การวิจัยครั้งนี้มีความมุ่งหมายเพื่อพัฒนาและตรวจสอบความเหมาะสมของรูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลในเขตภาคตะวันออกเฉียงเหนือตอนบน ใช้การวิจัยแบบผสานวิธี การวิจัยแบ่งออกเป็น 4 ระยะ คือ ระยะที่ 1 การกำหนดกรอบแนวคิดของการวิจัย โดยการศึกษาเอกสารและงานวิจัยที่เกี่ยวข้อง ระยะที่ 2 การสร้างและพัฒนารูปแบบ มี 2 ขั้นตอน คือ ขั้นตอนที่ 1 การสร้างรูปแบบ โดยการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 9 คน และการศึกษาพหุกรณีศูนย์พัฒนาเด็กเล็กต้นแบบ จำนวน 2 แห่ง ขั้นตอนที่ 2 การพัฒนารูปแบบ โดยใช้เทคนิคเดลฟายแบบปรับปรุง 3 รอบ ผู้เชี่ยวชาญ จำนวน 21 คน ระยะที่ 3 การตรวจสอบความเหมาะสมของรูปแบบ โดยการสอบถามความคิดเห็นของผู้มีส่วนได้เสีย จำนวน 480 คน ระยะที่ 4 การพัฒนาคู่มือการใช้รูปแบบฯ ประเมินความเหมาะสมในการนำ ไปใช้ของคู่มือการใช้รูปแบบฯ โดยผู้เชี่ยวชาญ จำนวน 5 คน ใช้แบบประเมินชนิดมาตราส่วนประมาณค่า 5 ระดับ (Rating Scale) วิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ย (X̅)

ผลการวิจัยพบว่า  

1. รูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลในเขตภาคตะวันออกเฉียงเหนือตอนบน มี 3 องค์ประกอบ ได้แก่ 1) ขอบข่ายการดำเนินงานศูนย์พัฒนาเด็กเล็ก มี 6 ด้าน ประกอบด้วย (1) การบริหารจัดการ (2) การบริหารงบประมาณ (3) การบริหารบุคลากร (4) การบริหารวิชาการ (5) การบริหารอาคารสถานที่ และ (6) การบริหารความสัมพันธ์กับชุมชน 2) กระบวนการบริหารเชิงกลยุทธ์ ประกอบด้วย 4 ขั้น ได้แก่ (1) การวิเคราะห์สภาวะแวดล้อม (2) การสร้างกลยุทธ์ (3) การนำกลยุทธ์ไปปฏิบัติ และ (4) การควบคุมกลยุทธ์ และ 3) ประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็ก ประกอบด้วย 6 ด้าน ได้แก่ (1) ประสิทธิผลด้านการบริหารจัดการ (2) ประสิทธิผลด้านบุคลากร (3) ประสิทธิผลด้านวิชาการ (4) ประสิทธิผลด้านคุณภาพเด็ก (5) ประสิทธิผลด้านอาคารสถานที่ และ (6) ประสิทธิผลด้านชุมชน 

2. รูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลในเขตภาคตะวันออกเฉียงเหนือตอนบน ที่พัฒนาขึ้นมีความเหมาะสมโดยรวมและรายองค์ประกอบอยู่ในระดับมากที่สุด (X̅ = 4.84, S.D. = 0.50) โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อยดังนี้ กระบวนการบริหารเชิงกลยุทธ์ (X̅ = 4.93, S.D. = 0.39) ประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็ก (X̅ = 4.91, S.D. = 0.42) และขอบข่ายการดำเนินงานศูนย์พัฒนาเด็กเล็ก (X̅ = 4.83, S.D. = 0.52) ตามลำดับ 

3. คู่มือการใช้รูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลในเขตภาคตะวันออกเฉียงเหนือตอนบน มีความ ถูกต้องของเนื้อหาและความเหมาะสมในการนำไปใช้ระดับมากที่สุด (X̅=4.86, S.D.=0.29 และ X̅=4.83, S.D.=0.34 ตามลำดับ) โดยมีเนื้อหาประกอบด้วย คำชี้แจง วัตถุประสงค์ ประโยชน์ที่คาดว่าจะได้รับ ความเป็นมาและความสำคัญของรูปแบบการบริหารเชิงกลยุทธ์ศูนย์พัฒนาเด็กเล็ก องค์ประกอบของรูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลในเขตภาคตะวันออกเฉียงเหนือตอนบน การดำเนินงานตามรูปแบบการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลของศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลในเขตภาคตะวันออกเฉียงเหนือตอนบน และบทบาทและหน้าที่ของผู้มีส่วนเกี่ยวข้องกับการบริหารศูนย์พัฒนาเด็กเล็ก

The objectives of this study were to develop and examine the appropriateness of developed strategic administration model affecting the effectiveness on the operation of child development centers under the subdistrict municipalities in the upper Northeastern Thailand. The research method used was a mixed methodology and the study was conducted in 4 phases. The first phase was the research conceptual framework construction by studying relevant documents and literatures. The second phase was the model construction and development, which was conducted in 2 steps. Step 1 was the model construction by interviewing 9 experts and conducting a multi-case studies on 2 outstanding child development centers, while step 2 was the model development through an application of modified Delphi's technique for 3 rounds with 21 experts. The third phase was the appropriateness verification of the developed model by asking an opinion of 480 stakeholders. Lastly, the fourth phase was the development of manual in using the developed model, assessing the manual with 5 experts by using a rating scale to assess the level 5 and analyzed by the average (X̅).

The study found that:

1. The developed strategic administration model affecting the effectiveness on the operation of child development centers under the subdistrict municipalities in the upper Northeastern Thailand comprised 3 components, which were 1) operational scope of child development center, which could be divided into 6 aspects: (1) administration and management (2) budget administration (3) personnel administration (4) academic administration (5) facilities administration and (6) community relationship administration; 2) strategic administration process, which consisted of 4 steps: (1) environmental analysis (2) strategy setting (3) strategy implementation and (4) strategy control; 3) effectiveness in the operation of child development center, which consisted of 6 aspects: (1) administration and management effectiveness (2) personnel effectiveness (3) academic effectiveness (4) child quality effectiveness (5) facilities effectiveness and (6) community effectiveness.

2. The appropriateness of the developed model overall and individual components was at the highest level (X̅=4.84, S.D. =0.50). Each component of the model could be prioritized from the highest to the lowest mean value as follows: strategic administration process (X̅=4.93, S.D. =0.39); effectiveness in the operation of child development center (X̅=4.91, S.D. =0.42); operational scope of child development center (X̅=4.83, S.D. = 0.52).

3. The appropriateness of the manual in using the developed strategic administration model affecting the effectiveness on the operation of child development centers under the subdistrict municipalities in the upper Northeastern Thailand was  accuracy and appropriateness of content at the highest level (X̅=4.86, S.D.=0.29 and X̅=4.83, S.D.=0.34). The content of the manual consisted of explanation, objectives, benefits, backgrounds and importance of the developed model and the operation of the developed model and the role of stakeholders involved with the management of child development centers.
