การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาการปฏิบัติที่เป็นเลิศด้านการประกันคุณภาพภายในสถานศึกษาระดับปฐมวัย 2) เพื่อนำเสนอแนวทางการปฏิบัติที่เป็นเลิศด้านการประกันคุณภาพภายในสถานศึกษาระดับปฐมวัย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 การดำเนินการวิจัย แบ่งเป็น 2 ขั้นตอน ประกอบด้วย ขั้นตอนที่ 1 การศึกษาการปฏิบัติที่เป็นเลิศด้านการประกันคุณภาพภายในสถานศึกษาระดับปฐมวัย ดังนี้  1) ศึกษาเอกสาร แนวคิดทฤษฎีและงานวิจัยที่เกี่ยวข้องกับการปฏิบัติที่เป็นเลิศด้านการประกันคุณภาพภายในสถานศึกษาระดับปฐมวัย  2) การศึกษาร่องรอยเอกสารหลักฐานต่างๆ ของสถานศึกษา กรณีศึกษาแบบเจาะจง 3 โรงเรียน ขั้นตอนที่ 2 การสร้างการปฏิบัติที่เป็นเลิศด้านการประกันคุณภาพภายในสถานศึกษาระดับปฐมวัย เป็นการตรวจสอบการปฏิบัติที่เป็นเลิศด้านการประกันคุณภาพภายในสถานศึกษาระดับปฐมวัย ตรวจสอบความครอบคลุม ความเป็นประโยชน์ ความเหมาะสมและสามารถนำไปใช้ได้จริง วิเคราะห์ข้อมูลที่ได้โดยใช้การวิเคราะห์เนื้อหา (Content Analysis) การจำแนกประเภทข้อมูล (Typological Analysis) การเปรียบเทียบข้อมูล (Comparison)และการวิเคราะห์แบบอุปนัย (Analytic Induction)

ผลการวิจัยพบว่า

1. การปฏิบัติที่เป็นเลิศด้านการประกันคุณภาพภายในสถานศึกษาระดับปฐมวัย มีลักษณะการปฏิบัติที่เป็นขั้นตอนดำเนินการอย่างต่อเนื่องด้วยกระบวนการมีส่วนร่วม มุ่งไปสู่เป้าหมายเดียวกัน คือ คุณภาพผู้เรียน ผู้เกี่ยวข้องทุกฝ่ายในสถานศึกษามีความตระหนัก รับรู้และเห็นคุณค่าของการทำงานเป็นระบบ PDCA การกำหนดเป้าหมายคุณภาพผู้เรียนการติดตามตรวจสอบและปรับปรุงงานเป็นระยะจะช่วยให้งานบรรลุผลและผลที่เกิดกับผู้เรียนก็จะเป็นที่พึงพอใจกับผู้ปกครอง ชุมชน เป็นการดำเนินงานที่ทุกคนต้องมีจิตสำนึกและความรับผิดชอบร่วมกัน การพัฒนาระบบการประกันคุณภาพการศึกษาภายในมีจุดเน้นอยู่ที่กระบวนการดำเนินงานตามแผนโดยอาศัยรูปแบบระบบ (Input-Process-Output) ดังนี้ ด้านปัจจัย ด้านกระบวนการ และด้านผลผลิต ด้านปัจจัย ประกอบด้วย ด้านโครงสร้าง ด้านผู้บริหาร ด้านแนวการจัดการศึกษา ด้านกระบวนการ ประกอบด้วย ด้านบุคลากร/ครู ด้านบริบทสถานศึกษา ด้านการประกันคุณภาพภายในของสถานศึกษาตามที่กำหนดในกฎกระทรวง และด้านผลผลิต/ผลลัพธ์ ประกอบด้วย ด้านคุณภาพผู้เรียน ด้านคุณภาพสถานศึกษา ด้านความพึงพอใจ

2. ได้ข้อเสนอแนวทางการปฏิบัติที่เป็นเลิศด้านการประกันคุณภาพภายใน  ประกอบด้วย  4  ส่วน  คือ  1) บทนำ  2)ข้อสรุปการดำเนินการในภาพรวม  3)ข้อสรุปการปฏิบัติที่เป็นเลิศ (Best Practices)ในการประกันคุณภาพภายในสถานศึกษาระดับปฐมวัย และ 4) ปัจจัยแห่งความสำเร็จที่ส่งผลต่อการปฏิบัติที่เป็นเลิศด้านการประกันคุณภาพภายในสถานศึกษาระดับปฐมวัย ผู้เชี่ยวชาญมีความคิดเห็นสอดคล้องกันว่าการปฏิบัติที่เป็นเลิศด้านการประกันคุณภาพภายในสถานศึกษาระดับปฐมวัย ในครั้งนี้มีความเป็นไปได้ตามสภาพการปฏิบัติจริง  การปฏิบัติมีประโยชน์ นำไปใช้ได้จริง เหมาะสมดีมาก สามารถนำไปสู่การปฏิบัติได้จริงในโรงเรียน

The purposes of this research were: 1) To study the best practice of quality assurance in characteristic of primary school, 2) Proposing the best practice qualification of quality assurance in characteristic of Kindergarten  under the office of Sakon nakhon primary educational service  area 2.  

The processing research were divided into two steps ; step 1 is about to study the best practice of quality assurance for enhancing characteristic of primary school ; studying the related documents and researches about training curriculum characteristic of primary school, studying the case study evidences of 3 primary schools specifically. step 2 is initiate training curriculum development of primary school and promptly assess the training curriculum for improvement The sample includes. This research has reliably data collected by related documents and researches, interviews of school principals and teachers who responsible for training curriculum, comprise of evaluation of comprehensive, beneficial, appropriate and applicable of the research. The content analysis, typological Analysis, Comparison Analytic Induction were used for data analysis.

Research findings were as follows:

1. The best  practice of  the internal quality assurance in a  Kindergarten  for enhancing characteristic development of primary school  continuously processed practice along with the participants to reach the goal that include student quality and all personnel in primary school, valuable teamwork in PDCA working. Furthermore goal setting, evaluation and improvement make a great result for students and parents that need cooperation of organization. Input-Process-Output is used for this internal quality assurance development. The factors include ,the structure, The executive ,The education guidelines ,The process consists of the staff/ teachers. Context: Education The quality assurance of education as prescribed in the regulations. And output / outcomes include quality of the learners. quality educationsatisfaction.

2. It offers guidelines for it’s internal quality assurance consists of four parts: 1) Introduction 2) concluded the operation as a whole. 3) a summary of best practices  quality assurance in education, early childhood and  4) factors affecting the success of best practices in early childhood education quality assurance. Expert opinion consistent with the best practices of quality early childhood education site. This is possible as is practical. Practical benefits apply the right could very well lead to practical schools.
