The purposes of this research were to: compare and determine the relationship and the predictive power of factors affecting teachers’ leadership in schools, and establish the guidelines to improve teachers’ leadership in schools under the Office of Buengkan Primary Educational Service Area. The research was carried out using the correlational research process. The samples consisted of 358 administrators and teachers in the academic year 2016. The research instrument was a set of 5-point rating scale questionnaires involving two aspects: factors affecting teachers’ leadership with the discriminative power between 0.391 – 0.847 and the reliability of 0.978; teachers’ leadership with the discriminative power between 0.673 – 0.851 and the reliability of 0.983. The statistics for data analysis were percentage, mean, and standard deviation. The hypothesis testing was done through t-test, F-test (One way ANOVA), Pearson product-moment correlation and Stepwise multiple regression analysis.

The results were as follows:

1. The opinions of administrators and teachers toward factors affecting teachers’ leadership and the level of teachers’ leadership, as a whole were at a high level.

2. The opinions of administrators and teachers toward factors affecting teachers’ leadership and the level of teachers’ leadership under the Office of Buengkan Primary Educational Service Area, as a whole were not different.

3. The opinions of administrators and teachers from different school size toward factors affecting teachers’ leadership in schools, as a whole were not different, whereas the level of teachers’ leadership, as a whole was statistically significant at the .05 level.

4. The opinions of administrators and teachers with different work experience toward factors affecting teachers’ leadership, and the level of teachers’ leadership in schools under the Office of Buengkan Primary Educational Service Area, as a whole were statistically significant at the .05 level.

5. Factors affecting teachers’ leadership and the level of teachers’ leadership in schools under the Office of Buengkan Primary Educational Service Area had positive relationship at a statistical significance level of .01.

6. Factors in terms of process, attitude, environment, and personnel as a whole had the predictive power on teachers’ leadership in schools under the Office of Buengkan Primary Educational Service Area, at a statistical significance level of .01. 

7. The proposed guidelines for improving teachers’ leadership in schools under the Office of Buengkan Primary Educational Service Area involved four aspects: process, attitude, environment and personnel.
