การวิจัยครั้งนี้มีความมุ่งหมายเพื่อพัฒนาและตรวจสอบความเหมาะสมและความเป็นไปได้ของรูปแบบระบบดูแลช่วยเหลือนักเรียนที่มีประสิทธิผล ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 การวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การพัฒนารูปแบบ มี 2 ขั้นตอน ดังนี้ 1) ร่างกรอบความคิดการวิจัยโดยศึกษาเอกสาร แนวคิด ทฤษฎี และงานวิจัยที่เกี่ยวข้อง 2) นำร่างกรอบแนวคิดการวิจัยไปสอบถามผู้ทรงคุณวุฒิ จำนวน 5 คน ใช้แบบสอบถาม ระยะที่ 2 การตรวจสอบความเหมาะสมและความเป็นไปได้ของรูปแบบที่พัฒนาขึ้น เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามชนิดมาตราส่วนประมาณค่า มีค่าอำนาจจำแนกระหว่าง 0.52–0.95 และค่าความเชื่อมั่น 0.99 กลุ่มตัวอย่าง จำนวน 390 คน ประกอบด้วยผู้บริหารสถานศึกษา หัวหน้างานระบบดูแลช่วยเหลือนักเรียน และครู ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 วิเคราะห์ข้อมูลด้วยการหาค่าร้อยละ (Percentage), ค่าเฉลี่ย ( ) และค่าส่วนเบี่ยงเบนมาตรฐาน (S.D.)

ผลการวิจัยพบว่า

1. รูปแบบระบบดูแลช่วยเหลือนักเรียนที่มีประสิทธิผล ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 มี 4 องค์ประกอบ คือ 1) ปัจจัยที่ส่งผลต่อระบบดูแลช่วยเหลือนักเรียน ประกอบด้วย ภาวะผู้นำของผู้บริหารสถานศึกษา ความรับผิดชอบต่อหน้าที่ของบุคลากร การทำงานเป็นทีม และความร่วมมือระหว่างโรงเรียนกับชุมชน 2) ขอบข่ายระบบดูแลช่วยเหลือนักเรียน ประกอบด้วย  การรู้จักนักเรียนเป็นรายบุคคล การคัดกรองนักเรียน การส่งเสริมและพัฒนานักเรียน  การป้องกันและแก้ไขปัญหานักเรียน และการส่งต่อ 3) กระบวนการทำงานของระบบดูแลช่วยเหลือนักเรียน ประกอบด้วย วงจรคุณภาพ PDCA การประสานงาน และการมีส่วนร่วม และ 4) ประสิทธิผลระบบดูแลช่วยเหลือนักเรียน ประกอบด้วย นักเรียนเป็นคนดี นักเรียนเป็นคนเก่ง และนักเรียนมีความสุข

2. รูปแบบระบบดูแลช่วยเหลือนักเรียนที่มีประสิทธิผล ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 มีความเหมาะสมโดยรวมในระดับมาก และมีความเป็นไปได้โดยรวมในระดับมาก

The objectives of this study were to develop and verify the appropriateness and possibility of an effective student care and support system model in schools under Sakon Nakhon Primary Educational al Service Area Office 3. The study was divided into 2 phases. The first phase was the model development, which was conducted in 2 steps as follow: 1) to research conceptual drafting by the study of relevant documents, concepts, theories and researches and 2) Bringing the draft to query with 5 experts on a questionnaire. The second phase was the appropriateness and possibility verification of the developed model. A rating scale questionnaire with discrimination power between 0.52–0.95 and reliability value at 0.99 was employed in data collection. The sample group consisted of 390 persons including school directors, head teachers of student care and support system and teachers in schools under Sakon Nakhon Primary Education al Service Area Office 3 in academic year 2016, selected through multi-stage sampling. Data analysis was determined using percentage, mean and standard deviation. The study yielded the following results.

1. The developed model comprised of 4 components. The first component was the factors affecting student care and support system, namely director's leadership, staffs' responsibility, teamwork, and cooperation between schools and community. The second component was the scope of student care and support system, which were the recognition of individual student, the classification and screening, the promotion of student development, prevention and problem solving and student referral. The third component was the process development operations of student care and support system, which included PDCA quality cycle, cooperation and participation. The fourth component was the effectiveness of student care and support system, which aimed for the students to be a good person, availability of academic achievement and being happy.

2. The overall appropriateness and possibility of the developed model was at high level.
