การวิจัยครั้งนี้มีความมุ่งหมายเพื่อพัฒนา ตรวจสอบความเหมาะสมและการสร้างคู่มือกลยุทธ์การใช้หลักธรรมาภิบาลในงานวิชาการของโรงเรียนในภาคตะวันออกเฉียงเหนือ โดยใช้การวิจัยแบบผสานวิธี การวิจัยแบ่งออกเป็น 3 ระยะ คือ ระยะที่ 1 การพัฒนากลยุทธ์ มี 2 ขั้นตอน คือ ขั้นที่ 1 การร่างกลยุทธ์ โดยสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ จำนวน 7 คน ขั้นที่ 2 การพัฒนากลยุทธ์โดยการประชุมกลุ่มผู้เชี่ยวชาญ (Experts Group Meeting) จำนวน 8 คน ระยะที่ 2 การตรวจสอบความเหมาะสมของกลยุทธ์ที่พัฒนาขึ้น โดยการสอบถามความคิดเห็นจากผู้บริหารสถานศึกษาและครู จำนวน 420 คน และระยะที่ 3 การสร้างคู่มือกลยุทธ์ โดยให้ทรงคุณวุฒิ จำนวน 5 คน ประเมินความเหมาะสม

ผลการวิจัยพบว่า

1. กลยุทธ์การใช้หลักธรรมาภิบาลในงานวิชาการของโรงเรียนในภาคตะวันออกเฉียงเหนือ มีองค์ประกอบคือ วิสัยทัศน์ พันธกิจ เป้าประสงค์ กลยุทธ์ โครงการ/กิจกรรม และตัวชี้วัดความสำเร็จ โดยใช้หลักธรรมาภิบาลที่เหมาะสมในแต่ละงานวิชาการของโรงเรียนกลยุทธ์ที่พัฒนาขึ้นมี 7 ด้าน ๆ ละ 4 กลยุทธ์ รวม 28 กลยุทธ์  

2. กลยุทธ์ที่พัฒนาขึ้นมีความเหมาะสมโดยรวมในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้านเรียงจากค่าเฉลี่ยจากมากไปหาน้อยได้ดังนี้  ด้านการส่งเสริมชุมชนให้มีความเข้มแข็งทางวิชาการ ด้านการนิเทศการศึกษาด้านการวัดผลประเมินผลและดำเนินการเทียบโอนผลการเรียนด้านการพัฒนาสื่อและเทคโนโลยีทางการศึกษา ด้านการพัฒนาระบบประกันคุณภาพภายในและมาตรฐานการศึกษา ด้านการจัดการเรียนการสอนในสถานศึกษา และด้านการพัฒนาหลักสูตร

3. คู่มือกลยุทธ์การใช้หลักธรรมาภิบาลในงานวิชาการของโรงเรียนในภาคตะวันออกเฉียงเหนือ มีความเหมาะสมในระดับมากที่สุด

The objectives of this study were to develop, assess the appropriateness and build a manual on good governance implementation strategy in academic affairs of schools in the Northeastern region of Thailand with a mixed-methods research. The study was divided into 3 phases. The first phase was strategy development, which was carried out in 2 steps namely (1) strategy drafting, which was done by conducting an in-depth interview with 7 experts and (2) strategy development, done by an expert group meeting with 8 experts. Appropriateness of the developed strategy was assessed in the second phase by conducting an opinion survey from 420 school directors and teachers. The manual on the developed strategy was lastly built on the third phase and received an appropriateness assessment by 5 experts.

The findings from the author’s study are as follows.          

1. Good governance implementation strategy in academic affairs of schools in the Northeastern region of Thailand comprises the following components: vision, mission, goal, strategy, project/activity and key performance indicator. Appropriate good governance will be applied in the carrying out of each academic affairs work. The developed strategy comprises 7 aspects, with each aspect consists of 4 strategies, totally 28 strategies.

2. The appropriateness of the developed strategy in an overall is at the highest level. The mean value of each aspect can be arranged from the highest to the lowest as follows: academic strength promotion for communities, educational supervision, measurement and evaluation and learning outcome transfer, educational media and technology development, internal quality assurance system and educational standard development, instructional management and curriculum development.

3. The appropriateness of the author’s manual on good governance implementation strategy in academic affairs of schools in the Northeastern region of Thailand is at the highest level.
