การวิจัยครั้งนี้มีความมุ่งหมายของการวิจัยเพื่อ 1) ศึกษาสภาพและปัญหาในการจัดทำแผนปฏิบัติการของโรงเรียน 2) หาแนวทางในการพัฒนาศักยภาพครูในการจัดทำแผนปฏิบัติการของโรงเรียน และ 3) ติดตามผลในการพัฒนาศักยภาพครูในการจัดทำแผนปฏิบัติการของโรงเรียน กลุ่มเป้าหมายของการวิจัยครั้งนี้ คือกลุ่มผู้ร่วมวิจัย จำนวน 16 คน กลุ่มผู้ให้ข้อมูล และกลุ่มผู้นิเทศ จำนวน 3 คน ใช้วิธีการวิจัยเชิงปฏิบัติการ ประกอบด้วย 4 ขั้นตอน คือ 1) การวางแผน 2) การปฏิบัติการ 3) การสังเกตการณ์ 4) การสะท้อนกลับ ดำเนินการ 2 วงรอบ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ แบบสอบถาม แบบประเมินและแบบสังเกต การวิเคราะห์ข้อมูลเชิงปริมาณ ใช้ค่าสถิติ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ค่าร้อยละความก้าวหน้า การวิเคราะห์ข้อมูลเชิงคุณภาพ ใช้การวิเคราะห์เชิงเนื้อหา

ผลการวิจัย พบว่า

1. สภาพและปัญหาในการจัดทำแผนปฏิบัติการของโรงเรียนบ้านดงเสียว ดังนี้

1.1 สภาพในการจัดทำแผนปฏิบัติการของโรงเรียนบ้านดงเสียว พบว่า โรงเรียนบ้านดงเสียวมีการดำเนินการจัดทำแผนปฏิบัติการทุกปีการศึกษา แต่มีแผนการดำเนินงานในการจัดทำแผนปฏิบัติการไม่ชัดเจนไม่เป็นไปตามขั้นตอน

1.2 ปัญหาในการจัดทำแผนปฏิบัติการของโรงเรียนบ้านดงเสียว พบว่า ครูและบุคลากรทางการศึกษายังขาดทักษะความรู้ ความเข้าใจในการจัดทำแผนปฏิบัติการ ทำให้ในการจัดทำแผนปฏิบัติการโรงเรียนไม่ครบตามขั้นตอน

2. แนวทางการพัฒนาศักยภาพครูในการจัดทำแผนปฏิบัติการของโรงเรียนบ้านดงเสียว ได้แก่ 2.1) การศึกษาดูงาน 2.2) การประชุมเชิงปฏิบัติการ 2.3) การดำเนินงานการพัฒนาศักยภาพครูในการจัดทำแผนปฏิบัติการ 2.4) การนิเทศภายใน    

3. ผลการพัฒนาศักยภาพครูในการจัดทำแผนปฏิบัติการของโรงเรียนบ้านดงเสียว รายละเอียดดังนี้

3.1 การศึกษาดูงานการจัดทำแผนปฏิบัติการของโรงเรียนบ้านขัวก่าย อำเภอวานรนิวาส จังหวัดสกลนคร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 เพื่อศึกษาดูงาน และผลงานของโรงเรียนเป็นการกระตุ้นให้เกิดแนวคิดและสร้างความตระหนักในการดำเนินงานการจัดทำแผนปฏิบัติการของโรงเรียน ได้แลกเปลี่ยนเรียนรู้ร่วมกันและนำแบบอย่างเพื่อเป็นแนวทางในการพัฒนางานต่อไป

3.2 การประชุมเชิงปฏิบัติการ เพื่อพัฒนาศักยภาพครูในการจัดทำแผนปฏิบัติการของโรงเรียนบ้านดงเสียว เพื่อพัฒนาความรู้ความเข้าใจ เพิ่มทักษะในการจัดทำแผนปฏิบัติการ โดยกลุ่มผู้ร่วมวิจัยมีความรู้ความเข้าใจก่อนการประชุมเชิงปฏิบัติการอยู่ในระดับน้อยและหลังจากการประชุมเชิงปฏิบัติการ กลุ่มผู้ร่วมวิจัยมีความรู้ ความเข้าใจเพิ่มขึ้นในระดับมาก มีค่าร้อยละความก้าวหน้าเท่ากับ 74.63

3.3 การดำเนินงานการพัฒนาศักยภาพครูในการจัดทำแผนปฏิบัติการของโรงเรียนบ้านดงเสียว พบว่า โดยภาพรวมหลังการพัฒนาในวงรอบที่ 2 อยู่ในระดับมาก และในวงรอบที่ 1 อยู่ในระดับน้อย ค่าร้อยละความก้าวหน้า เท่ากับ 74.06

3.4 การนิเทศภายในติดตามผลการดำเนินงานการจัดทำแผนปฏิบัติการเพื่อช่วยเหลือแนะนำและติดตามผลการดำเนินงานการพัฒนาศักยภาพครูในการจัดทำแผนปฏิบัติการ

The purposes of this study were 1) to investigate conditions and problems in creating school action plans; 2) to establish guidelines for developing teachers’ potential in creating school action plans; and 3) to follow up the effects after the intervention. The target group involved 16 co-researchers, informants, and three supervisors. The action research employed two-spirals of four phases of planning, action, observation and reflection. The research instruments comprised interview forms, a set of questionnaires, assessment forms, and observation forms.                    The quantitative data were analyzed through percentage, mean, standard deviation and percentage of progress. The content analysis was also employed to analyze qualitative data.

The findings of this study were as follows:

1. The conditions and problems in creating school action plans of Ban Dong Siao School revealed that:

1.1 In terms of conditions, the school processed the action plans in every academic year, but the operational plan was not clear and systematical.

1.2 In terms of problems, teachers and staff faced a lack of knowledge and understanding in creating action plans, resulting in missing elements or steps insetting up school action plans.

2. The proposed guidelines for developing teachers' potential in creating action plans of Ban Dong Siao School involved: 2.1) a best practice visit,2.2) a training workshop, 2.3) an implementation intervention concerning teacher potentiality development in creating action plans, and 2.4) an internal supervision.

3. The effects after teacher potentiality development in creating action Plans of Ban Dong Siao School were:

3.1 The best practice visit was held at Ban Kau Khai School, Wanonniwat district, Sakon Nakhon under the Office of Sakon Nakhon Primary Educational Service Area 3 with concentration of school work-related accomplishment to encourage teachers’ concepts and to build awareness in operating school action plans. Teachers also had opportunities to share experience and to put forward exemplary practices to develop guidelines for future work.

3.2 After the training workshop, the target group gained knowledge and understanding at a high level with the percentage of progress of 74.63, compared  to pre-training mean scores with a low level.

3.3 The effects after teachers’ potentiality development in creating school action plans revealed that in the second spiral, the mean scores as a whole were rated at a high level, compared to a low level of mean scores in the first spiral. The percentage of progress was 74.06.

3.4 The internal supervision resulted in the teachers being helped, suggested being offered and followed for potentiality development in creating school action plans.
