การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพ ปัญหาและประสิทธิผลการดำเนินงานตามมาตรฐานองค์กรด้านคนพิการ ในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือตอนบน 2 ตามความคิดเห็นของบุคลากรที่รับผิดชอบงาน กรรมการ และสมาชิกในองค์กรคนพิการ เพื่อเปรียบเทียบสภาพ ปัญหาและประสิทธิผลการดำเนินงานตามมาตรฐานองค์กรด้านคนพิการในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือตอนบน 2 ตามความคิดเห็นของบุคลากรที่รับผิดชอบงาน กรรมการ และสมาชิกในองค์กรคนพิการที่มีสถานภาพการดำรงตำแหน่ง รูปแบบองค์กร ประเภทความพิการและที่ตั้งขององค์กรต่างกันเพื่อหาแนวทางการพัฒนาประสิทธิผลการดำเนินงานตามมาตรฐานองค์กรด้านคนพิการในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือตอนบน 2 กลุ่มตัวอย่างที่ใช้ในการวิจัยเป็นผู้รับผิดชอบงาน กรรมการและสมาชิกในองค์กรด้านคนพิการ ในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือตอนบน 2 จำนวน 279 เครื่องมือในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามเกี่ยวกับสภาพ ปัญหาและประสิทธิผลการดำเนินงานตามมาตรฐานองค์กรด้านคนพิการในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือตอนบน 2 สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานทดสอบสมมติฐานโดยใช้การวิเคราะห์ t-test, F-test (One – Way ANOVA)

ผลการวิจัยพบว่า

1. สภาพการดำเนินงานตามมาตรฐานองค์กรด้านคนพิการในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือตอนบน 2 ตามความคิดเห็นของบุคลากรที่รับผิดชอบงานกรรมการ และสมาชิกในองค์กรคนพิการ โดยภาพรวมอยู่ในระดับปานกลาง

2. สภาพการดำเนินงานตามมาตรฐานองค์กรด้านคนพิการในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือตอนบน 2 ตามความคิดเห็นของบุคลากรที่รับผิดชอบงาน  กรรมการ และสมาชิก ในองค์กรคนพิการ ที่มีสถานภาพการดำรงตำแหน่ง รูปแบบองค์กรต่างกัน โดยภาพรวมและรายด้านไม่แตกต่างกัน ส่วนประเภทความพิการ โดยภาพรวมไม่แตกต่างกัน แต่เมื่อพิจารณาเป็นรายด้าน พบว่า แตกต่างกันในด้านขอบข่ายการบริหารจัดการองค์กรและด้านคุณภาพการให้บริการที่ได้มาตรฐานอย่างมีนัยสำคัญทางสถิติระดับ .05 และที่ตั้งองค์กรโดยภาพรวมและรายด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

3. ปัญหาการดำเนินงานตามมาตรฐานองค์กรด้านคนพิการในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือตอนบน 2 ตามความคิดเห็นของบุคลากรที่รับผิดชอบงาน กรรมการ และสมาชิก ในองค์กรคนพิการ โดยภาพรวมอยู่ในระดับมาก

4. ปัญหาการดำเนินงานตามมาตรฐานองค์กรด้านคนพิการในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือตอนบน 2 ตามความคิดเห็นของบุคลากรที่รับผิดชอบงาน กรรมการ และสมาชิกในองค์กรคนพิการ ที่มีสถานภาพการดำรงตำแหน่ง รูปแบบองค์กร ที่ต่างกัน โดยภาพรวมและรายด้านไม่แตกต่างกัน ส่วนประเภทความพิการต่างกันโดยภาพรวมไม่แตกต่างกัน แต่เมื่อพิจารณาเป็นรายด้าน พบว่า แตกต่างกันในด้านคุณภาพการให้บริการที่ได้มาตรฐานอย่างมีนัยสำคัญทางสถิติระดับ .05 และที่ตั้งองค์กรโดยภาพรวมและรายด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

5. ประสิทธิผลการดำเนินงานตามมาตรฐานองค์กรด้านคนพิการในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือตอนบน 2 ตามความคิดเห็นของบุคลากรที่รับผิดชอบงาน กรรมการ และสมาชิกในองค์กรคนพิการ โดยภาพรวมอยู่ในระดับมาก

6. ประสิทธิการดำเนินงานตามมาตรฐานองค์กรด้านคนพิการในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือตอนบน 2 ตามความคิดเห็นของบุคลากรที่รับผิดชอบงาน กรรมการ และสมาชิกในองค์กรคนพิการ ที่มีสถานภาพการดำรงตำแหน่ง รูปแบบองค์กร และประเภทความพิการที่ต่างกัน โดยภาพรวมและรายด้านไม่แตกต่างกัน ส่วนที่ตั้งองค์กรต่างกันโดยภาพรวมและรายด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

7. การวิจัยครั้งนี้ได้นำเสนอแนวทางในการพัฒนาประสิทธิผลการดำเนินงานตามมาตรฐานองค์กรด้านคนพิการในกลุ่มจังหวัดภาคตะวันออกเฉียงเหนือทั้ง 3 ด้านไว้ด้วย

The purposes of this research were to: examine conditions, problems and operational effectiveness based on the Standard of Disability Related Organization in the Upper Northeastern Provincial Group 2, as perceived by personnel in charge, committee, and members of organizations of persons with disabilities; compare conditions, problems and operational effectiveness based on the Standard of Disability Related Organization, classified by position, organization model, types of disabilities, and location of organization; and find out the guidelines for developing operational effectiveness based on the Standard of Disability Related Organization. The samples of this research were personnel in charge, committee, and members of organizations of persons with disabilities in the Upper Northeastern Provincial Group 2, yielding a total of 279 participants. The research instrument was a set of questionnaires concerning conditions, problems and operational effectiveness based on the Standard of Disability Related Organization. Statistics for data analysis included percentage, mean, standard division, t-test, F-test (One – Way ANOVA).

The findings were as follows:

1. The operational conditions based on the Standard of Disability Related Organization, as perceived by participants, as a whole at a moderate level.

2. The operational conditions based on the Standard of Disability Related Organization, as perceived by participants, classified by different position and organization model showed no difference in overall and each aspect. When classified by types of disabilities, there were not different in overall. When considering in each aspect, there were different in terms of networking organizational management and a standard service quality at the .05 level of significance, whereas the location of organization was perceived differently in overall and each aspect, at the .01 level of significance.

3. The operational problems based on the Standard of Disability Related Organization as perceived by participants as a whole were at a high level.

4. The operational problems based on the Standard of Disability Related Organization as perceived by participants with different position and organization model, as a whole and each aspect were not different. In terms of types of disabilities, there were not different in overall. When considering in each aspect, there was different concerning standard service quality at the .05 level of significance. The location of organization as a whole and each aspect was different at the .01 level of significance.

5. The operational effectiveness based on the Standard of Disability Related Organization, as perceived by participants as a whole at a high level.

6. The operational effectiveness based on the Standard of Disability Related Organization, as perceived by participants with different position, organization model, and types of disabilities, as a whole and each aspect were not different, whereas the location of organization was different at the .01 level of significance in overall and each aspect.

7. The proposed guidelines for developing operational effectiveness based on the Standard of Disability Related Organization in the Upper Northeastern Provincial Group 2 involved three aspects.
