การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยการบริหารงานวิชาการของผู้บริหารสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1, 2) ศึกษาคุณภาพผู้เรียนในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1  3) วิเคราะห์ความสัมพันธ์ระหว่างปัจจัยการบริหารงานวิชาการของผู้บริหารกับคุณภาพผู้เรียนในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 4) ค้นหาปัจจัยการบริหารงานวิชาการของผู้บริหารที่เป็นตัวพยากรณ์ที่ดีของคุณภาพผู้เรียนและสมการพยากรณ์  และ 5) หาแนวทางพัฒนาปัจจัยการบริหารงานวิชาการของผู้บริหารที่มีอำนาจพยากรณ์คุณภาพผู้เรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 กลุ่มตัวอย่าง ที่ใช้ในการวิจัยความสัมพันธ์ ได้แก่ บุคลากรในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1  จำนวน 344 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการวิเคราะห์การถดถอยพหุคูณ (Multiple Regression) แบบขั้นตอน (Stepwise) สำหรับการศึกษาข้อมูลเชิงคุณภาพ เพื่อหาแนวทางการพัฒนา นั้น ใช้วิธีการศึกษาจากผู้เชี่ยวชาญโดยการสัมภาษณ์แล้ววิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1. ปัจจัยการบริหารงานวิชาการ ของผู้บริหารโรงเรียน โดยภาพรวมมีการดำเนินการอยู่ในระดับมาก และรายด้านอยู่ในระดับมากที่สุด คือ ด้านการวางแผนงานด้านวิชาการ นอกนั้นอยู่ในระดับมาก

2. คุณภาพผู้เรียน โดยภาพรวมอยู่ในระดับมาก และรายข้ออยู่ในระดับมาก  ทุกข้อ

3. ปัจจัยการบริหารวิชาการของผู้บริหาร ในภาพรวม  มีความสัมพันธ์กับคุณภาพผู้เรียน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01  โดยมีความสัมพันธ์เชิงบวก (r_xy = 0.794)

4. ปัจจัยการบริหารงานวิชาการของผู้บริหาร มี จำนวน 4 ด้าน ที่สามารถพยากรณ์คุณภาพผู้เรียนในโรงเรียน ได้ดีที่สุด เรียงลำดับจากมากไปหาน้อย ได้แก่ ด้านการพัฒนาและส่งเสริมให้มีแหล่งเรียนรู้ รองลงมา ได้แก่ ด้านการคัดเลือกหนังสือแบบเรียนเพื่อใช้ในสถานศึกษา ด้านการพัฒนากระบวนการเรียนรู้  และด้านการประสานความร่วมมือในการพัฒนาวิชาการกับสถานศึกษาและองค์กรอื่น ซึ่งตัวแปรทั้ง 4 ด้านนี้ สามารถร่วมกันพยากรณ์คุณภาพผู้เรียน ได้ร้อยละ 64.60 และมีความคลาดเคลื่อนมาตรฐานของการพยากรณ์ ± .28564

สามารถเขียนสมการวิเคราะห์การถดถอยพหุคูณ ในรูปคะแนนดิบ ได้ดังนี้

Y′ = 0.805 + 0.227 X₁₃ + 0.188 X₄ + 0.226 X₇ + 0.152 X₁₂

และสามารถเขียนสมการวิเคราะห์การถดถอยในรูปคะแนนมาตรฐาน ได้ดังนี้

Z′ = 0.238 Z₁₃ + 0.217 Z₄ + 0.257 Z₇ + 0.217 Z₁₂

5. แนวทางการพัฒนาปัจจัยการบริหารงานวิชาการของผู้บริหารที่ส่งผลต่อคุณภาพผู้เรียนในโรงเรียน ประกอบด้วย การพัฒนาและส่งเสริมให้มีแหล่งเรียนรู้ การคัดเลือกหนังสือแบบเรียนเพื่อใช้ในสถานศึกษา การพัฒนากระบวนการเรียนรู้ ด้านการประสานความร่วมมือในการพัฒนาวิชาการกับสถานศึกษาและองค์กรอื่น

The purposes of this research were 1) to examine the factors of academic administration of administrators, 2) to investigate the quality of learners in schools, 3) to analyze the relationship between the academic management of administrators and the quality of learners, 4) to find out the factors of academic management of administrators which had the best predictive power upon the quality of learners and the predictive equations, and 5) to establish the guidelines for developing for the factors of academic management of administrators which had the predictive power toward the quality of learners in schools under the Office of Sakon Nakhon Primary Educational Service Area 1. The sample group in this research comprised 344 personnel in schools under the Office of Sakon Nakhon Primary Educational Service Area 1. The research instrument for data collection was a set of questionnaire. Statistics used in analyzing data were frequency, percentage, mean and standard deviation. The hypotheses were tested by using the Step-wise Multiple Regression Analysis. Qualitative data, which applied content analysis for developing the proposed guidelines, were also collected through the experts’ interviews.

The findings were as follows:

1.  The factors of academic management of administrators, as a whole has been operated at a high level. When considered in each aspect, the academic plans fell to the highest level, others was at a high level.

2. The quality of learners, as a whole was at a high level.

3. The factors in academic management of administrators, as a whole had a relationship with the quality of learners with a statistical significant difference at the .01 level, with a positive relation (r_xy = 0.794)

4. The four factors of academic management of administrators which were the best predictive power upon the quality of learners were ranged in order from high to low as follows: the learning resources development and promotion, followed by, textbooks selection for schools, learning process development, and cooperation in academic development among school and other institutions and organizations. The mentioned four aspects were able to predict the quality of learners at 64.60 percent with the standard of forecast ± .28564.

5.  The guidelines for developing academic management of administrators affecting the quality of learners involved the learning resources development and promotion, followed by, textbooks selection for schools, learning process development, and cooperation in academic development among school and other institutions and organizations.
