การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ1) ศึกษาภาวะผู้นำครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ 2) ศึกษาภาวะผู้นำครูตามความคิดเห็นของผู้บริหารและครู จำแนกตามเพศ 3) ศึกษาภาวะผู้นำครูตามความคิดเห็นของผู้บริหารและครู จำแนกตามสถานภาพ 4) ศึกษาภาวะผู้นำครูตามความคิดเห็นของผู้บริหารและครู จำแนกตามประสบการณ์การทำงาน 5) ศึกษาภาวะผู้นำครูตามความคิดเห็นของผู้บริหารและครู จำแนกตามขนาดโรงเรียน 6) หาแนวทางในการพัฒนาภาวะผู้นำครู กลุ่มตัวอย่าง ในการวิจับในครั้งนี้ ประกอบด้วย ผู้บริหารและครู จำนวน 335 คน ซึ่งได้มาจาก การสุ่มแบบหลายขั้นตอน (Multi - Stage Random Sampling) เครื่องมือที่ใช้ในการวิจัยเป็น แบบสอบถาม สถิติที่ใช้ในการ วิเคราะห์ข้อมูลคือ ค่าร้อยละ คะแนนเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน t - test และ F - test สำหรับแนวทางการพัฒนาภาวะผู้นำครูได้ผลจากการสัมภาษณ์ผู้เชี่ยวชาญ 10 คนโดยเนื้อหาในการสัมภาษณ์ ได้จากด้านที่มีค่าเฉลี่ยต่ำกว่าค่าเฉลี่ยรวม  

ผลการวิจัยพบว่า 

1. ภาวะผู้นำครูในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ โดยรวมอยู่ในระดับมาก

2. ผู้บริหารและครูที่มีเพศต่างกัน มีความคิดเห็นต่อภาวะผู้นำครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ ไม่แตกต่างกัน

3. ผู้บริหารและครูที่มีสถานภาพต่างกัน มีความคิดเห็นต่อภาวะผู้นำครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ โดยรวมไม่แตกต่างกัน 

4. ผู้บริหารและครูที่มีความคิดเห็นจำแนกตามประสบการณ์การทำงานแตกต่างกัน มีความคิดเห็นต่อภาวะผู้นำครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ โดยรวมไม่แตกต่างกัน 

5. ผู้บริหารและครูที่มีขนาดโรงเรียนต่างกัน มีความคิดเห็นต่อภาวะผู้นำครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ โดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .05

6. แนวทางพัฒนาภาวะผู้นำครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบึงกาฬ มีดังนี้ 

6.1 ด้านการเป็นบุคคลแห่งการเปลี่ยนแปลง ครูควรมีความเชื่อมั่นในการพัฒนาความรู้ให้แก่ตนเองและควรคำนึงถึงเป้าหมายของการทำงานโดย ตั้งเป้าหมายร่วมกับผู้อื่น อีกทั้งควรให้ความสำคัญกับสถานการณ์ต่างๆ ที่เป็นปัจจุบันเพื่อให้เกิดความรอบรู้แล้วนำมาพัฒนาตนเองและเพื่อนร่วมงานได้ 

6.2 ทางด้านการปฏิบัติงานอย่างไตร่ตรอง ครูควรมีการวางแผนการทำงานควรศึกษารายละเอียดกฎเกณฑ์ หรือแนวทางการปฏิบัติโดยไตร่ตรองถึงผลที่จะเกิดขึ้น มีการวิเคราะห์ถึงสาเหตุของปัญหาและหาแนวทางในการแก้ไขปัญหาโดยให้นำผลการปฏิบัติงานที่ผ่านมานำมาใช้เป็นแนวทางในการพัฒนางานให้ดียิ่งขึ้น 

6.3 ด้านการมุ่งพัฒนาผลสัมฤทธิ์นักเรียน ครูควรมีความเข้าใจในเรื่องที่สอนควรศึกษาหาความรู้เพื่อพัฒนาตนเองและเลือกสรรวิธีการต่างๆ มาปรับใช้ในการจัดการเรียนรู้เพื่อพัฒนาศักยภาพของนักเรียน

The purposes of this research were 1) to investigate teacher leadership in schools under the Office of Buengkan Primary Educational Service Area, 2) to examine teacher leadership as perceived by administrators and teachers with different gender, 3) to explore teacher leadership as perceived by administrators and teachers with different working position, 4) to examine teacher leadership as perceived by administrators and teachers with different work experience, 5) to investigate teacher leadership as perceived by administrators and teachers with different school sizes, and 6) to establish the guidelines for developing teacher leadership in schools under the Office of Buengkan Primary Educational Service Area. The samples, obtained through multi-stage random sampling technique, consisted of 335 administrators and teachers in schools under the Office of Buengkan Primary Educational Service Area. The research tool was a set of questionnaires. The statistics for data analysis were percentage, mean, standard deviation, t-test and F-test. In terms of the guidelines for developing teacher leadership, ten experts were interviewed concerning the aspects which had lower values than the total average values.

The findings were as follows:

1. The teacher leadership in schools under the Office of Buengkan Primary Educational Service Area, as a whole was at a high level.

2. The teacher leadership as perceived by administrators and teachers with different gender was not different. 

3. The teacher leadership as perceived by administrators and teachers with different working position, as a whole was not different.

4. The teacher leadership as perceived by administrators and teachers with different working experience, as a whole was not different.

5. The teacher leadership as perceived by administrators and teachers with different school sizes toward teacher leadership, as a whole was different in a statistically different significance at the .05 level. 

6. The guidelines for developing teacher leadership in schools under the Office of Buengkan Educational Service Area were as follows:

6.1 In terms of being a change agent, teachers should be confident in terms of self-knowledge development and collaboratively setting goals with others.

In addition, the importance of current circumstances considerations would create personal mastery. This would lead to self and colleagues’ development.

6.2 In terms of concentrated working, teachers should have working plans and study the rules and the guidelines for concentrated working by aiming at the expected outcome. Moreover, the analysis of the causes related to the problems and seeking solutions were required in order to employ the past performance results into practice for task improvement. 

6.3 In terms of students’ learning achievement concentration, teachers should understand the teaching contents. Seeking knowledge for self-development and various means for instructional management were essential in order to develop students’ potential.
